Snohomish County Council Public Hearings Meeting Minutes Jared Mead, Council Chair Nate Nehring, Council Vice-Chair Councilmembers: Sam Low, Megan Dunn, Strom Peterson Wednesday, February 22, 2023 10:30 AM Jackson Board Room & Remote Meeting CALL TO ORDER Council Chair Mead called the public hearing to order at 10:30 a.m. ROLL CALL The clerk called the roll and stated that four members were present. ACTION ITEMS There being no objections, Council Chair Mead took the agenda out of order and moved Action Item #1 to the end of the agenda. PRESENT: Council Chair Mead Council Vice-Chair Nehring Councilmember Low (remote) Councilmember Dunn Councilmember Peterson (not present) Jim Martin, Council Staff Elena Lao, Deputy Clerk of the Council 2. Ordinance 23-003, related to County Budgets and Budget 2023-0076 procedures; authorizing biennial Budgets; reenacting SCC 4.26.017 Council Chair Mead opened the hearing and the clerk read the ordinance title into the record. Jim Martin, Senior Legislative Analyst, provided background information on the proposed biennial budget starting with the 2025-2026 biennium. Page 1 of 4 Public Hearings Meeting Minutes February 22, 2023 Councilmember Dunn provided additional information an explained that the intent of the proposal is to organize a work group to discuss the potential and assess the needs for implementation. Council Chair Mead opened the hearing for public testimony. There being no persons present wishing to testify, he closed the testimony portion of the hearing calling for a motion or discussion of the Council. ACTION: Council Vice-Chair Nehring made a motion to approve Ordinance 23-003. Councilmember Dunn seconded the motion. The clerk called the roll and the motion to approve Ordinance 23-003 carried unanimously by the four members present. PRESENT: Council Chair Mead Council Vice-Chair Nehring Councilmember Low (remote) Councilmember Dunn Councilmember Peterson (not present) Nicole Gorle, Council Staff Elena Lao, Deputy Clerk of the Council 3. Ordinance 23-004, relating to the Snohomish County Flood 2023-0013 Damage Reduction Grant Program; awarding the Snohomish County program funds and authorizing the Executive to execute Interlocal Agreements with grant recipients regarding the expenditure of grant funds Council Chair Mead opened the hearing and the clerk read the ordinance title into the record. Nicole Gorle, Senior Legislative Analyst, provided an overview of the two proposed interlocal agreements granting funds in the amount of $75,000 each to the Diking Improvement District No. 1 and Stillaguamish Flood Control District for flood damage reduction. Council Chair Mead opened the hearing for public testimony. There being no persons present wishing to testify, he closed the testimony portion of the hearing calling for a motion or discussion of the Council. ACTION: Council Vice-Chair Nehring made a motion to approve Ordinance 23-004. Councilmember Dunn seconded the motion. The clerk called the roll and the motion to approve Ordinance 23-004 carried unanimously by the four members present. Ordinance 23-005, relating to the Arts Commission duties, and 2023-0063 composition; amending Chapter 2.95 Snohomish County Code Council Chair Mead opened the hearing and the clerk read the ordinance title into the record. Jim Martin, Senior Legislative Analyst, provided a staff report explaining the proposed restructuring of the Arts Commission to be composed of eleven members. He also noted that the proposed Amendment Sheet 1 clarifies that a majority of members constitutes a quorum. Council Chair Mead opened the hearing for public testimony. There being no persons present wishing to testify, he closed the testimony portion of the hearing calling for a motion or discussion of the Council. ACTION: Council Vice-Chair Nehring made a motion to approve Ordinance 23-005. Councilmember Dunn seconded the motion. Council Vice-Chair Nehring made a motion to approve proposed Amendment Sheet 1. Councilmember Dunn seconded the motion and it carried unanimously by the four members present. The clerk called the roll and the motion to approve Ordinance 23-005, as amended, carried unanimously by the four members present. Ordinance 23-002, relating to the 2022 Budget; making an 2023-0071 emergency appropriation in Fund 124 to provide expenditure authority for rental assistance Council Chair Mead opened the hearing and the clerk read the ordinance title into the record. Heidi Beazizo, Council Chief of Staff, provided background information on the proposed emergency appropriation in the amount of $15,000,000 to provide expenditure authority for unanticipated increase in rental assistance needs. Council Chair Mead opened the hearing for public testimony. There being no persons present wishing to testify, he closed the testimony portion of the hearing calling for a motion or discussion of the Council. ACTION: Council Vice-Chair Nehring made a motion to approve Ordinance 23-002. Councilmember Dunn seconded the motion. The clerk called the roll and the motion to approve Ordinance 23-002 carried unanimously by the four members present.
