Snohomish County Council Public Hearings Meeting Minutes Megan Dunn, Council Chair Jared Mead, Council Vice-Chair Councilmembers: Stephanie Wright, Sam Low, Nate Nehring Wednesday, March 2, 2022 10:30 AM Remote Meeting via Zoom PRESENT: Council Chair Dunn Council Vice-Chair Mead Councilmember Wright Councilmember Low Councilmember Nehring Ryan Countryman, Council Staff Steve Skorney, Planning & Development Services Mayor Dan Rankin, Town of Darrington Debbie Eco, Clerk of the Council *See names below for people providing testimony CALL TO ORDER Chair Dunn called the public hearing to order at 10:30 a.m. and provided instructions for those wishing to provide public testimony via Zoom. ROLL CALL The clerk called the roll and stated that all five members were present. ACTION ITEMS 1. Motion 21-147, approving the Final List of Amendments to the 2021-0067 GMA Comprehensive Plan (GMACP) And GMA Development Regulations for Docket XXI (continued from January 19, 2022) The clerk read the motion title into the record. Ryan Countryman, Sr. Legislative Analyst, provided a staff report. He stated a written supplemental staff report has been posted to the link on the agenda for Page 1 of 4 Public Hearings Meeting Minutes March 02, 2022 people to follow along. He shared his screen and provided background and additional information contained in the supplemental staff report. He responded to procedural questions from Councilmember Low. Mr. Countryman continued with a detailed report. Councilmember Low clarified that the docket proposals moving forward doesn’t guarantee they will be on the final docket. Mr. Countryman explained that moving the docket proposals today only moves them forward for further study and stated that placing them on the final docket doesn’t mean they get adopted. Responding to Councilmember Mead, Mr. Countryman explained the difference between the analysis that Planning and Development Services (PDS) does compared to the further analysis required by applicants if proposals are approved. Steve Skorney, PDS, provided information related to the Darrington proposal and said the recommendation of PDS is to place it on the final docket for further study. At the request of councilmembers, Mayor Dan Rankin, Town of Darrington, spoke further to the Darrington proposal. Mr. Countryman suggested that for the Darrington docket request, the amendment to the main motion setting the docket, could be to move docket application DR1 forward as to be amended or refined jointly between PDS and the town of Darrington. Mr. Countryman spoke to the town of Woodway’s docket application. Mr. Skorney provided additional information and stated PDS would not oppose the application being put on the final docket for further study. Council Chair Dunn opened the hearing for public testimony. The following people provided testimony: Brian Holtzclaw, Village Life, spoke to SW16. Susan Davis, resident of the city of Monroe, spoke to MON2 and encouraged Council to advance all docket proposals. Clay White, LDC, spoke to MALT1 and SW14. Marta Baldwin, resident of the city of Bothell, spoke to 43rd Ave SE. Laura [area of residence was not provided] spoke to 43rd Ave SE. Tom Matlack, resident of the city of Lake Stevens, expressed his concerns and requested that Council does not move forward on any of the Lake Stevens proposals except LS2. Page 2 of 4 Public Hearings Meeting Minutes March 02, 2022 Craig Van Genderen, resident of the city of Bothell, spoke to 43rd Ave SE. Jennifer Lopeman, resident of the city of Bothell, spoke in opposition of SW 13, SW14, SW15, and Mot 22-090. Yevgeniy Karpik, Snohomish County resident, spoke in favor of SW 13, SW14, and SW15. There being no further persons withing to testify, Chair Dunn closed the public testimony portion of the hearing calling for a motion or discussion of the Council. Chair Dunn explained that Council can have a broad discussion and then have a consensus or make an amendment on each proposal in the motion to move forward or not. She asked the Council how they would like to handle the process. Responding to Councilmember Wright, Mr. Countryman provided a review of possible routes to move forward. Discussion ensued regarding continuing today’s hearing to March 9th. Councilmember Nehring requested feedback from councilmembers related to DR1. Chair Dunn said she feels comfortable supporting the Darrington proposal as amended working with PDS and Mayor Rankin. Councilmembers Wright, Low, and Mead concurred. Chair Dunn said she would also be supportive for a Council supported solution related to 43rd. She said she would support a referral motion that would be consistent with Vision 2050, would protect Little Bear Creek, and would also meet the needs of residents. She said she would support asking staff to work on a council-initiated amendment in that area and asked if councilmembers would be supportive, as well. Councilmember Wright said she would be supportive. Vice-Chair Mead commented and said that was his intention and believed that is what Councilmember Low’s intention was, as well, when they worked on this amendment. Councilmember Low clarified his intentions and spoke to the issues on 43rd. He said he tried to find a compromise that made sense when he put the amendment forward. He said he agreed with Chair Dunn that Little Bear Creek needs to be protected. Mr. Countryman shared a map of the Little Bear Creek area and spoke further to the related proposals and discussion ensued. ACTION: Councilmember Wright made a motion to continue the hearing to March 9th at 10:30 a.m. closing testimony. Vice-Chair Mead seconded the motion. Page 3 of 4 Public Hearings Meeting Minutes March 02, 2022 Councilmember Low suggested leaving written testimony open, brief discussion ensued. Councilmember Wright changed her motion to allow for written testimony only until Monday, March 7 at 3:00 p.m. There was no objection by councilmembers. The question was called for and the motion to continue the public hearing to March 9th at 10:30 a.m. carried unanimously.
