CALL TO ORDER
Vice-Chair Dunn called the Council to order at 10:30 a.m.

The clerk called the roll and stated that all five members were present.

1. Ordinance 24-044, relating to Growth Management and Updates to 2024-0942
Development Regulations Pursuant to RCW 36.70A.130;
Supporting the Development of Permanent Supportive, Emergency
Housing, Emergency Shelters, and Affordable Housing; Amending
Chapters 30.22, 30.28, and 30.91 of the Snohomish County Code
Vice-Chair Dunn opened the public hearing.
Ryan Countryman, Senior Legislative Analyst, provided a staff report.

Davild Killingstad, Planning and Development Services, responded to Vice-Chair
Dunn's question, confirming the Executive had no objections to Amendment 2.
Vice-Chair Dunn opened the hearing for public testimony. There being no
persons present wishing to testify, she closed the testimony portion of the
hearing.
ACTION: Councilmember Mead made a motion to approve Ordinance 24-044.
Councilmember Low seconded the motion.
Councilmember Mead made a motion to approve Amendment Sheet 1.
Councilmember Low seconded the motion and it carried unanimously.
Councilmember Low made a motion to approve Amendment Sheet 2.
Councilmember Mead seconded the motion and it carried unanimously.
The question was called for and the clerk called the roll. The motion to approve
Ordinance 24-044, as amended, carried unanimously.

pursuant to the Growth Management Act, amending Snohomish
County Code Chapters 30.62A Wetlands and Fish and Wildlife
Habitat Conservation Areas, 30.62B Geologically Hazard Areas,
30.62C Critical Aquifer Recharge Areas, 30.43C Flood Hazard
Permits, 30.86 Fees, and 30.91 Definitions
Vice-Chair Dunn opened the public hearing.
Ryan Countryman, Senior Legislative Analyst, provided a PowerPoint staff
report presentation and responded to questions throughout.

Discussion ensued. Each councilmember expressed their support to continue
the public hearing. Mr. Countryman said he will follow-up on councilmembers’
various questions and concerns prior to the next meeting.

There being no further persons present wishing to testify, Vice-Chair Dunn
closed the testimony portion of the hearing noting that the record will remain
open.
Council discussion ensued. David Killingstad and Sarah Titcomb, Planning and
Development Services, and Mr. Countryman responded to councilmembers’
questions.
[Chair Nehring returned to the meeting at 1:14 p.m.]
ACTION: Councilmember Mead made a motion to refer Ordinance 24-097 back
to Committee of the Whole. Councilmember Low seconded the motion and it
carried unanimously by the members present.

Meeting adjourned at 1:23 p.m.
