Drewel Building & Remote Meeting CALL TO ORDER Chair Mead called the Council to order at 10:30 a.m. ROLL CALL The clerk called the roll and stated that all five members were present. ACTION ITEMS PRESENT: Council Chair Mead Council Vice-Chair Nehring Councilmember Low (remote) Councilmember Dunn Councilmember Peterson Deb Bell, Council Staff Elena Lao, Deputy Clerk of the Council 1. Ordinance 24-086, approving the acceptance of a Statutory 2024-2258 Warranty Deed and establishing 49th Dr SE as a new county road Chair Mead opened the public hearing. Deb Bell, Senior Legislative Analyst, provided a staff report. Chair Mead opened the hearing for public testimony. There being no persons present wishing to testify, he closed the testimony portion of the hearing. The clerk called the roll and the motion to approve Ordinance 24-086 carried unanimously. Ordinance 24-095, approving Intergovernmental Agreement for 2024-2656 Emergency Management Assistance Compact and Pacific Northwest Emergency Management Assistance between Washington State Military Department and Snohomish County Department of Emergency Management Chair Mead opened the public hearing. Cynthia Foley, Legislative Analyst, provided a staff report. Chair Mead opened the hearing for public testimony. There being no persons present wishing to testify, he closed the testimony portion of the hearing. ACTION: Vice-Chair Nehring made a motion to approve Ordinance 24-095. Councilmember Peterson seconded the motion. The clerk called the roll and the motion to approve Ordinance 24-095 carried unanimously. Ordinance 24-098, approving and authorizing the County Executive 2024-2739 to sign an Interlocal Agreement between Snohomish County and the City of Lynnwood regarding Snohomish County Outreach Team Chair Mead opened the public hearing. There being no persons present wishing to testify, he closed the testimony portion of the hearing. ACTION: Vice-Chair Nehring made a motion to approve Ordinance 24-099. Ordinance 24-108, approving an Interagency Grant Agreement 2024-2966 between Snohomish County and the Washington Traffic Safety Commission for the creation of a Traffic Safety Resource Prosecutor Program Chair Mead opened the public hearing. Nicole Gorle, Senior Legislative Analyst, provided a staff report. Chair Mead opened the hearing for public testimony. There being no persons present wishing to testify, he closed the testimony portion of the hearing. ACTION: Vice-Chair Nehring made a motion to approve Ordinance 24-108. Councilmember Dunn seconded the motion. The clerk called the roll and the motion to approve Ordinance 24-108 carried unanimously. PRESENT: Council Chair Mead Council Vice-Chair Nehring Councilmember Low (remote) Councilmember Dunn Councilmember Peterson Nicole Gorle, Council Staff Jason Schwarz, Office of Public Defense Elena Lao, Deputy Clerk of the Council 6. Ordinance 24-107, relating to the 2024 Budget; making an 2024-2980 Emergency Appropriation in General Fund 002, to provide expenditure authority for unanticipated costs in the Office of Public Defense, the Sheriff’s Office, and the Corrections Bureau Chair Mead opened the public hearing. Nicole Gorle, Senior Legislative Analyst, provided a staff report and discussion followed. There being no persons present wishing to testify, he closed the testimony portion of the hearing. ACTION: Vice-Chair Nehring made a motion to approve Ordinance 24-107. Councilmember Dunn seconded the motion. The clerk called the roll and the motion to approve Ordinance 24-107 carried unanimously. Without objections, Item #7, Ordinance 24-109, was deferred to the end of the agenda. PRESENT: Council Chair Mead Council Vice-Chair Nehring Councilmember Low (remote) Councilmember Dunn Councilmember Peterson Deb Bell, Council Staff Elena Lao, Deputy Clerk of the Council 8. Ordinance 24-111, relating to Priority Hire Program; amending 2024-3034 Chapter 3.05 SCC Chair Mead opened the public hearing. Deb Bell, Senior Legislative Analyst, provided a staff report. Chair Mead opened the hearing for public testimony. There being no persons present wishing to testify, he closed the testimony portion of the hearing. Councilmember Dunn spoke in support of the ordinance. ACTION: Councilmember Dunn made a motion to approve Ordinance 24-111. Councilmember Low seconded the motion. The clerk called the roll and the motion to approve Ordinance 24-111 carried unanimously. Ordinance 24-109, approving the county’s participation in a 2024-2995 Regional Apprenticeship Pathways Project and authorizing the Executive to sign an Interlocal Agreement with the Office of the Superintendent for Public Instruction for the same Chair Mead opened the public hearing. Heidi Beazizo, Council Chief of Staff, provided a staff report. Chair Mead opened the hearing for public testimony. There being no persons present wishing to testify, he closed the testimony portion of the hearing. Councilmember Dunn and Nehring spoke in support of the ordinance. Kara Main-Hester, Office of Recovery and Resilience, thanked the Council and spoke in support of the ordinance. ACTION: Vice-Chair Nehring made a motion to approve Ordinance 24-109. Councilmember Dunn seconded the motion. The clerk called the roll and the motion to approve Ordinance 24-109 carried unanimously.
