Snohomish County Council Public Hearings Meeting Minutes Stephanie Wright, Council Chair Megan Dunn, Council Vice-Chair Councilmembers: Sam Low, Nate Nehring, Jared Mead Wednesday, September 22, 2021 10:30 AM Remote Meeting via Zoom CALL TO ORDER Acting Council Chair Dunn called the public hearing to order at 10:30 a.m. and provided instructions for remote participation in the Zoom meeting. ROLL CALL The clerk called the roll and stated that four members were present. ACTION ITEMS PRESENT: Acting Council Chair Dunn Council Chair Wright (not present) Councilmember Low Councilmember Nehring Councilmember Mead Jim Martin, Council Staff Elena Lao, Asst. Clerk of the Council 1. Ordinance 21-049, related to the 2021 Budget; making a 2021-0579 supplemental appropriation in General Fund 002 to provide expenditure authority for funds received from the Washington State Office of Public Defense Acting Council Chair Dunn opened the hearing and the clerk read the ordinance title into the record. Jim Martin, Senior Legislative Analyst, provided a staff report. Page 1 of 6 Public Hearings Meeting Minutes September 22, 2021 Acting Council Chair Dunn opened the hearing for public testimony. There being no persons present wishing to testify, she closed public testimony and called for a motion or discussion of the Council. ACTION: Councilmember Mead made a motion to approve Ordinance 21-049. Councilmember Nehring seconded the motion. The clerk called the roll and the motion to approve Ordinance 21-049 carried unanimously by the four members present. PRESENT: Acting Council Chair Dunn Council Chair Wright (not present) Councilmember Low Councilmember Nehring Councilmember Mead Jim Martin, Council Staff Elena Lao, Asst. Clerk of the Council 2. Motion 21-285, approving and ratifying the Agreement between 2021-0640 Snohomish County and the State of Washington, Office of Public Defense for the purpose of providing indigent defense representation pursuant to State v. Blake Acting Council Chair Dunn opened the hearing and the clerk read the motion title into the record. Jim Martin, Senior Legislative Analyst, provided a staff report on the companion motion to Ordinance 21-049. Acting Council Chair Dunn opened the hearing for public testimony. There being no persons present wishing to testify, she closed public testimony and called for a motion or discussion of the Council. ACTION: Councilmember Mead made a motion to approve Motion 21-285. Councilmember Nehring seconded the motion and it carried unanimously by the four members present. There being no persons present wishing to testify, she closed public testimony and called for a motion or discussion of the Council. ACTION: Councilmember Mead made a motion to approve Ordinance 21-052. Councilmember Nehring seconded the motion. Ordinance 21-061, approving the Puget Sound Taxpayer 2021-0667 Accountability Act (PSTAA) Interlocal Agreement and 2021-2022 Services and Expenditure Plan with WA State Community College Dist. #23 DBA Edmonds College Acting Council Chair Dunn opened the hearings for agenda items #5 through #11 and the clerk read the ordinance titles into the record. Heidi Beazizo, Senior Legislative Analyst, provided a combined staff report on the proposed interlocal agreements and responded to a question regarding funding for the Marysville and Snohomish school districts. Acting Council Chair Dunn opened the hearing for public testimony for agenda items #5 through #11. There being no persons present wishing to testify, she closed public testimony and called for a motion or discussion of the Council. ACTION: Councilmember Mead made a motion to approve Ordinance 21-061. Councilmember Nehring seconded the motion. Ordinance 21-062, approving the Puget Sound Taxpayer 2021-0670 Accountability Act (PSTAA) Interlocal Agreement and 2021-2022 Services and Expenditure Plan with Edmonds School District [See notes above under Ordinance 21-061.] ACTION: Councilmember Mead made a motion to approve Ordinance 21-062. Councilmember Nehring seconded the motion. The clerk called the roll and the motion to approve Ordinance 21-062 carried unanimously by the four members present. 7. Ordinance 21-063, approving the Puget Sound Taxpayer 2021-0671 Accountability Act (PSTAA) Interlocal Agreement and 2021-2022 Services and Expenditure Plan with Everett Community College [See notes above under Ordinance 21-061.] ACTION: Councilmember Mead made a motion to approve Ordinance 21-063. Councilmember Nehring seconded the motion. The clerk called the roll and the motion to approve Ordinance 21-063 carried unanimously by the four members present. 8. Ordinance 21-064, approving the Puget Sound Taxpayer 2021-0672 Accountability Act (PSTAA) Interlocal Agreement and 2021-2022 Services and Expenditure Plan with Everett Public Schools [See notes above under Ordinance 21-061.] ACTION: Councilmember Mead made a motion to approve Ordinance 21-064. Councilmember Nehring seconded the motion. The clerk called the roll and the motion to approve Ordinance 21-064 carried unanimously by the four members present. 9. Ordinance 21-065, approving the Puget Sound Taxpayer 2021-0673 Accountability Act (PSTAA) Interlocal Agreement and 2021-2022 Services and Expenditure Plan with Mukilteo School District [See notes above under Ordinance 21-061.] ACTION: Councilmember Mead made a motion to approve Ordinance 21-065. Councilmember Nehring seconded the motion. The clerk called the roll and the motion to approve Ordinance 21-065 carried unanimously by the four members present. Councilmember Nehring seconded the motion. The clerk called the roll and the motion to approve Ordinance 21-066 carried unanimously by the four members present. 11. Ordinance 21-067, approving the Puget Sound Taxpayer 2021-0675 Accountability Act (PSTAA) Interlocal Agreement and 2021-2022 Services and Expenditure Plan with Washington State University Everett [See notes above under Ordinance 21-061.] ACTION: Councilmember Mead made a motion to approve Ordinance 21-067. Councilmember Nehring seconded the motion. The clerk called the roll and the motion to approve Ordinance 21-067 carried unanimously by the four members present.
