ACTION ITEMS PRESENT: Council Chair Mead Council Vice-Chair Nehring Councilmember Low Councilmember Dunn Councilmember Peterson (remote) Jim Martin, Council Staff Elena Lao, Deputy Clerk of the Council 1. Ordinance 23-064, related to the 2023 Budget; making an 2023-0688 emergency appropriation in Employee Benefit Fund 508 to increase expenditure authority for LEOFF 1 Retiree Medical Costs Council Chair Mead opened the hearing and the clerk read the ordinance title into the record. Jim Martin, Senior Legislative Analyst, provided a staff report explaining the emergency appropriation in the Employee Benefit Fund 508 for the amount of $150,000. There being no persons present wishing to testify, he closed the testimony portion of the hearing calling for a motion or discussion of the Council. ACTION: Council Vice-Chair Nehring made a motion to approve Ordinance 23-064. Councilmember Low seconded the motion. The clerk called the roll and the motion to approve Ordinance 23-064 carried unanimously. Ordinance 23-066, approving form agreement for Emergency Use 2023-0709 Facility License Council Chair Mead opened the hearing and the clerk read the ordinance title into the record. Nicole Gorle, Senior Legislative Analyst, provided an overview of the proposed form agreement for the County's Health Department to enter into multiple emergency use facility agreements that allow the use of facilities during disasters or emergencies as an emergency shelter or mass clinic site. Council Chair Mead opened the hearing for public testimony. ACTION: Council Vice-Chair Nehring made a motion to approve Ordinance 23-066. Councilmember Dunn seconded the motion. Ordinance 23-068, approving Amendment No. 14 to Consolidated 2023-0775 Contract with Washington State Department of Health and adding authority for future amendments regarding monkeypox prevention & response Council Chair Mead opened the hearing and the clerk read the ordinance title into the record. Nicole Gorle, Senior Legislative Analyst, provided a staff report explaining the scope of proposed Amendment 14 to the consolidated contract, adding an additional $669,210 in funding from the State Department of Health. Council Chair Mead opened the hearing for public testimony. ACTION: Council Vice-Chair Nehring made a motion to approve Ordinance 23-068. Councilmember Low seconded the motion. Ordinance 23-069, approving amendment to Whatcom County 2023-0776 Contract for Youth Cannabis & Commercial Tobacco Prevention Program Council Chair Mead opened the hearing and the clerk read the ordinance title into the record. Page 3 of 5 Public Hearings Meeting Minutes August 09, 2023 Nicole Gorle, Senior Legislative Analyst, provided an overview of the scope of proposed Amendment 3, which provides an additional $14,928 that the Health Department will receive for the increase in personnel, advertising, travel and training, and indirect allocation costs. Council Chair Mead opened the hearing for public testimony. There being no persons present wishing to testify, he closed the testimony portion of the hearing calling for a motion or discussion of the Council. ACTION: Council Vice-Chair Nehring made a motion to approve Ordinance 23-069. Councilmember Dunn seconded the motion. The clerk called the roll and the motion to approve Ordinance 23-069 carried unanimously. Amended Ordinance 23-070, approving agreement with the State 2023-0754 of Minnesota for the purchase of Naloxone Council Chair Mead opened the hearing and the clerk read the ordinance title into the record. Nicole Gorle, Senior Legislative Analyst, provided a staff report explaining the proposed membership application and agreement with the Minnesota Multistate Contracting Alliance for Pharmacy (MMCAP) Infuse for the County to purchase naloxone at a cheaper price. She also provided an overview of Proposed Amendment 1, which adds purchasing authority in the amount up to $250,000, and purchases above the threshold be approved by Council motion. Discussion followed as Ms. Gorle clarified that there are no membership costs for the County to join the MMCAP Infuse. Council Chair Mead further explained the Proposed Amendment 1. The clerk called the roll and the motion to approve Ordinance 23-070, as amended, carried unanimously.
