Ordinance 23-034, making a supplemental appropriation in Human 2023-0367 Services Fund 124 to provide expenditure authority for rental and utility assistance Council Chair Mead opened the hearing and the clerk read the ordinance title into the record. Page 1 of 5 Public Hearings Meeting Minutes April 26, 2023 Deb Bell, Senior Legislative Analyst, provided background information on the request to authorize a supplemental appropriation for additional American Rescue Plan Act funding in the amount of $12,000,000 to provide rental and utility assistance for low-income residents impacted by the pandemic. Mike Liddicoat, Human Services, responded to questions regarding expenditure of the funds and the use of existing contractors to provide the services. Council Chair Mead opened the hearing for public testimony. There being no persons present wishing to testify, he closed the testimony portion of the hearing calling for a motion or discussion of the Council. ACTION: Councilmember Low made a motion to approve Ordinance 23-034. Councilmember Peterson seconded the motion. The clerk called the roll and the motion to approve Ordinance 23-034 carried unanimously. Ordinance 23-028, relating to District Court; amending Section 2023-0342 2.12.070 of Snohomish County Code Council Chair Mead opened the hearing and the clerk read the ordinance title into the record. Heidi Beazizo, Council Chief of Staff, provided an overview of the proposed ordinance to allow for a new District Judge for the Cascade Court, pursuant to the enactment of Senate Bill 5003. Council Chair Mead opened the hearing for public testimony and the following individual testified: · Judge Jennifer Rancourt, District Court Presiding Judge, spoke in support of Ordinance 23-028, as provided by the passage of Senate Bill 5003. There being no other persons present wishing to testify, Council Chair Mead closed the testimony portion of the hearing calling for a motion or discussion of the Council. ACTION: Councilmember Low made a motion to approve Ordinance 23-028. Councilmember Peterson seconded the motion. The clerk called the roll and the motion to approve Ordinance 23-028 carried unanimously. Ordinance 23-022, approving agreement with Washington State 2023-0272 Department of Social and Health Services to assist recipients of temporary assistance for needy families through the WorkFirst Program Council Chair Mead opened the hearing and the clerk read the ordinance title into the record. Heidi Beazizo, Council Chief of Staff, provided a staff report on the terms of the proposed agreement from January 1, 2023 to June 30, 2023 for the maximum agreement amount of $3,575.00. Council Chair Mead opened the hearing for public testimony. There being no persons present wishing to testify, he closed the testimony portion of the hearing calling for a motion or discussion of the Council. ACTION: Councilmember Low made a motion to approve Ordinance 23-022. Councilmember Peterson seconded the motion. Ordinance 23-023, approving agreement with Edmonds College to 2023-0280 provide advancing health literacy to enhance equitable community responses to Covid-19 grant funding Council Chair Mead opened the hearing and the clerk read the ordinance title into the record. Heidi Beazizo, Council Chief of Staff, provided an overview of the terms of the agreement for the period of July 1, 2021 through June 30, 2023, for an amount not to exceed $225,000.00. Council Chair Mead opened the hearing for public testimony. There being no persons present wishing to testify, he closed the testimony portion of the hearing calling for a motion or discussion of the Council. ACTION: Councilmember Low made a motion to approve Ordinance 23-023. Councilmember Peterson seconded the motion. The clerk called the roll and the motion to approve Ordinance 23-023 carried unanimously. Ordinance 23-030, approving Common Interest, Non-Disclosure 2023-0335 and Joint Defense Agreement with Snohomish Health District Council Chair Mead opened the hearing and the clerk read the ordinance title into the record. Council Chair Mead opened the hearing for public testimony. There being no persons present wishing to testify, he closed the testimony portion of the hearing calling for a motion or discussion of the Council. ACTION: Councilmember Low made a motion to approve Ordinance 23-030. Councilmember Peterson seconded the motion. The clerk called the roll and the motion to approve Ordinance 23-030 carried unanimously. Ordinance 23-015, amending sections 2.03.010, 2.03.020, 2023-0183 2.300.090, 2.300.100, 2.300.110, 2.300.120, 2.300.130, 2.300.150, 2.300.160 of Snohomish County Code; and repealing sections 2.300.170, 2.300.180 and 2.300.190 of Snohomish County Code Council Chair Mead opened the hearing and the clerk read the ordinance title into the record. Nicole Gorle, Senior Legislative Analyst, requested a continuance of the public hearing to May 17, 2023. Council Chair Mead opened the hearing for public testimony. There being no persons present wishing to testify, he noted that public testimony will remain open until the continuance of the public hearing, and called for a motion or discussion of the Council. ACTION: Councilmember Low made a motion to continue the public hearing for Ordinance 23-015 to May 17, 2023, at the hour of 10:30 a.m. Councilmember Peterson seconded the motion and it carried unanimously.
