CALL TO ORDER
Chair Mead called the public hearing to order at 10:30 a.m.

The clerk called the roll and stated that all five members were present.

1. Ordinance 23-133, relating to growth management; adopting 2023-1333
amendments regulating accessory dwelling units outside of urban
growth areas in response to a decision by the Growth Management
Hearings Board; amending SCC 30.28.010
Chair Mead opened the hearing.
Ryan Countryman, Senior Legislative Analyst, provided a staff report and
explained that the purpose of the proposed ordinance is to restore code

provisions in Snohomish County Code in order to bring Snohomish County into
compliance with the recent decision made by the Growth Management Hearings
Board.
Chair Mead opened the hearing for public testimony. There being no persons
present wishing to testify, he closed the testimony portion of the hearing calling
for a motion or discussion of the Council.
Council Member Low expressed his concerns for citizens currently in the permit
process and inquired about a continuation.
Mr. Countryman responded to Council Member Dunn's question regarding the
compliance order and timing. Discussion ensued.
ACTION: Councilmember Low made a motion to continue Ordinance 23-133 to
Administrative Session December 12, 2023 at the hour of 9:00 a.m.
Councilmember Peterson seconded the motion and it carried unanimously.

2. Ordinance 23-129, vacating a portion of 152nd St SE, a Snohomish 2023-1249
County road right-of-way
Chair Mead opened the hearing.
Deb Bell, Senior Legislative Analyst, provided an overview of the proposed road
right-of-way vacation, located in Council District 5.
Chair Mead opened the hearing for public testimony. There being no persons
present wishing to testify, he closed the testimony portion of the hearing calling
for a motion or discussion of the Council.
ACTION: Vice-Chair Nehring made a motion to approve Ordinance 23-129.
Councilmember Low seconded the motion. The clerk called the roll and the
motion to approve Ordinance 23-129 carried unanimously.

Snohomish County road right-of-way
Chair Mead opened the hearing.
Deb Bell, Senior Legislative Analyst, provided a staff report on the proposed
road right-of-way vacation, located in Council District 1.
Chair Mead opened the hearing for public testimony. There being no persons
present wishing to testify, he closed the testimony portion of the hearing calling
for a motion or discussion of the Council.
ACTION: Vice-Chair Nehring made a motion to approve Ordinance 23-131.
Councilmember Peterson seconded the motion. The clerk called the roll and the
motion to approve Ordinance 23-131 carried unanimously.

4. Ordinance 23-122, approving and authorizing the Snohomish 2023-1176
County Executive to sign the interlocal agreement between the City
of Monroe and Snohomish County for joint operation of the Winter
Dog Park
Chair Mead opened the hearing.
Deb Bell, Senior Legislative Analyst, provided an overview of the proposed
agreement for the joint operation of a Winter Dog Park from October 9, 2023,
through February 29, 2024, at the Fair Park.

Chair Mead opened the hearing for public testimony. There being no persons
present wishing to testify, he closed the testimony portion of the hearing calling
for a motion or discussion of the Council.
ACTION: Vice-Chair Nehring made a motion to approve Ordinance 23-122.
Councilmember Dunn seconded the motion. The clerk called the roll and the
motion to approve Ordinance 23-122 carried unanimously.

5. Ordinance 23-132, approving and authorizing the Snohomish 2023-1327
County Executive to sign the interlocal agreement between the Port
of Everett, Snohomish County, and the city of Everett regarding
cost sharing for Jetty Landing Park Playground
Chair Mead opened the hearing.
Deb Bell, Senior Legislative Analyst, provided a staff report and explained the
proposed agreement for the construction of a playground at Jetty Landing Park .
She noted that the County agrees to reimburse the Port of Everett in the amount
of $50,000.
Chair Mead opened the hearing for public testimony. There being no persons
present wishing to testify, he closed the testimony portion of the hearing calling
for a motion or discussion of the Council.
ACTION: Vice-Chair Nehring made a motion to approve Ordinance 23-132.
Councilmember Low seconded the motion. The clerk called the roll and the
motion to approve Ordinance 23-132 carried unanimously.
ADJOURN
There being no further business, Chair Mead adjourned the Council for the day at 10:45 a.m.
