Snohomish County Council Public Hearings Meeting Minutes Council Chair Jared Mead Council Vice-Chair Nate Nehring Councilmembers: Sam Low, Megan Dunn, Strom Peterson Wednesday, May 15, 2024 10:30 AM Jackson Board Room - 8th Floor Robert J. Drewel Building & Remote Meeting CALL TO ORDER Chair Mead called the Council to order at 10:30 a.m. ROLL CALL The clerk called the roll and stated that all five members were present. ACTION ITEMS PRESENT: Council Chair Mead Council Vice-Chair Nehring Councilmember Low Councilmember Dunn Councilmember Peterson Ryan Countryman, Council Staff Lisa Hickey, Asst. Clerk of the Council *See name(s) listed below of individuals providing public testimony. 1. Ordinance 23-057, relating to fireworks; amending Snohomish 2023-0614 County Code Section 30.53A.710 Chair Mead opened the public hearing. Ryan Countryman, Sr. Legislative Analyst, provided a staff report. Page 1 of 3 Public Hearings Meeting Minutes May 15, 2024 Chair Mead opened the hearing for public testimony and the following individuals testified: · Jeff Schawb, resident of Woodinville · Michael McConnell, resident of Tulalip · Jason Trout, resident of Tacoma · Katrina Dohn, resident of Tukwila · Robert Eastman, resident of Arlington · Todd Anderson, South County Fire · Micah Rowland, South County Fire · Michael Wooton, resident of Snohomish · Mickie Gundersen, resident of unincorporated Snohomish County · Roger Nystrom, resident of unincorporated Snohomish County · Shawneri Guzman, South County Fire · Jean Clinch, resident of unincorporated Snohomish County · William Lider, resident of Snohomish County There being no other persons present wishing to testify, Chair Mead closed the testimony portion of the hearing. ACTION: Councilmember Peterson made a motion to approve Ordinance 23-057. Vice-Chair Nehring seconded the motion. Discussion ensued. The clerk called the roll and the motion to approve Ordinance 23-057, carried unanimously. PRESENT: Council Chair Mead Council Vice-Chair Nehring Councilmember Low Councilmember Dunn Councilmember Peterson Ryan Countryman, Council Staff Lisa Hickey, Asst. Ordinance 24-021, relating to Growth Management; concerning 2024-0321 rural cluster subdivisions and short subdivisions; amending Chapters 30.25 and 30.41C of the Snohomish County Code Attachments: Proposed Substitute Ordinance 24-021 Page 2 of 3 Public Hearings Meeting Minutes May 15, 2024 Chair Mead opened the public hearing. Ryan Countryman, Sr. Legislative Analyst, provided a staff report and explained the proposed substitute ordinance. Brief discussion ensued and recommendations were made to continue the public hearing. Chair Mead opened the hearing for public testimony and the following individuals testified: · Jim Benefield, resident of Snohomish · Deborah Benefield, resident of Snohomish · Mark Villwock, resident of unincorporated Snohomish County · Mike Pattison, Master Builders Association · Michael Wooton, resident of Snohomish · Laura Hartman, resident of Snohomish County · Kristin Kelly, Futurewise · Richard, Belling, resident of unincorporated Snohomish County · Roxanne DeBardi, resident of District 1 · Joel Martin, resident of unincorporated of Snohomish County There were no other persons wishing to testify. There being no objections, Chair Mead noted that public testimony will remain open for the continuation of the public hearing. ACTION: Councilmember Low made a motion to continue the public hearing to consider Ordinance 24-021 to Wednesday, June 5, 2024, at the hour of 10:30 a.m. Vice-Chair Nehring seconded the motion and it carried unanimously. ADJOURN Chair Mead adjourned the Council for the day at 11:53 a.m. Page 3 of 3
