Snohomish County Council Public Hearings Meeting Minutes Stephanie Wright, Council Chair Megan Dunn, Council Vice-Chair Councilmembers: Sam Low, Nate Nehring, Jared Mead Wednesday, September 1, 2021 10:30 AM Remote Meeting via Zoom PRESENT: Council Acting Chair Dunn Councilmember Wright (not present) Councilmember Low Councilmember Nehring Councilmember Mead Ryan Countryman, Council Staff Laura Kisielius, Prosecutor's Office Steve Ball, Resident Debbie Eco, Clerk of the Council CALL TO ORDER Acting Chair Dunn called the hearing to order at 10:30 a.m. and provided instructions for those wishing to provide remote testimony via Zoom. ROLL CALL The clerk called the roll and stated that four members were present. ACTION ITEMS a. Motion 21-273, adopting the Buildable Lands Procedures Report 2021-0585 that has been accepted and recommended by the Snohomish County Tomorrow Steering Committee for use in the development of the Buildable Lands Report for Snohomish County b. Motion 21-272, adopting the 2021 Buildable Lands Report for 2021-0584 Snohomish County and authorizing the County Council Chair and Vice-Chair to sign transmittal letter to the Washington State Department of Commerce Page 1 of 2 Public Hearings Meeting Minutes September 01, 2021 The clerk read the titles of Motions 21-273 and 21-272 into the record. Ryan Countryman, Sr. Legislative Analyst, provided a staff report for both motions. There were no questions from councilmembers. Acting Chair Dunn opened the hearing for public testimony for Motion 21-273. Steve Ball, resident of the city of Bellevue, provided testimony. Acting Chair Dunn let Mr. Ball know that if he had additional written comments, he could send them to contact.council@snoco.org. There being no further persons present wishing to testify, Acting Chair Dunn closed the testimony portion of the hearing for Motion 21-273. Acting Chair Dunn opened the hearing for public testimony for Motion 21-272. There being no persons present wishing to testify, she closed the testimony portion of the hearing for Motion 21-272, calling for a motion or discussion of the Council. Councilmember Low asked if the hearing should be continued to allow time to receive written comments. Acting Chair Dunn said that would be her recommendation to continue the public hearing to next week and to direct staff to prepare written responses to any public comments that have not already responded to during that time . ACTION: Councilmember Mead made a motion to continue the hearing for Motions 21-273 and 21-272 to September 8th to allow for Planning & Development Services (PDS) to prepare written responses to public comments . Councilmember Low asked if that worked for Mr. Countryman. Mr. Countryman asked for clarification regarding which portion of the testimony was closed. Discussion ensued. After further discussion and clarity provided by Laura Kisielius, Prosecutor’s Office, Acting Chair Dunn clarified the motion and stated Council is closing public comment on Motion 21-273 and Motion 21-272 except for receiving written comment from Mr. Ball and the motion on the table is to extend the public hearing on Motion 21-273 and Motion 21-272 to September 8th at 10:30 a.m. and directing Planning staff to prepare written responses to any public comment that has not already responded to in the course of processing the Buildable Lands Report. Ms. Kisielius said, in her opinion, that motion was clear direction. Councilmember Low seconded the motion and it carried unanimously. ADJOURN There being no further business, Acting Chair Dunn adjourned the Council for the day at 10:51 a.m. Page 2 of 2
