CALL TO ORDER
Council Chair Mead called the public hearing to order at 10:30 a.m.

The clerk called the roll and stated that all five members were present.

1. Ordinance 23-035, relating to revenue and finance; creating the 2023-0392
Public Works Construction Fund and adding a new Chapter 4.130
to Title 4 SCC
Council Chair Mead opened the hearing and the clerk read the ordinance title
into the record.
Jim Martin, Senior Legislative Analyst, provided a staff report on the proposed
Code amendments to establish the Public Works Construction Fund to allow
flexibility in Roads to budget for construction projects that span over more than
one budget cycle.

Council Chair Mead opened the hearing for public testimony. There being no
persons present wishing to testify, he closed the testimony portion of the hearing
calling for a motion or discussion of the Council.
ACTION: Councilmember Low made a motion to approve Ordinance 23-035.
Councilmember Dunn seconded the motion. The clerk called the roll and the
motion to approve Ordinance 23-035 carried unanimously.

2. Amended Ordinance 23-015, amending sections 2.03.010, 2023-0183
2.03.020, 2.300.090, 2.300.110, 2.300.120, 2.300.130, 2.300.150,
2.300.160 of Snohomish County Code; and repealing sections
2.300.170, 2.300.180 and 2.300.190 of Snohomish County Code
Council Chair Mead opened the hearing and the clerk read the ordinance title
into the record.
Nicole Gorle, Senior Legislative Analyst, provided an overview of the proposed
Code amendments relating to the Board of Health. She also presented the
changes in both proposed Substitute 1 and Substitute 2.
Council Chair Mead opened the hearing for public testimony. There being no
persons present wishing to testify, he closed the testimony portion of the hearing
calling for a motion or discussion of the Council.
Discussion ensued as Ms. Gorle responded to questions relating to the terms
and meetings for the Board of Health.
Councilmembers thanked Ms. Gorle and Health Department staff for their work
in drafting amendments to the proposed ordinance.
ACTION: Councilmember Low made a motion to approve proposed Substitute 2
for Ordinance 23-015. Councilmember Dunn seconded the motion. The clerk
called the roll and the motion to approve Ordinance 23-015, as amended,
carried unanimously.

ADJOURN
There being no further business, Council Chair Mead adjourned the Council for the day at
10:39 a.m.
