Chair Mead called the Hearing to order at 10:30 a.m.

The clerk called the roll and stated that all five members were present.

ACTION ITEMS
The clerk read the titles of each budget ordinance and motion into the record . Jim
Martin, Sr. Legislative Analyst, provided a summary of the proposed ordinance
amendments. He responded to initial questions.
Responding to Councilmember Dunn, Sheriff Susanna Johnson spoke to potential cuts
in the Sheriff's Office. Discussion ensued.
Chair Mead opened the public testimony portion of the hearing and the following
people provided testimony in opposition of raising property tax:

Chair Mead closed testimony for the day. He left testimony open for the remainder of
the hearing.
Mr. Martin provided additional clarification and responded to questions regarding the
property tax percentage and discussion ensued.
Chair Mead recessed the Council at 12:47 p.m. to 1:00 p.m.
Chair Mead called the Council back to order at 1:03 p.m.
[Councilmember Low returned to the meeting remotely]
Mr. Martin displayed the “dollar slide” (from the presentation at the Community Budget
Forum on October 11th – see slide 3 in 2024-2559 linked below) and explained the
General Fund portion of the property tax further. Discussion ensued.

Vice-Chair Nehring read a prepared statement encouraging a no vote on a tax
increase.

ACTION: Vice-Chair Nehring made a motion to continue the public hearing to
November 25, 2024, at the hour of 9:00 a.m. Councilmember Peterson seconded the
motion and it carried unanimously.
