Drewel Building & Remote Meeting BUDGET PUBLIC HEARING The Snohomish County Council holds a public hearing on the Executive's Proposed 2025-2026 Biennial Budget consisting of the following actions: In addition, pursuant to the Snohomish County Charter Section 2.70, the Snohomish County Council, in conjunction with the County Executive, holds the BIENNIAL PUBLIC FORUM taking public testimony and comment on the operations of any county department. ACTION ITEMS The clerk read the agenda title into the record. Nathan Kennedy, Finance Director, provided a high-level technical overview of the ECAFs, ordinances, and motions that comprise the Executive’s recommended 2025-2026 Biennial Budget. He confirmed clarifying questions from Vice-Chair Nehring regarding the three levy ordinances. Chair Mead opened the hearing for public testimony. The following people provided testimony: • Ethan Pfahl, resident of the city of Granite Falls, spoke in support of project labor agreements • Maribel Williams, resident of the city of Marysville, spoke in opposition of property tax levies. • Chelsea Starkey, Northshore School District spoke to school district impact fees. • Dri Ralph, Northshore School District, spoke to school district impact fees. • Tom Laufmann, Snohomish School District and resident of the city of Snohomish, spoke to school impact fees • Karen Mooseker, Mukilteo School District, spoke to school district impact fees. • Denise Stiffarm, resident of the city of Seattle and Pacifica Law Group, spoke to school impact fees. • Sam Hem, resident of the city of Everett, spoke in support of funding for apprenticeship program. • Seth Newsome, resident of the city of Everett, spoke in support of project labor agreements. • Annette Blandino, resident of the city of Arlington, spoke in opposition of increased taxes. • Julie Anderson, resident of the city of Marysville, spoke in opposition of increased taxes. • Dan Chaplik, Sultan School District and resident of the city of Sultan, spoke to school district impact fees • Tiffany Rich, resident of the city of Snohomish, spoke in support of project labor agreements. • Juan Cruz, resident of the city of Arlington, spoke in support of project labor agreements. • Karl de Jong, resident of the city of Sedro Woolley, spoke in support of project labor agreements. • Sandy Messenger, resident of the city of Monroe, spoke in opposition of increased property tax. • Dave, resident of the city Everett, spoke in support of local laborers. Page 2 of 4 Public Hearings Meeting Minutes October 22, 2024 • Jenny Brown, Lake Stevens Precinct Committee Office, spoke in opposition of increased property taxes. • Brian Lewis, Arlington Public Schools and resident of the city of Conway, spoke to Arlington School District impact fees. • Jacqueline McGourty, resident of unincorporated Snohomish County, spoke to Northshore School District impact fees. • Darcy Walker, Edmonds School District and resident of the city of Edmonds, spoke to school district impact fees. There were no further persons wishing to provide testimony. Chair Mead left testimony open through the course of budget deliberations. ACTION: Vice-Chair Nehring made a motion to continue the hearing to November 13, 2024, at the hour of 10:30 a.m. Councilmember Low seconded the motion and it carried unanimously. 1. Budget Ordinance 24-074, relating to property taxes, fixing the 2024-2002 2025 General Property Tax Levy for Snohomish County and preserving future levy capacity 2. Budget Ordinance 24-075, authorizing an increase in general tax 2024-2003 revenues for property taxes collected in 2025 and 2026 3. Budget Ordinance 24-076, relating to property taxes; fixing the 2024-2004 2025 Road Property Tax Levy for Snohomish County and preserving future levy capacity 4. Budget Ordinance 24-077, authorizing an increase in road tax 2024-2005 revenues for property taxes collected in 2025 5. Budget Ordinance 24-078, relating to property taxes, fixing the 2024-2006 2025 Conservation Futures Property Tax Levy for Snohomish County and preserving future levy capacity 6. Budget Ordinance 24-079, authorizing an increase in Conservation 2024-2007 Futures Tax revenues for property taxes collected in 2025 7. Budget Motion 24-371, approving the 2025 Surface Water 2024-1922 Management Annual Construction Program 8.
