Snohomish County Council Public Hearings Meeting Minutes Stephanie Wright, Council Chair Megan Dunn, Council Vice-Chair Councilmembers: Sam Low, Nate Nehring, Jared Mead Wednesday, November 3, 2021 10:30 AM Remote Meeting via Zoom CALL TO ORDER Council Chair Wright called the public hearing to order at 10:30 a.m. ROLL CALL The clerk called the roll and stated that all five members were present. ACTION ITEMS PRESENT: Council Chair Wright Council Vice-Chair Dunn Councilmember Low Councilmember Nehring Councilmember Mead Deb Bell, Council Staff Elena Lao, Asst. Clerk of the Council 1. Motion 21-379, authorizing the Prosecuting Attorney to commence 2021-0838 condemnation proceedings on the 43rd Ave SE (SR524 to Sunset Rd at 180th Street SE) project Council Chair Wright opened the hearing and the clerk read the ordinance title into the record. Deb Bell, Legislative Analyst, provided a staff report explaining the proposed action to proceed with condemnation of property. Page 1 of 3 Public Hearings Meeting Minutes November 03, 2021 Council Chair Wright opened the hearing for public testimony and provided instructions for remote participation in the Zoom meeting. There being no persons present wishing to provide public testimony, she closed the testimony portion of the hearing calling for a motion or discussion of the Council. ACTION: Council Vice-Chair Dunn made a motion to approve Motion 21-379. Councilmember Mead seconded the motion. The clerk called the roll and the motion to approve Motion 21-379 carried unanimously. PRESENT: Council Chair Wright Council Vice-Chair Dunn Councilmember Low Councilmember Nehring Councilmember Mead Jim Martin, Council Staff Ken Klein, Executive Director Elena Lao, Asst. Clerk of the Council 2. Amended Ordinance 21-094, relating to the 2021 Budget; making a 2021-0870 supplemental appropriation to provide expenditure authority in General Fund 002, Human Services Fund 124, Limited Tax Debt Service Fund 215, Parks Construction Fund 309, Facilities Construction Fund 311, Data Processing Fund 315, Surface Water Management Fund 415, and Information Services Fund 505 for proceeds from the sale of real property Council Chair Wright opened the hearing and the clerk read the ordinance title into the record. Jim Martin, Senior Legislative Analyst, provided a staff report and explained the proposed amendments. Ken Klein, Executive Director, responded to questions and provided additional information on the proposed supplemental appropriation. Council Chair Wright opened the hearing for public testimony and provided instructions for remote participation in the Zoom meeting. There being no persons present wishing to provide public testimony, she closed the testimony portion of the hearing calling for a motion or discussion of the Council. ACTION: Council Vice-Chair Dunn made a motion to approve Ordinance 21-094. Councilmember Mead seconded the motion. Page 2 of 3 Public Hearings Meeting Minutes November 03, 2021 Councilmember Mead made a motion to approve Amendment 1A. Council Vice-Chair Dunn seconded the motion and it carried unanimously. Councilmember Mead made a motion to approve Amendment 2. Council Vice-Chair Dunn seconded the motion and it carried unanimously. Further discussion ensued as follows: Council Vice-Chair Dunn indicated that she has requested for staff to look into drafting an ordinance to allow the County to donate surplus property to non-profit entities. Councilmember Mead provided additional information relating to the proposed electrification of the County's fleet and the need for policies on environment. He thanked Councilmember Nehring for working with him to introduce the proposed amendments. Councilmember Nehring agreed with Councilmember Mead and noted that the proposed amendment is a step in the right direction. The vote was called and the clerk called the roll. The motion to approve Ordinance 21-094, as amended, carried unanimously. ADJOURN There being no further business, Council Chair Wright adjourned the Council for the day at 10:45 a.m. Page 3 of 3
