Drewel Building & Remote Meeting CALL TO ORDER Chair Mead called the Council to order at 10:46 a.m. ROLL CALL [Clerk Note: There were four members present.] PUBLIC COMMENTS There being no objections, Chair Mead opened general public comment. The following individual provided comments: · Willie Russell There were no other persons wishing to provide public comment. At 10:52 a.m., Chair Mead called for a ten-minute recess and reconvened at 11:02 a.m. Page 1 of 5 Public Hearings Meeting Minutes April 24, 2024 ACTION ITEMS PRESENT: Council Chair Mead Council Vice-Chair Nehring Councilmember Low Councilmember Dunn Councilmember Peterson (not present) Deb Bell, Council Staff Rylee Marchand, Tulalip Tribes of Washington Elena Lao, Deputy Clerk of the Council 1. Ordinance 24-015, authorizing the Snohomish County Executive to 2024-0260 execute an Interlocal Agreement with the Tulalip Tribes of Washington to transfer 64th Street NW Chair Mead opened the public hearing. Deb Bell, Senior Legislative Analyst, provided a staff report. Chair Mead opened the hearing for public testimony. The following individual spoke in support of Ordinance 24-015: · Rhylee Marchand, Tulalip Tribes of Washington There being no other persons wishing to testify, Chair Mead closed public testimony. ACTION: Vice-Chair Nehring made a motion to approve Ordinance 24-015. Councilmember Low seconded the motion. The clerk called the roll and the motion to approve Ordinance 24-015 carried unanimously by the four members present. Ordinance 24-017, relating to the regulation of sewage disposal 2024-0267 systems; repealing Chapter 7.44 of the Snohomish County Code Chair Mead opened the public hearing. Nicole Gorle, Senior Legislative Analyst, provided a staff report. Chair Mead opened the hearing for public testimony. There being no persons present wishing to testify, he closed the testimony portion of the hearing. ACTION: Vice-Chair Nehring made a motion to approve Ordinance 24-017. Councilmember Dunn seconded the motion. The clerk called the roll and the motion to approve Ordinance 24-017 carried unanimously by the four members present. PRESENT: Council Chair Mead Council Vice-Chair Nehring Councilmember Low Councilmember Dunn Councilmember Peterson (not present) Cynthia Foley, Council Staff Elena Lao, Deputy Clerk of the Council 3. Ordinance 24-016, approving Amendment No. 19 to consolidated 2024-0259 contract with Washington State Department of Health and providing authority for future amendments regarding Infectious Disease-Syndemic Prevention Services and Office of People Services-HR-Public Health Infrastructure Grant Chair Mead opened the public hearing. Cynthia Foley, Legislative Analyst, provided a staff report. Chair Mead opened the hearing for public testimony. There being no persons present wishing to testify, he closed the testimony portion of the hearing. ACTION: Vice-Chair Nehring made a motion to approve Ordinance 24-016. Councilmember Low seconded the motion. The clerk called the roll and the motion to approve Ordinance 24-016 carried unanimously by the four members present. Cynthia Foley, Legislative Analyst, provided a staff report. Chair Mead opened the hearing for public testimony. There being no persons present wishing to testify, he closed the testimony portion of the hearing. ACTION: Vice-Chair Nehring made a motion to approve Ordinance 24-019. Councilmember Dunn seconded the motion. The clerk called the roll and the motion to approve Ordinance 24-019 carried unanimously by the four members present. There being no persons present wishing to testify, he closed the testimony portion of the hearing. Ordinance 24-018, approving and authorizing template form 2024-0242 agreements for Stop the Bleed Kit distribution between Snohomish County and local jurisdictions within Snohomish County Chair Mead opened the public hearing. Cynthia Foley, Legislative Analyst, provided a staff report. Chair Mead opened the hearing for public testimony. There being no persons present wishing to testify, he closed the testimony portion of the hearing. ACTION: Vice-Chair Nehring made a motion to approve Ordinance 24-018. Councilmember Dunn seconded the motion. The clerk called the roll and the motion to approve Ordinance 24-018 carried unanimously by the four members present.
