Drewel Building & Remote Meeting CALL TO ORDER Chair Nehring called the Council to order at 10:30 a.m. ROLL CALL The clerk called the roll and stated that all five members were present. ACTION ITEMS PRESENT: Council Chair Nehring Council Vice-Chair Dunn Councilmember Low (remote) Councilmember Mead Councilmember Peterson Deb Bell, Council Staff Lisa Hickey, Asst. Clerk of the Council 1. Ordinance 25-049, vacating 90th Ave NW, a Snohomish County 2025-2598 Road Right-of-Way Chair Nehring opened the public hearing. Deb Bell, Senior Legislative Analyst, provided a staff report. Chair Nehring opened the hearing for public testimony. There being no persons present wishing to testify, he closed the testimony portion of the hearing. The clerk called the roll and the motion to approve Ordinance 25-049 carried unanimously. Ordinance 25-050, authorizing the Snohomish County Executive to 2025-2600 execute an Interlocal Agreement with the Tulalip Tribes of Washington relating to the transfer of Totem Beach Road Chair Nehring opened the public hearing. Deb Bell, Senior Legislative Analyst, provided a staff report. Chair Nehring opened the hearing for public testimony. There being no persons present wishing to testify, he closed the testimony portion of the hearing. Vice-Chair Dunn made a motion to approve Ordinance 25-050. Councilmember Mead seconded the motion. The clerk called the roll and the motion to approve Ordinance 25-050 carried unanimously. Ordinance 25-046, approving and authorizing the County Executive 2025-2361 to sign an Interlocal Agreement between the City of Snohomish and Snohomish County concerning Annexation and the Orderly Transition of Services for the North Lake Annexation Area within the Snohomish Urban Growth Area pursuant to RCW 35A.14.296 Chair Nehring opened the public hearing. Ryan Hembree, Legislative Analyst, provided a staff report and responded to questions. Chair Nehring opened the hearing for public testimony. The following individuals provided public testimony: · Rod Hovde, resident of Unincorporated Snohomish County · Heather Thomas-Murphy, City of Snohomish · J. Michael Gallagher, resident of Unincorporated Snohomish County There being no further persons present wishing to testify, Chair Nehring closed the testimony portion of the hearing. Council discussion ensued. Vice-Chair Dunn made a motion to approve Ordinance 25-046. Councilmember Mead seconded the motion. The clerk called the roll and the motion to approve Ordinance 25-046 carried 3-2, with Chair Nehring and Councilmember Low opposing.
