Snohomish County Council Public Hearings Meeting Minutes Jared Mead, Council Chair Nate Nehring, Council Vice-Chair Councilmembers: Sam Low, Megan Dunn, Strom Peterson Wednesday, March 29, 2023 10:30 AM Jackson Board Room & Remote Meeting CALL TO ORDER Council Chair Mead called the public hearing to order at 10:30 a.m. ROLL CALL The clerk called the roll and stated that all five members were present. ACTION ITEMS PRESENT: Council Chair Mead Council Vice-Chair Nehring Councilmember Low (remote) Councilmember Dunn (remote) Councilmember Peterson (remote) Heidi Beazizo, Council Chief of Staff Elena Lao, Deputy Clerk of the Council *See names listed below of individuals providing public testimony. 1. Ordinance 23-011, approving grant agreement with Darrington 2023-0139 School District to support prevention of and treatment for substance use disorders Council Chair Mead opened the hearing and the clerk read the ordinance title into the record. Page 1 of 3 Public Hearings Meeting Minutes March 29, 2023 Heidi Beazizo, Council Chief of Staff, provided an overview of the proposed agreement with Darrington School District as a subrecipient of a Health Resources Services Administration's Rural Communities Opioid Response Program Grant in the amount of $150,000. She explained that the funds will be used to increase access to prevention, treatment and recovery services and support for individuals with opioid use disorder and their families Council Chair Mead opened the hearing for public testimony. The following individuals provided testimony in support of Ordinance 23-011: · Shannon Kujath, Darrington School District · Tracy Franke, Darrington School District There being no other persons present wishing to testify, Council Chair Mead closed the testimony portion of the hearing calling for a motion or discussion of the Council. ACTION: Council Vice-Chair Nehring made a motion to approve Ordinance 23-011. Councilmember Dunn seconded the motion. The clerk called the roll and the motion to approve Ordinance 23-011 carried unanimously. PRESENT: Council Chair Mead Council Vice-Chair Nehring Councilmember Low (remote) Councilmember Dunn (remote) Councilmember Peterson (remote) Jim Martin, Council Staff Elena Lao, Deputy Clerk of the Council 2. Ordinance 23-017, approving award of Port and Public Facilities 2023-0209 District Funds through the American Rescue Plan Act (ARPA) Council Chair Mead opened the hearing and the clerk read the ordinance title into the record. Jim Martin, Senior Legislative Analyst, provided a staff report on the proposed interlocal agreement for $250,000 in Coronavirus Local Fiscal Recovery grant funds. The term of the agreement is through December 31, 2023. Page 2 of 3 Public Hearings Meeting Minutes March 29, 2023 Council Chair Mead opened the hearing for public testimony. There being no persons present wishing to testify, he closed the testimony portion of the hearing calling for a motion or discussion of the Council. ACTION: Council Vice-Chair Nehring made a motion to approve Ordinance 23-017. Councilmember Dunn seconded the motion. The clerk called the roll and the motion to approve Ordinance 23-017 carried unanimously. ADJOURN There being no further business, Council Chair Mead adjourned the Council for the day at 10:39 a.m. Page 3 of 3
