Snohomish County Council Public Hearings Meeting Minutes Megan Dunn, Council Chair Jared Mead, Council Vice-Chair Councilmembers: Stephanie Wright, Sam Low, Nate Nehring Wednesday, June 15, 2022 10:30 AM Jackson Board Room & Remote Meeting CALL TO ORDER Council Chair Dunn called the public hearing to order at 10:30 a.m. ROLL CALL The clerk called the roll and stated that four members were present. ACTION ITEMS PRESENT: Council Chair Dunn Council Vice-Chair Mead (remote) Councilmember Wright (not present) Councimember Low Councilmember Nehring Nicole Gorle, Council Staff Elena Lao, Asst. Clerk of the Council 1. Amended Ordinance 22-022, amending the date and time of 2022-0487 regular and standing meetings of the Snohomish County Council in Chapter 2.48 Snohomish County Code Council Chair Dunn opened the hearing and the clerk read the ordinance title into the record. Nicole Gorle, Senior Legislative Analyst, explained the proposed ordinance to move committee meetings to Mondays, and a proposed substitute ordinance to move Administrative Session and committee meetings to Tuesdays. She also presented a proposed Amendment 1 to the substitute ordinance to correct a typo to the Planning and Community Development Committee schedule. Page 1 of 3 Public Hearings Meeting Minutes June 15, 2022 Council Chair Dunn opened the hearing for public testimony. There being no persons present wishing to testify, she closed the testimony portion of the hearing calling for a motion or discussion of the Council. ACTION: Councilmember Low made a motion to approve substitute Ordinance 22-022. Councilmember Nehring seconded the motion. Councilmember Low made a motion to approve proposed Amendment 1. Councilmember Nehring seconded the motion and it carried unanimously by the four members present. Council Chair Dunn expressed concerns on the proposed meeting schedule outlined in the substitute ordinance and the potential administrative burden for Council staff in processing legislation for General Legislative Session the next day following committee meetings. Councilmember Low suggested re-evaluating the schedule after six months, if any changes are needed. Councilmember Nehring spoke in support of the substitute ordinance. Councilmember Mead noted support of the substitute ordinance with the opportunity to review the schedule after six months. The clerk called the roll and the motion to approve substitute Ordinance 22-022, as amended, carried by a vote of 3-1, with Council Chair Dunn opposing. PRESENT: Council Chair Dunn Council Vice-Chair Mead (remote) Councilmember Wright (not present) Councimember Low Councilmember Nehring Jim Martin, Council Staff Elena Lao, Asst. Clerk of the Council 2. Ordinance 22-023, relating to County employment, amending 2022-0524 Chapter 3A.06 SCC Council Chair Dunn opened the hearing and the clerk read the ordinance title into the record. Jim Martin, Senior Legislative Analyst, provided a staff report explaining the proposed Code amendment to add Juneteenth as a legal holiday. ACTION: Council Vice-Chair Mead made a motion to approve Ordinance 22-023. Councilmember Low seconded the motion. The clerk called the roll and the motion to approve Ordinance 22-023 carried unanimously by the four members present. Clerk of the Council 3. Ordinance 22-021, relating to Growth Management; administrative 2022-0450 appeal hearing notice requirements for Type 1 and Type 2 Permits; amending Chapters 30.71 and 30.72 SCC Council Chair Dunn opened the hearing and the clerk read the ordinance title into the record. Ryan Countryman, Sr. Legislative Analyst, provided a report. He explained the ordinance would adjust administrative steps related to noticing of appeals for Type 1 and Type 2 permits and said the intent is to streamline the process. There were no questions from councilmembers. Council Chair Dunn opened the hearing for public testimony. There being no persons present wishing to testify, she closed the testimony portion of the hearing calling for a motion or discussion of the Council. ACTION: Vice-Chair Mead made a motion to approve Ordinance No. 22-021. Councilmember Low seconded the motion. The clerk called the roll and the motion to approve Ordinance No. 22-021 carried unanimously by the four members present.
