Snohomish County Council Public Hearings Meeting Minutes Council Chair Jared Mead Council Vice-Chair Nate Nehring Councilmembers: Sam Low, Megan Dunn, Strom Peterson Wednesday, September 4, 2024 10:30 AM Jackson Board Room - 8th Floor Robert J. Drewel Building & Remote Meeting CALL TO ORDER Chair Mead called the Council to order at 10:30 a.m. ROLL CALL The clerk called the roll and stated that all five members were present. PUBLIC COMMENT There being no objections, Chair Mead opened general public comment. Page 1 of 3 Public Hearings Meeting Minutes September 04, 2024 ACTION ITEMS PRESENT: Council Chair Mead Council Vice-Chair Nehring Councilmember Low Councilmember Dunn Councilmember Peterson Deb Bell, Council Staff Elena Lao, Deputy Clerk of the Council 1. Ordinance 24-066, granting a non-exclusive franchise authorizing 2024-1263 limited use of the public road rights-of-way in portion of unincorporated Snohomish County, Washington to Silvana Water Association Chair Mead opened the public hearing. Deb Bell, Senior Legislative Analyst, provided a staff report. Chair Mead opened the hearing for public testimony. There being no persons present wishing to testify, he closed the testimony portion of the hearing. ACTION: Vice-Chair Nehring made a motion to approve Ordinance 24-066. Councilmember Low seconded the motion. The clerk called the roll and the motion to approve Ordinance 24-066 carried unanimously. PRESENT: Council Chair Mead Council Vice-Chair Nehring Councilmember Low Councilmember Dunn Councilmember Peterson Deb Bell, Council Staff Elena Lao, Deputy Clerk of the Council 2. Ordinance 24-069, approving and authorizing the County Executive 2024-1789 to execute an Interlocal Agreement by and between Snohomish Regional Fire & Rescue and Snohomish County for Evergreen State Fair Park Fire Protection and related services Chair Mead opened the public hearing. There being no persons present wishing to testify, he closed the testimony portion of the hearing. ACTION: Vice-Chair Nehring made a motion to approve Ordinance 24-069. Councilmember Dunn seconded the motion. The clerk called the roll and the motion to approve Ordinance 24-069 carried unanimously. PRESENT: Council Chair Mead Council Vice-Chair Nehring Councilmember Low Councilmember Dunn Councilmember Peterson Nicole Gorle, Council Staff Elena Lao, Deputy Clerk of the Council 3. Ordinance 24-070, authorizing the issuance and sale of a Taxable 2024-1841 Limited Tax General Obligation Bond of the County in an original principal amount of $8,951,566 to obtain financing for the Airport Inner Terminal Ramp Reconstruction Project; providing for the disposition of the proceeds of sale of the bond; establishing funds for the receipt and expenditure of bond proceeds and for the payment of the bond; and providing for the annual levy of taxes to pay the principal thereof and interest thereon Chair Mead opened the public hearing. Nicole Gorle, Senior Legislative Analyst, provided a staff report. Chair Mead opened the hearing for public testimony. There being no persons present wishing to testify, he closed the testimony portion of the hearing. ACTION: Vice-Chair Nehring made a motion to approve Ordinance 24-070. Councilmember Peterson seconded the motion. The clerk called the roll and the motion to approve Ordinance 24-070 carried unanimously.
