Snohomish County Council Public Hearings Meeting Minutes Megan Dunn, Council Chair Jared Mead, Council Vice-Chair Councilmembers: Sam Low, Nate Nehring Wednesday, September 21, 2022 10:30 AM Jackson Board Room & Remote Meeting CALL TO ORDER Council Chair Dunn called the public hearing to order at 10:30 a.m. ROLL CALL The clerk called the roll and stated that four members were present. ACTION ITEMS PRESENT: Council Chair Dunn Council Vice-Chair Mead Councilmember Low Councilmember Nehring District 3 (vacant) Jim Martin, Council Staff Elena Lao, Asst. Clerk of the Council Debbie Eco, Clerk of the Council *See names listed below of individuals providing public testimony. 1. Amended Ordinance 22-031, relating to funding the County Arts 2022-0772 Program, eliminating maximum dollar amount for projects to be subject to 1% contribution to Arts Fund; amending Chapter 2.95 Snohomish County Code Council Chair Dunn opened the hearing and the clerk read the ordinance title into the record. Page 1 of 2 Public Hearings Meeting Minutes September 21, 2022 Jim Martin, Senior Legislative Analyst, provided a staff report and explained the proposed substitute ordinance, which eliminates the maximum dollar amount for projects to be subject to the one percent contribution to the Arts Fund. Councilmember Nehring spoke in support of the substitute ordinance and thanked the Snohomish County Arts Commission and Department of Conservation and Natural Resources for working with his office on the proposed legislation. Council Chair Dunn opened the hearing for public testimony. The following individuals testified in strong support of proposed Substitute Ordinance 22-031: 1. Kate McKenzie, Arts Commission, resident of Lake Stevens 2. Kari Johnson, Arts Commission, resident of Lake Stevens There being no other persons present wishing to testify, Council Chair Dunn closed the testimony portion of the hearing calling for a motion or discussion of the Council. Council Chair Dunn thanked the Arts Commission, as well as Councilmember Nehring, for their work on the proposed Substitute Ordinance. She also expressed support of eliminating the cap on the dollar amount contribution to the Arts Fund and looks forward to the economic benefits and improved quality of life with the added funding for the arts. ACTION: Council Vice-Chair Mead made a motion to approve Substitute Ordinance 22-031. Councilmember Nehring seconded the motion. The clerk called the roll and the motion to approve Ordinance 22-031, as amended, carried unanimously by the four members present.
