CALL TO ORDER
Chair Mead called the public hearing to order at 10:30 a.m.
ROLL CALL
The clerk called the roll and stated that all five members were present.

1. Ordinance 23-110, relating to Reet II Funds and Snohomish 2023-1161
County/City Partnership Projects; awarding projects and approving
and authorizing the County Executive to execute interlocal
agreements for awarded projects
Chair Mead opened the hearing.

Nicole Gorle, Senior Legislative Analyst, provided a staff report and explained
that the proposed ordinance authorizes the Executive to execute interlocal
agreements for the 2023 County/City Partnership projects with the cities of
Arlington, Everett, Mukilteo, Lynnwood, and Lake Stevens.
Chair Mead opened the hearing for public testimony. There being no persons
present wishing to testify, he closed the testimony portion of the hearing calling
for a motion or discussion of the Council.
ACTION: Vice-Chair Nehring made a motion to approve Ordinance 23-110.
Councilmember Low seconded the motion. The clerk called the roll and the
motion to approve Ordinance 23-110 carried unanimously.

2. Ordinance 23-130, approving amendment to Whatcom County 2023-1222
contract for Youth Cannabis & Commercial Tobacco Prevention
Program
Chair Mead opened the hearing.
Cynthia Foley, Legislative Analyst, provided an overview of the proposed
Amendment 4 to the contract to increase total funding for the contract period to
$142,928 and extend the term to June 30, 2024.
Chair Mead opened the hearing for public testimony. There being no persons
present wishing to testify, he closed the testimony portion of the hearing calling
for a motion or discussion of the Council.
ACTION: Vice-Chair Nehring made a motion to approve Ordinance 23-130.
Councilmember Dunn seconded the motion. The clerk called the roll and the
motion to approve Ordinance 23-130 carried unanimously.

3. Ordinance 23-134, granting a non-exclusive franchise authorizing 2023-1354
limited use of the public road rights-of-way in portions of
unincorporated Snohomish County, Washington to Northshore
Utility District
Chair Mead opened the hearing.
Deb Bell, Senior Legislative Analyst, provided an overview of the terms of the
proposed non-exclusive franchise agreement to construct, operate, maintain,
replace, and repair a water distribution and sanitary sewer transmission system
in public rights-of-way within unincorporated Snohomish County.
Chair Mead opened the hearing for public testimony. There being no persons
present wishing to testify, he closed the testimony portion of the hearing calling
for a motion or discussion of the Council.
ACTION: Vice-Chair Nehring made a motion to approve Ordinance 23-134.
Councilmember Dunn seconded the motion. The clerk called the roll and the
motion to approve Ordinance 23-134 carried unanimously.

4. Ordinance 23-137, approving North County Regional Fire 2023-1379

Chair Mead opened the hearing.

Jim Martin, Senior Legislative Analyst, provided a staff report on the proposed
agreement for the North County Regional Fire Authority to receive grant funds in
the amount of $500,000 for the purchase of fire training modules.
Chair Mead opened the hearing for public testimony. There being no persons
present wishing to testify, he closed the testimony portion of the hearing calling
for a motion or discussion of the Council.
ACTION: Vice-Chair Nehring made a motion to approve Ordinance 23-137.
Councilmember Low seconded the motion. The clerk called the roll and the
motion to approve Ordinance 23-137 carried unanimously.
ADJOURN
There being no further business, Chair Mead adjourned the Council for the day at 10:36 a.m.
