Jim Martin, Sr. Legislative Analyst, provided a summary of the proposed ordinance amendments. He responded to initial questions. Responding to Councilmember Dunn, Sheriff Susanna Johnson spoke to potential cuts in the Sheriff's Office. Discussion ensued. He left testimony open for the remainder of the hearing. Mr. Martin provided additional clarification and responded to questions regarding the property tax percentage and discussion ensued. Chair Mead recessed the Council at 12:47 p.m. to 1:00 p.m. Chair Mead called the Council back to order at 1:03 p.m. [Councilmember Low returned to the meeting remotely] Mr. Martin displayed the “dollar slide” (from the presentation at the Community Budget Forum on October 11th – see slide 3 in 2024-2559 linked below) and explained the General Fund portion of the property tax further. Discussion ensued. Presentation 2024-2559 Vice-Chair Nehring read a prepared statement encouraging a no vote on a tax increase.
