CALL TO ORDER
Council Chair Dunn called the public hearing to order at 10:31 a.m.
ROLL CALL
The clerk called the roll and stated that three members were present.

1. Ordinance 21-103, approving and authorizing the Snohomish 2021-1057
County Executive to sign addendum to interlocal agreement for the
watershed basins within WRIA 8
Council Chair Dunn opened the hearing and the clerk read the ordinance title
into the record.
Nicole Gorle, Senior Legislative Analyst, provided a staff report.

Council Chair Dunn opened the hearing for public testimony and provided
instructions for remote participation in the Zoom meeting. There being no
persons present wishing to provide public testimony, she closed the testimony
portion of the hearing calling for a motion or discussion of the Council.
ACTION: Council Vice-Chair Mead made a motion to approve Ordinance
21-103. Councilmember Low seconded the motion. The clerk called the roll and
the motion to approve Ordinance 21-103 carried unanimously by the four
members present.

2. Ordinance 21-104, approving and authorizing the County Executive 2021-1077
to sign Public Works Board Construction Loan Contract number
PC22-96103-067 for the 36th / 35th Ave W Improvement Project
Council Chair Dunn opened the hearing and the clerk read the ordinance title
into the record.
Deb Bell, Legislative Analyst, provided a staff report.
Councilmember Low disclosed that he serves as the Chair of the State
Transportation Improvement Board, which had also recently approved funding
for the scope of work for the project.
Council Chair Dunn opened the hearing for public testimony and provided
instructions for remote participation in the Zoom meeting. There being no
persons present wishing to provide public testimony, she closed the testimony
portion of the hearing calling for a motion or discussion of the Council.
ACTION: Council Vice-Chair Mead made a motion to approve Ordinance
21-104. Councilmember Nehring seconded the motion. The clerk called the roll
and the motion to approve Ordinance 21-104 carried unanimously by the four
members present.

County Executive to sign an interlocal agreement with the city of
Everett
Council Chair Dunn opened the hearing and the clerk read the ordinance title
into the record.
Deb Bell, Legislative Analyst, provided a staff report.
Council Chair Dunn opened the hearing for public testimony and provided

Ms. Bell responded to questions relating to the contract period for 2021.
Council Chair Dunn and Councilmember Low spoke in support of the ordinance.
ACTION: Council Vice-Chair Mead made a motion to approve Ordinance
21-105. Councilmember Low seconded the motion. The clerk called the roll and
the motion to approve Ordinance 21-105 carried unanimously by the four
members present.
ADJOURN
There being no further business, Council Chair Dunn adjourned the Council for the day at
10:45 a.m.
