Drewel Building & Remote Meeting CALL TO ORDER Council Chair Mead called the public hearing to order at 10:30 a.m. ROLL CALL The clerk called the roll and stated that all five members were present. ACTION ITEMS PRESENT: Council Chair Mead Council Vice-Chair Nehring Councilmember Low Councilmember Dunn Councilmember Peterson (remote) Ryan Countryman, Council Staff Lisa Campfield, Asst. Clerk of the Council 1. Ordinance 23-087, approving and authorizing the County Executive 2023-0980 to sign an Interlocal Agreement between Snohomish County, the Town of Woodway, the City of Shoreline, and Olympic View Water and Sewer District for the Point Wells Annexation Area Council Chair Mead opened the hearing and the clerk read the ordinance title into the record. Ryan Countryman, Senior Legislative Analyst, provided a staff report and explained that all other legislative bodies to the proposed Interlocal Agreement (ILA) have held their own public hearings and passed the proposed ILA. Council Member Low expressed his appreciation to Mr. Countryman for the extra work he put into this ordinance and the Snohomish County Citizens for their attention to matters. Council Member Dunn acknowledged her respect of the process of the involved parties to this ILA, the concerned citizen, and her trust in the Town of Woodway's ability to protect the environment under current regulations and openness to listen to citizens' concerns. Council Chair Mead opened the hearing for public testimony. There being no persons present wishing to testify, he closed the testimony portion of the hearing calling for a motion or discussion of the Council. ACTION: Council Vice-Chair Nehring made a motion to approve Ordinance 23-087. Councilmember Dunn seconded the motion. The clerk called the roll and the motion to approve Ordinance 23-087 carried unanimously. Ordinance 23-089, approving Everett City’s interlocal agreement 2023-1001 GF-022-02f Council Chair Mead opened the hearing and the clerk read the ordinance title into the record. Jim Martin, Senior Legislative Analyst, provided an overview of the proposed agreement to reimburse the City of Everett for eligible expenses for the purchase of public restrooms, up to a maximum amount of $250,000. Council Chair Mead opened the hearing for public testimony. Ordinance 23-090, related to the 2023 Budget; making a 2023-1021 supplemental appropriation in Special Revenue Fund 100 Council Chair Mead opened the hearing and the clerk read the ordinance title into the record. Jim Martin, Senior Legislative Analyst, reported on the proposed supplemental appropriation for $165,000 to provide expenditure and revenue authority for funds received from newly established cable operator franchise fees associated with public, educational, and governmental access channels. Ordinance 23-085, approving and authorizing the Snohomish 2023-0957 County Executive to sign the Interlocal Agreement between Snohomish County and the Tulalip Tribes of Washington to Implement Portions of the Snohomish Cooperative Salmon Barrier Removal Project Page 3 of 5 Public Hearings Meeting Minutes October 04, 2023 Council Chair Mead opened the hearing and the clerk read the ordinance title into the record. Deb Bell, Senior Legislative Analyst, provided an overview of the proposed agreement for which the County will receive a total of $6,197,308 to complete the work on the Sexton Creek, Lower Williams Creek, and the French Creek fish passages. She also explained proposed Amendment 1, which establishes a monetary amount when Council action is required. Councilmember Low expressed appreciation for the partnership with the Tulalip Tribes and provided additional information on the proposed Amendment 1. ACTION: Council Vice-Chair Nehring made a motion to approve Ordinance 23-085. Councilmember Low seconded the motion. Council Vice-Chair Nehring made a motion to approve proposed Amendment 1. Councilmember Low seconded the motion and it carried unanimously. The clerk called the roll and the motion to approve Ordinance 23-085, as amended, carried unanimously. Ordinance 23-086, granting a non-exclusive franchise authorizing 2023-0970 limited use of the public road rights-of-way in portions of Unincorporated Snohomish County, Washington to Seven Lakes Water Association Inc. Council Chair Mead opened the hearing and the clerk read the ordinance title into the record. Deb Bell, Senior Legislative Analyst, provided a staff report explaining the terms of the proposed non-exclusive franchise agreement. She noted that the County's expenditures are estimated at $1,000, to be reimbursed by the applicant prior to recording of the franchise.
