Drewel Building & Remote Meeting SPECIAL MEETING CALL TO ORDER Council Chair Mead called the public hearing to order at 10:30 a.m. ROLL CALL The clerk called the roll and stated that all five members were present. ACTION ITEMS PRESENT: Council Chair Mead Council Vice-Chair Nehring Councilmember Low Councilmember Dunn Councilmember Peterson Jim Martin, Senior Legislative Analyst Ken Klein, Executive Director Elena Lao, Deputy Clerk of the Council 1. Ordinance 23-074, relating to purchasing and contracting; 2023-0805 amending Chapter 3.04 Snohomish County Code Council Chair Mead opened the hearing and the clerk read the ordinance title into the record. Page 1 of 5 Public Hearings Meeting Minutes September 06, 2023 Jim Martin, Senior Legislative Analyst, provided an overview of the proposed ordinance to amend the County's Purchasing Code to be in line with current State laws and industry best practices. He also explained Proposed Amendments 1 and 2 relating to amendment level of approval. Discussion ensued as Ken Klein, Executive Director, responded to questions relating to contract transparency and working with the Department of Information Technology on ways to have the contracts viewable by the public. Mr. Martin also responded to questions relating to competitive bid contracts. Councilmember Low suggested, and Council Vice-Chair Nehring agreed, that the public hearing be continued to next week to allow for additional time to review the proposed amendments to the ordinance. Council Chair Mead opened the hearing for public testimony. There being no persons present wishing to testify, he noted that public testimony will remain open until the continuance of the public hearing, and called for a motion or discussion of the Council. ACTION: Council Vice-Chair Nehring made a motion to continue Ordinance 23-074 to September 13, 2023, at the hour of 10:30 a.m. Councilmember Low seconded the motion and it carried unanimously. Ordinance 23-084, relating to the 2023 Budget; making a 2023-0947 supplemental appropriation in General Fund 002 to provide expenditure authority for District Court Mental Health Court Council Chair Mead opened the hearing and the clerk read the ordinance title into the record. Jim Martin, Senior Legislative Analyst, provided a staff report explaining the proposed supplemental appropriation in the amount of $162,648.67 from a grant from the Washington State Administrative Office of the Courts to fund additional staffing and services for District Court's Mental Health Court. ACTION: Council Vice-Chair Nehring made a motion to approve Ordinance 23-084. Councilmember Dunn seconded the motion. The clerk called the roll and the motion to approve Ordinance 23-084 carried unanimously. Ordinance 23-073, approving the interagency agreement with 2023-0801 Department of Ecology for the Pollution Prevention Assistance Program Council Chair Mead opened the hearing and the clerk read the ordinance title into the record. Nicole Gorle, Senior Legislative Analyst, provided an overview of the scope of the proposed agreement for which the County will receive a total award of $676,892.63 for Pollution Prevention Assistance Program specialists to provide technical assistance to help businesses find and resolve potential pollution issues. She noted that the duration of the contract is through June 30, 2025. Council Chair Mead opened the hearing for public testimony. There being no persons present wishing to testify, he closed the testimony portion of the hearing calling for a motion or discussion of the Council. ACTION: Council Vice-Chair Nehring made a motion to approve Ordinance 23-073. Councilmember Low seconded the motion. Ordinance 23-075, approving form agreement for Mobile 2023-0816 Vaccination Site License Council Chair Mead opened the hearing and the clerk read the ordinance title into the record. Nicole Gorle, Senior Legislative Analyst, provided a staff report and explained that the ordinance approves a form agreement for mobile vaccination sites, with such agreements to be approved by Council motion. Council Chair Mead opened the hearing for public testimony. ACTION: Council Vice-Chair Nehring made a motion to approve Ordinance 23-075. Councilmember Peterson seconded the motion. The clerk called the roll and the motion to approve Ordinance 23-075 carried unanimously. Ordinance 23-077, approving the interagency agreement with 2023-0889 Department of Ecology for the Solid Waste Management Local Solid Waste Financial Assistance Council Chair Mead opened the hearing and the clerk read the ordinance title into the record. Page 4 of 5 Public Hearings Meeting Minutes September 06, 2023 Nicole Gorle, Senior Legislative Analyst, provided an overview of the scope of the proposed agreement to receive $225,000 from the Department of Ecology for monitoring and enforcement of laws and regulations pertaining to solid waste facilities within Snohomish County. She noted that the County is responsible for a 25% match of $75,000 and the contract duration is from July 1, 2023, through June 30, 2025. Council Chair Mead opened the hearing for public testimony. There being no persons present wishing to testify, he closed the testimony portion of the hearing calling for a motion or discussion of the Council. ACTION: Council Vice-Chair Nehring made a motion to approve Ordinance 23-077. Councilmember Dunn seconded the motion. The clerk called the roll and the motion to approve Ordinance 23-077 carried unanimously.
