CALL TO ORDER
Council Chair Mead called the public hearing to order at 10:30 a.m.
ROLL CALL
The clerk called the roll and stated that all five members were present.

1. Amended Ordinance 23-074, relating to purchasing and 2023-0805
contracting; amending Chapter 3.04 Snohomish County Code
Council Chair Mead opened the hearing and the clerk read the ordinance title
into the record.
Jim Martin, Senior Legislative Analyst, provided an overview of the proposed
code changes and explained the proposed Amendments 1, 2, and 3.

Council Chair Mead opened the hearing for public testimony. There being no
persons present wishing to testify, he closed the testimony portion of the hearing
calling for a motion or discussion of the Council.
Discussion followed relating to the proposed amendments. Mr. Martin clarified
that proposed Amendment 3 includes the proposals in Amendments 1 and 2.
ACTION: Council Vice-Chair Nehring made a motion to approve
Ordinance 23-074. Councilmember Low seconded the motion.
Councilmember Low made a motion to approve proposed Amendment 3.
Councilmember Dunn seconded the motion and it carried unanimously.
The clerk called the roll and the motion to approve Ordinance 23-074, as
amended, carried unanimously.

2. Ordinance 23-079, approving and accepting a Statutory Warranty 2023-0911
Deed and establishing 28th Dr SE as a new county road
Council Chair Mead opened the hearing and the clerk read the ordinance title
into the record.
Deb Bell, Senior Legislative Analyst, provided an overview of the proposed road
establishment as a condition of the Grannis Crossing development, and as
recommended by the County Engineer.
Council Chair Mead opened the hearing for public testimony. There being no
persons present wishing to testify, he closed the testimony portion of the hearing
calling for a motion or discussion of the Council.
ACTION: Council Vice-Chair Nehring made a motion to approve
Ordinance 23-079. Councilmember Dunn seconded the motion. The clerk
called the roll and the motion to approve Ordinance 23-079 carried unanimously.

3. Ordinance 23-080, approving the acceptance of a Statutory 2023-0914
Warranty Deed and establishing 169th Pl SW as a new county
road
Council Chair Mead opened the hearing and the clerk read the ordinance title
into the record.
Deb Bell, Senior Legislative Analyst, provided an overview of the proposed road
establishment as a condition of the Larch Way development, and as
recommended by the County Engineer.

calling for a motion or discussion of the Council.

Ordinance 23-080. Councilmember Low seconded the motion. The clerk
called the roll and the motion to approve Ordinance 23-080 carried unanimously.

4. Ordinance 23-083, approving and authorizing the County Executive 2023-0954
to execute an interlocal agreement by and between Snohomish
Regional Fire & Rescue and Snohomish County for Evergreen
State Fair Park fire protection and related services
Council Chair Mead opened the hearing and the clerk read the ordinance title
into the record.

Deb Bell, Senior Legislative Analyst, provided a staff report explaining the
proposed interlocal agreement for fire protection and emergency response
services at the Evergreen State Fairgrounds. She noted that the County would
pay Snohomish Regional Fire and Rescue $41,253.14 for year-round fire
protection and $42,411.70 for fair services, for a total not to exceed $83,664.84.
Council Chair Mead opened the hearing for public testimony. There being no
persons present wishing to testify, he closed the testimony portion of the hearing
calling for a motion or discussion of the Council.
ACTION: Council Vice-Chair Nehring made a motion to approve
Ordinance 23-083. Councilmember Dunn seconded the motion. The clerk
called the roll and the motion to approve Ordinance 23-083 carried unanimously.
ADJOURN
There being no further business, Council Chair Mead adjourned the Council for the day at
10:45 a.m.
