CALL TO ORDER
Vice-Chair Dunn called the Council to order at 10:30 a.m.
ROLL CALL
The clerk called the roll and stated that all five members were present.

1. Ordinance 25-046, approving and authorizing the County Executive 2025-2361
to sign an Interlocal Agreement between the City of Snohomish
and Snohomish County concerning Annexation and the Orderly
Transition of Services for the North Lake Annexation Area within
the Snohomish Urban Growth Area pursuant to RCW 35A.14.296
Vice-Chair Dunn opened the public hearing.

Ryan Hembree, Legislative Analyst, provided a staff report.
Vice-Chair Dunn opened the hearing for public testimony.
The following individual provided public testimony:
· Heather Thomas-Murphy, City of Snohomish
There being no further persons present wishing to testify, Vice-Chair Dunn
closed the testimony portion of the hearing.
Council discussion ensued.
ACTION: Councilmember Low made a motion to continue the public hearing to
consider Ordinance 25-046 to September 24, 2025 at the hour of 10:30 a.m.
Councilmember Mead seconded the motion and it carried unanimously.

2. Ordinance 25-052, relating to Growth Management; concerning 2025-2799
rural cluster subdivisions and short subdivisions; amending Chapter
30.41C of the Snohomish County Code
Vice-Chair Dunn opened the public hearing.
Ryan Hembree, Legislative Analyst, provided a staff report.
Vice-Chair Dunn opened the hearing for public testimony. There being no
persons present wishing to testify, she closed the testimony portion of the
hearing.
Councilmember Mead made a motion to approved Ordinance 25-052.
Councilmember Peterson seconded the motion.
Councilmember Mead made a motion to approved proposed Amendment 1.
Councilmember Peterson seconded the motion and it carried unanimously.

The clerk called the roll and the motion to approve Ordinance 25-052, as
amended, carried unanimously.
AMENDED AND APPROVED: 5-0
ADJOURN
Vice-Chair Dunn adjourned the Council for the day at 10:44 a.m.
