Drewel Building & Remote Meeting CALL TO ORDER Chair Mead called the Council to order at 10:30 a.m. ROLL CALL The clerk called the roll and stated that all five members were present. ACTION ITEMS PRESENT: Council Chair Mead Council Vice-Chair Nehring (remote) Councilmember Low Councilmember Dunn Councilmember Peterson Deb Bell, Council Staff Elena Lao, Deputy Clerk of the Council Lisa Hickey, Assistant Clerk of the Council 1. Ordinance 24-053, granting a non-exclusive franchise authorizing 2024-1279 limited use of the public road rights-of-way in portions of Snohomish County, Washington to the city of Gold Bar Chair Mead opened the public hearing. Page 1 of 7 Public Hearings Meeting Minutes August 14, 2024 Deb Bell, Senior Legislative Analyst, provided a staff report. Chair Mead opened the hearing for public testimony. There being no persons present wishing to testify, he closed the testimony portion of the hearing. ACTION: Councilmember Peterson made a motion to approve Ordinance 24-053. Councilmember Low seconded the motion. The clerk called the roll and the motion to approve Ordinance 24-053 carried unanimously. Ordinance 24-064, vacating a portion of 132nd St NE, a 2024-1492 Snohomish County road right-of-way Chair Mead opened the public hearing. Deb Bell, Senior Legislative Analyst, provided a staff report. Chair Mead opened the hearing for public testimony. The following individual provided public testimony: · Rochelle Bryant, resident of Arlington There being no other persons present wishing to testify, Chair Mead closed the testimony portion of the hearing. ACTION: Councilmember Peterson made a motion to approve Ordinance 24-064. Councilmember Low seconded the motion. The clerk called the roll and the motion to approve Ordinance 24-064 carried unanimously. Ryan Countryman, Senior Legislative Analyst, provided a staff report. Chair Mead opened the hearing for public testimony. There being no persons present wishing to testify, he closed the testimony portion of the hearing. ACTION: Councilmember Peterson made a motion to approve Ordinance 24-062. Councilmember Low seconded the motion. The clerk called the roll and the motion to approve Ordinance 24-062 carried unanimously. The following individual provided public testimony: · Josh Estes, resident of Snohomish County Hilary McGowan, Planning and Development Services, responded to Councilmember Dunn's question regarding one time credit exemptions. ACTION: Councilmember Peterson made a motion to approve Ordinance 24-056. Councilmember Low seconded the motion. The clerk called the roll and the motion to approve Ordinance 24-056 carried unanimously. Ordinance 24-058, relating to Growth Management; revising 2024-1411 provisions for Lot Size Averaging; amending Sections 30.23.210, 30.41A.240 and 30.41B.200 of and adding a new Section 30.23.215 to the Snohomish County Code Chair Mead opened the public hearing. Ryan Countryman, Senior Legislative Analyst, provided a staff report. Chair Mead opened the hearing for public testimony. The following individual provided public testimony: · Mike Pattison, Master Builders Association Councilmember Peterson thanked those involved with this ordinance. ACTION: Councilmember Peterson made a motion to approve Ordinance 24-058. Councilmember Dunn seconded the motion. The clerk called the roll and the motion to approve Ordinance 24-058 carried unanimously. There being no persons present wishing to testify, he closed the testimony portion of the hearing. ACTION: Councilmember Peterson made a motion to approve Ordinance 24-059. There being no persons present wishing to testify, he closed the testimony portion of the hearing. ACTION: Councilmember Peterson made a motion to approve Ordinance 24-061. Councilmember Dunn seconded the motion. The clerk called the roll and the motion to approve Ordinance 24-061 carried unanimously.
