Drewel Building & Remote Meeting BUDGET PUBLIC HEARING Snohomish County Council holds a public hearing on the Executive's Proposed 2025-2026 Mid-Biennial Modifications to the Biennial Budget consisting of the following actions PRESENT: Council Chair Nehring Council Vice-Chair Dunn Councilmember Low (remote) Councilmember Mead Councilmember Peterson (remote) Heidi Beazizo, Chief of Staff Jim Martin, Council Staff Nathan Kennedy, Finance Director Kara Main-Hester, Finance Cheri Danner, Asst. Clerk of the Council Debbie Eco, Clerk of the Council CALL TO ORDER Chair Nehring called the Council to order at 10:30 a.m. ROLL CALL The clerk called the roll and stated that all five members were present. Nathan Kennedy, Finance Director, provided a high-level technical overview of the ECAFs, ordinances, and motions that comprise the Executive’s recommended 2025-2026 Mid-Biennium Modifications to the Budget. There were no questions from councilmembers. Chair Nehring opened the hearing for public testimony. There were no persons present wishing to provide testimony. Testimony was kept open. ACTION: Vice-Chair Dunn made a motion to continue the hearing to November 5, 2025, at the hour of 10:30 a.m. Councilmember Mead seconded the motion and it carried unanimously. 1. Budget Ordinance 25-058, relating to Property Taxes, Fixing the 2025-3045 2026 General Property Tax Levy for Snohomish County and Preserving Future Levy Capacity 2. Budget Ordinance 25-059, authorizing an increase in general tax 2025-3046 revenues for property taxes collected in 2026 3. Budget Ordinance 25-060, relating to Property Taxes, Fixing the 2025-3047 2026 Road Property Tax Levy for Snohomish County 4. Budget Ordinance 25-061, authorizing an increase in road tax 2025-3048 revenues for property taxes collected in 2026 5. Budget Ordinance 25-062, relating to Property Taxes, Fixing the 2025-3049 2026 Conservation Futures Property Tax Levy for Snohomish County and Preserving Future Levy Capacity 6. Budget Ordinance 25-063, authorizing an increase in conservation 2025-3050 futures tax revenues for property taxed collected in 2026 7.
