Snohomish County Council Public Hearings Meeting Minutes Stephanie Wright, Council Chair Megan Dunn, Council Vice-Chair Councilmembers: Sam Low, Nate Nehring, Jared Mead Wednesday, October 20, 2021 10:30 AM Remove via Zoom CALL TO ORDER Council Chair Wright called the public hearing to order at 10:30 a.m. ROLL CALL The clerk called the roll and stated that all five members were present. ACTION ITEMS PRESENT: Council Chair Wright Council Vice-Chair Dunn Councilmember Low Councilmember Nehring Councilmember Mead Ryan Countryman, Council Staff Elena Lao, Asst. Clerk of the Council 1. Ordinance 21-068, an Interlocal Agreement between the 2021-0677 Snohomish Health District and Snohomish County Department of Emergency Management for Incident Management Assistance within Snohomish County for mass vaccination efforts Council Chair Wright opened the hearing and the clerk read the ordinance title into the record. Ryan Countryman, Senior Legislative Analyst, provided a staff report. Page 1 of 6 Public Hearings Meeting Minutes October 20, 2021 Council Chair Wright opened the hearing for public testimony and provided instructions for remote participation in the Zoom meeting. There being no persons present wishing to provide public testimony, she closed the testimony portion of the hearing calling for a motion or discussion of the Council. ACTION: Councilmember Mead made a motion to approve Ordinance 21-068. Council Vice-Chair Dunn seconded the motion. The clerk called the roll and the motion to approve Ordinance 21-068 carried unanimously. Clerk of the Council [Note: Staff report and public testimony for agenda items 2 through 9 were heard together.] 2. Ordinance 21-073, related to the 2021 Budget; making a 2021-0793 supplemental appropriation for receipt of a portion of the proceeds of the 2021 tax-exempt Limited Tax General Obligation Bonds in Parks Construction Fund 309, to pay related bond sale and issuance costs related to the Meadowdale Beach Park and Estuary Restoration Project Council Chair Wright opened the hearing and the clerk read the ordinance title into the record. Jim Martin, Senior Legislative Analyst, provided a summary staff report for agenda items 2 through 9 on the agenda, relating to revenue and expenditure authority in the 2021 Budget, and the issuance and sale of limited tax general obligation bonds. Council Chair Wright opened the hearing for public testimony for agenda items 2 through 9 and provided instructions for remote participation in the Zoom meeting. There being no persons present wishing to provide public testimony on any of the proposed ordinances, she closed the testimony portion of the hearing calling for a motion or discussion of the Council. ACTION: Councilmember Mead made a motion to approve Ordinance 21-073. Council Vice-Chair Dunn seconded the motion. Ordinance 21-074, related to the 2021 Budget; making 2021-0796 supplemental appropriations in Airport Maintenance and Operation Fund 410 and Limited Tax Debt Service Fund 215 for receipt of a portion of the proceeds of the tax-exempt Limited Tax General Obligation Bonds, 2021 Series A, to refund a portion of the county’s outstanding Limited Tax General Obligation Refunding Bonds, 2011 Series B, and to pay related bond sale and issuance costs [See notes under Ordinance 21-073.] ACTION: Councilmember Mead made a motion to approve Ordinance 21-074. Council Vice-Chair Dunn seconded the motion. The clerk called the roll and the motion to approve Ordinance 21-074 carried unanimously. 4. Ordinance 21-075, related to the 2021 Budget; making 2021-0795 supplemental appropriations for receipt of a portion of the proceeds of the 2021 taxable Limited Tax General Obligation Bonds in Airport Operation and Maintenance Fund 410, to obtain financing for the Bomarc Building Project and to pay related bond sale and issuance costs, and in Conservation Futures Tax Fund 185, to pay related bond sale and issuance costs [See notes under Ordinance 21-073.] ACTION: Councilmember Mead made a motion to approve Ordinance 21-075. Council Vice-Chair Dunn seconded the motion. The clerk called the roll and the motion to approve Ordinance 21-075 carried unanimously. 5. Ordinance 21-076, related to the 2021 Budget; making 2021-0791 supplemental appropriations in Solid Waste Management Fund 402 and Limited Tax Debt Service Fund 215, for receipt of a portion of the proceeds of the taxable Limited Tax General Obligation Bonds, 2021 Series B, to refund all or a portion of the county’s outstanding Limited Tax General Obligation Refunding Bonds, 2011 Series B, 2012 Series B (federally taxable), and 2013, and to pay related bond sale and issuance costs [See notes under Ordinance 21-073.] ACTION: Councilmember Mead made a motion to approve Ordinance 21-076. Ordinance 21-077, authorizing the issuance and sale of tax-exempt 2021-0805 Limited Tax General Obligation Bonds of the county in an original principal amount not to exceed $2,700,000 to obtain financing for the Meadowdale Beach Park and Estuary Restoration Project; providing for the disposition of the proceeds of sale of the bonds; establishing funds for the receipt and expenditure of bond proceeds and for the payment of the bonds; and providing for the annual levy of taxes to pay the principal thereof and interest thereon [See notes under Ordinance 21-073.] ACTION: Councilmember Mead made a motion to approve Ordinance 21-077. Council Vice-Chair Dunn seconded the motion. The clerk called the roll and the motion to approve Ordinance 21-077 carried unanimously. 7. Ordinance 21-078, authorizing the issuance and sale of tax-exempt 2021-0806 Limited Tax General Obligation Bonds of the county in an original principal amount not to exceed $40,000,000 to refund a portion of the county’s Limited Tax General Obligation Refunding Bonds, 2011, Series B; providing for the disposition of the proceeds of sale of the bonds; establishing funds for the receipt and expenditure of bond proceeds and for the payment of the bonds; and providing for the annual levy of taxes to pay the principal thereof and interest thereon [See notes under Ordinance 21-073.] ACTION: Councilmember Mead made a motion to approve Ordinance 21-078. Council Vice-Chair Dunn seconded the motion. The clerk called the roll and the motion to approve Ordinance 21-078 carried unanimously. 8. Ordinance 21-079, authorizing the issuance and sale of taxable 2021-0802 Limited Tax General Obligation Bonds of the county in an original principal amount not to exceed $24,500,000 to obtain financing for the Bomarc Building Project and the Conservation Futures Projects; providing for the disposition of the proceeds of sale of the bonds; establishing funds for the receipt and expenditure of bond proceeds and for the payment of the bonds; and providing for the annual levy of taxes to pay the principal thereof and interest thereon Page 4 of 6 Public Hearings Meeting Minutes October 20, 2021 [See notes under Ordinance 21-073.] ACTION: Councilmember Mead made a motion to approve Ordinance 21-079. Ordinance 21-080, authorizing the issuance and sale of taxable 2021-0804 Limited Tax General Obligation Bonds of the county in an original principal amount not to exceed $119,000,000 to refund all or a portion of the county’s Limited Tax General Obligation Bonds, 2013, and portions of the county’s Limited Tax General Obligation Refunding Bonds, 2011, Series B and Limited Tax General Obligation Bonds, 2012, Series B (federally taxable); providing for the disposition of the proceeds of sale of the bonds; establishing funds for the receipt and expenditure of bond proceeds and for the payment of the bonds; and providing for the annual levy of taxes to pay the principal thereof and interest thereon [See notes under Ordinance 21-073.] ACTION: Councilmember Mead made a motion to approve Ordinance 21-080. Council Vice-Chair Dunn seconded the motion. The clerk called the roll and the motion to approve Ordinance 21-080 carried unanimously.
