CALL TO ORDER
Acting Chair Dunn called the Council to order at 10:30 a.m. and provided instructions for
those wishing to provide remote testimony via Zoom.
ROLL CALL
The clerk called the roll and stated that all five members were present.

1. Ordinance 21-048, relating to Development Permit Fees; amending 2021-0566
Chapter 13.110 SCC and Chapter 30.86 SCC
Acting Chair Dunn opened the public hearing and the clerk read the ordinance
title into the record.
Ryan Countryman, Sr. Legislative Analyst, provided a staff report. He explained
there is intent to update other fees at a later date, which will take a separate
action. He also spoke briefly to the current proposed housekeeping amendment
sheet that would correct a cross reference in the code. There were no
questions from councilmembers.
Acting Chair Dunn opened the hearing for public testimony, there being no
persons present wishing to testify, she closed the testimony portion of the
hearing calling for a motion or discussion of the Council.

ACTION: Councilmember Mead made a motion to approve Ordinance No.
21-048. Councilmember Wright seconded the motion.
Councilmember Mead made a motion to approve Amendment Sheet 1.
Councilmember Wright seconded the motion and it carried unanimously.
The question was called for and the clerk called the roll. The motion to approve
Ordinance No. 21-048, as amended, carried unanimously.

Countywide Planning Policies (CPPS) for Snohomish County
(Snohomish County Tomorrow Recommended)
3. Ordinance 21-059, relating to Growth Management; updating the 2021-0661
Countywide Planning Policies (CPPS) for Snohomish County
(Executive Recommended)
Acting Chair Dunn opened the hearing for both Ordinance Nos. 21-057 and
21-059. The clerk read both ordinance titles into the record.
Ryan Countryman, Sr. Legislative Analyst, provided a detailed staff report for
both ordinances and spoke about four proposed amendments.
Responding to Councilmember Mead, Mr. Countryman explained further, the
Snohomish County Tomorrow’s recommendation of JP3 related to annexations.
Acting Chair Dunn opened the hearing for public testimony. The following
people provided testimony:
Rebecca Schwartzman spoke on behalf of Forterra
Tom McCormick, resident of the city of Shoreline
Mayor John Kartak, city of Snohomish
Grace Yuan, Snohomish County School District Group

There being no further persons present wishing to testify, Acting Chair Dunn
closed the testimony portion of the hearing.
Councilmembers Mead, Nehring, and Dunn expressed support for the Executive
recommended ordinance.
Ordinance No. 21-057 (Snohomish County Tomorrow Recommended)
ACTION: Councilmember Mead made a motion to deny Ordinance 21-057.
Councilmember Nehring seconded the motion. The clerk called the roll and the
motion to deny Ordinance No. 21-057 carried unanimously.
Ordinance No. 21-059 (Executive Recommended)
ACTION: Councilmember Mead made a motion to approve Ordinance 21-059.
Councilmember Wright seconded the motion.
Councilmember Mead made a motion to approve Amendment Sheet 1.
Councilmember Wright seconded the motion and it carried unanimously.
Councilmember Mead made a motion to approve Amendment Sheet 2a.
Councilmember Wright seconded the motion and it carried unanimously.
Councilmember Mead made a motion to approve Amendment Sheet 3a.
Councilmember Wright seconded the motion and it carried unanimously.
Councilmember Mead made a motion to approve Amendment Sheet 4a.
Councilmember Wright seconded the motion and it carried unanimously.
The question was called for and the clerk called the roll. The motion to approve
Ordinance No. 21-059, as amended, carried unanimously.
ADJOURN
There being no further business, Acting Chair Dunn adjourned the Council for the day
at 11:03 a.m.
