PRESENT: Council Chair Dunn Council Vice-Chair Mead (not present) Councilmember Wright (remote) Councilmember Low Councilmember Nehring Geoffrey Thomas, Council Chief of Staff Debbie Eco, Clerk of the Council Elena Lao, Asst. Clerk of the Council Councilmember Wright presided and opened the Public Hearing at 10:35 a.m. and explained that due to an emergency evacuation of the County buildings, the Public Hearing will be continued to 1:30 p.m. At 10:37 a.m., the Council was recessed until the continued Public Hearing at 1:30 p.m. 1:30 P.M. CALL TO ORDER Council Chair Dunn called the public hearing to order at 1:30 p.m. ROLL CALL The clerk called the roll and stated that all five members were present. Clerk of the Council 1. Ordinance 22-013, adopting changes in voting precincts pursuant 2022-0257 to RCW 29A.16.040, RCW 29A.16.050 and Chapter 2.47 SCC; amending Chapter 2.47 Snohomish County Code Council Chair Dunn opened the hearing and the clerk read the ordinance title into the record. Jim Martin, Senior Legislative Analyst, provided an overview of the proposed voting precinct boundary changes to account for changes following the federal decennial census, annexations to cities/districts and population shifts. Council Chair Dunn thanked Auditor Garth Fell for providing the proposed precinct boundary changes to the tribes and other contacts. Council Chair Dunn opened the hearing for public testimony and provided instructions for those wishing to provide public comment for both in-person and remotely via Zoom. There being no persons present wishing to provide public testimony, she closed the testimony portion of the hearing calling for a motion or discussion of the Council. ACTION: Council Vice-Chair Mead made a motion to approve Ordinance 22-013. Councilmember Wright seconded the motion. The clerk called the roll and the motion to approve Ordinance 22-013 carried unanimously. Clerk of the Council 2. Ordinance 22-015, relating to the Superior Court, increasing the 2022-0336 number of Superior Court Commissioners, and amending Chapter 2.14 SCC Council Chair Dunn opened the hearing and the clerk read the ordinance title into the record. Heidi Beazizo, Senior Legislative Analyst, provided background information and fiscal impacts of the proposed ordinance to add a Protection Order Court Commissioner to address the workload impact precipitated by the passage of a new state law concerning civil protection orders. Councilmember Low noted that he received information from the Clerk's Office regarding the need for two positions to support the added workload in Superior Court. He asked if additional positions would be requested? Ms. Beazizo responded that she is not aware of further requests and clarified that the proposed code change only authorizes the increase in number of Superior Court Commissioners.
