Snohomish County Council Public Hearings Meeting Minutes Council Chair Jared Mead Council Vice-Chair Nate Nehring Councilmembers: Sam Low, Megan Dunn, Strom Peterson Wednesday, February 28, 2024 10:30 AM Jackson Board Room - 8th Floor Robert J. Drewel Building & Remote Meeting CALL TO ORDER Chair Mead called the Council to order at 10:30 a.m. ROLL CALL The clerk called the roll and stated that all five members were present. ACTION ITEMS PRESENT Council Chair Mead Council Vice-Chair Nehring Councilmember Low (remote) Councilmember Dunn Councilmember Peterson (remote) Deb Bell, Council Staff Elena Lao, Deputy Clerk of the Council 1. Ordinance 24-006, granting a non-exclusive franchise authorizing 2024-0080 limited use of the public road rights-of-way in portions of unincorporated Snohomish County, Washington to the City of Granite Falls Chair Mead opened the public hearing. Page 1 of 3 Public Hearings Meeting Minutes February 28, 2024 Deb Bell, Senior Legislative Analyst, provided a staff report. Chair Mead opened the hearing for public testimony. There being no persons present wishing to testify, he closed the testimony portion of the hearing. ACTION: Vice-Chair Nehring made a motion to approve Ordinance 24-006. Councilmember Dunn seconded the motion. The clerk called the roll and the motion to approve Ordinance 24-006 carried unanimously. Ordinance 24-003, approving and authorizing the County Executive 2024-0067 to sign the Interlocal Agreement between Snohomish County and Snohomish Conservation District for the Skykomish Riparian Agroforestry Feasibility, Swans Trail Slough, and Community Engagement, Outreach and Education Projects in the Stillaguamish Basin Chair Mead opened the public hearing. Deb Bell, Senior Legislative Analyst, provided a staff report. Chair Mead opened the hearing for public testimony. There being no persons present wishing to testify, he closed the testimony portion of the hearing. ACTION: Vice-Chair Nehring made a motion to approve Ordinance 24-003. Councilmember Dunn seconded the motion. The clerk called the roll and the motion to approve Ordinance 24-003 carried unanimously. Ordinance 24-007, related to the 2023 Budget; making an 2024-0110 emergency appropriation in the Evergreen State Fairgrounds Capital Improvements and Operating Reserve Fund 180 to authorize expenditure of prior year surplus revenues and admission tax revenues to support costs associated with the Fairgrounds Chair Mead opened the public hearing. There being no persons present wishing to testify, he closed the testimony portion of the hearing. ACTION: Vice-Chair Nehring made a motion to approve Ordinance 24-007. Councilmember Dunn seconded the motion. The clerk called the roll and the motion to approve Ordinance 24-007 carried unanimously.
