Snohomish County Council Public Hearings Meeting Minutes Council Chair Jared Mead Council Vice-Chair Nate Nehring Councilmembers: Sam Low, Megan Dunn, Strom Peterson Wednesday, March 20, 2024 10:30 AM Jackson Board Room - 8th Floor Robert J. Drewel Building & Remote Meeting CALL TO ORDER Chair Mead called the Council to order at 10:30 a.m. ROLL CALL The clerk called the roll and stated that all five members were present. ACTION ITEMS PRESENT: Council Chair Mead Council Vice-Chair Nehring Councilmember Low Councilmember Dunn Councilmember Peterson Cynthia Foley, Council Staff Ken Klein, Executive Director Rebecca Guadamud, Deputy Prosecuting Attorney Elena Lao, Deputy Clerk of the Council *See names listed below of individuals providing public testimony. 1. Ordinance 24-011, annual testing of county-owned housing 2024-0168 facilities for contamination from hazardous chemicals Chair Mead opened the public hearing. Cynthia Foley, Legislative Analyst, provided a staff report and explained the first and second proposed substitute ordinances. Page 1 of 5 Public Hearings Meeting Minutes March 20, 2024 Chair Mead opened the hearing for public testimony and the following individuals testified: · Brian Lusby, resident of King County · Sharon Damoff, resident of Mukilteo There were no other persons wishing to testify. Discussion ensued. Ms. Foley, along with Ken Klein, Executive Director, and Rebecca Guadamud, Deputy Prosecuting Attorney, responded to questions. Recommendations were made to continue the public hearing to allow staff to follow up and address questions raised in discussion. ACTION: Vice-Chair Nehring made a motion to continue the public hearing to consider Ordinance 24-011 to Wednesday, March 27, 2024, at the hour of 10:30 a.m. Councilmember Low seconded the motion and it carried unanimously. There being no objections, Chair Mead noted that public testimony will remain open until the continuation of the public hearing. PRESENT: Council Chair Mead Council Vice-Chair Nehring Councilmember Low Councilmember Dunn Councilmember Peterson Cynthia Foley, Council Staff Elena Lao, Deputy Clerk of the Council 2. Ordinance 24-004, uses of the Affordable and Supportive Housing 2024-0041 Sales Tax Credit Chair Mead opened the public hearing. Cynthia Foley, Legislative Analyst, provided a staff report. Chair Mead opened the hearing for public testimony. There being no persons present wishing to testify, he closed the testimony portion of the hearing. ACTION: Vice-Chair Nehring made a motion to approve Ordinance 24-004. Councilmember Dunn seconded the motion. The clerk called the roll and the motion to approve Ordinance 24-004 carried unanimously. Ordinance 24-012, approving grant agreement with Darrington 2024-0120 School District to support prevention of and treatment for substance use disorders Chair Mead opened the public hearing. Cynthia Foley, Legislative Analyst, provided a staff report. Chair Mead opened the hearing for public testimony. There being no persons present wishing to testify, he closed the testimony portion of the hearing. ACTION: Vice-Chair Nehring made a motion to approve Ordinance 24-012. Councilmember Dunn seconded the motion. The clerk called the roll and the motion to approve Ordinance 24-012 carried unanimously. Ordinance 24-008, approving and authorizing the County Executive 2024-0129 to sign Grant Agreement No. K5048 with Washington State Department of Agriculture for Capital Projects at Evergreen State Fairground Chair Mead opened the public hearing. Deb Bell, Senior Legislative Analyst, provided a staff report. Chair Mead opened the hearing for public testimony. There being no persons present wishing to testify, he closed the testimony portion of the hearing. The clerk called the roll and the motion to approve Ordinance 24-008 carried unanimously. Ordinance 24-009, approving and authorizing the County Executive 2024-0131 to sign Grant Agreement No. K5049 with Washington State Department of Agriculture for Capital Projects at Evergreen State Fairground Chair Mead opened the public hearing. Deb Bell, Senior Legislative Analyst, provided a staff report. Chair Mead opened the hearing for public testimony. There being no persons present wishing to testify, he closed the testimony portion of the hearing. ACTION: Vice-Chair Nehring made a motion to approve Ordinance 24-009. Councilmember Peterson seconded the motion. The clerk called the roll and the motion to approve Ordinance 24-009 carried unanimously. Ordinance 24-010, relating to the Snohomish County Flood 2024-0132 Damage Reduction Grant Program; awarding program funds and authorizing the Executive to execute an Interlocal Agreement with Marshland Flood Control District Chair Mead opened the public hearing. Councilmember Low seconded the motion. The clerk called the roll and the motion to approve Ordinance 24-010 carried unanimously.
