Snohomish County Council Public Hearings Meeting Minutes Jared Mead, Council Chair Nate Nehring, Council Vice-Chair Councilmembers: Sam Low, Megan Dunn, Strom Peterson Wednesday, March 15, 2023 10:30 AM Jackson Board Room & Remote Meeting CALL TO ORDER Presiding Councilmember Dunn called the public hearing to order at 10:30 a.m. ROLL CALL The clerk called the roll and stated that four members were present. ACTION ITEMS PRESENT: Presiding Councilmember Dunn Council Chair Mead (remote) Council Vice-Chair Nehring (remote) Councilmember Low (remote) Councilmember Peterson (not present) Nicole Gorle, Council Staff Elena Lao, Deputy Clerk of the Council 1. Ordinance 23-012, approving the Public Facility District of 2022-1344 Lynnwood Interlocal Agreement CLFR-036b Councilmember Dunn opened the hearing and the clerk read the ordinance title into the record. Nicole Gorle, Senior Legislative Analyst, provided an overview of the proposed interlocal agreement for $437,500 in Coronavirus Local Fiscal Recovery grant funds. The term of the agreement is through December 31, 2023. Page 1 of 2 Public Hearings Meeting Minutes March 15, 2023 Councilmember Dunn opened the hearing for public testimony. There being no persons present wishing to testify, she closed the testimony portion of the hearing calling for a motion or discussion of the Council. ACTION: Council Vice-Chair Nehring made a motion to approve Ordinance 23-012. Council Chair Mead seconded the motion. The clerk called the roll and the motion to approve Ordinance 23-012 carried unanimously by the four members present. PRESENT: Presiding Councilmember Dunn Council Chair Mead (remote) Council Vice-Chair Nehring (remote) Councilmember Low (remote) Councilmember Peterson (not present) Nicole Gorle, Council Staff Elena Lao, Deputy Clerk of the Council 2. Ordinance 23-015, amending sections 2.03.010, 2.03.020, 2023-0183 2.300.090, 2.300.100, 2.300.110, 2.300.120, 2.300.130, 2.300.150, 2.300.160 of Snohomish County Code; and repealing sections 2.300.170, 2.300.180 and 2.300.190 of Snohomish County Code Councilmember Dunn opened the hearing and the clerk read the ordinance title into the record. Nicole Gorle, Senior Legislative Analyst, provided explained the need for additional time for further staff analysis and requested a continuance of the public hearing. She noted that the Executive's Office recommends continuing the public hearing to April 12, 2023. Councilmember Dunn opened the hearing for public testimony. There being no persons present wishing to testify, she called for a motion or discussion of the Council. ACTION: Council Vice-Chair Nehring made a motion to continue the public hearing for Ordinance 23-015 to April 12, 2023, at the hour of 10:30 a.m. Council Chair Mead seconded the motion and it carried unanimously by the four members present. ADJOURN There being no further business, Councilmember Dunn adjourned the Council for the day at 10:36 a.m. Page 2 of 2
