Clerk of the Council Tuesday, April 4, 2023 10:00 AM Jackson Board Room & Remote Meeting PRESENT: Committee Chair Low Committee Vice-Chair Mead (not present) Committee Member Nehring Committee Member Dunn Committee Member Peterson (remote) Ryan Countryman, Council Staff Jon Greninger, Public Works Kelly Snyder, Director of Public Works Cheri Danner, Assistant Clerk of the Council CALL TO ORDER Committee Chair Low called the meeting to order at 10:00 a.m. and provided instructions for those wishing to provide public comment for both in-person and remote via Zoom . ROLL CALL The clerk called the roll and stated that four members were present. PUBLIC COMMENT There were no persons present wishing to provide public comment. Ordinance 23-024, approving the acceptance of a Statutory 2023-0282 Warranty Deed and establishing 188th St SW as a new county road Ryan Countryman, Sr. Legislative Analyst, provided a staff report and explained the ordinance would approve and accept the Statutory Warrant Deed that would establish 188th St SW as a new county road. Mr. Countryman provided details on the petition and noted the County Engineer has determined this establishment is necessary, practicable, and is in the best interest of the general public. ACTION: Move to Administrative Matters, General Legislative Session, April 12th to set time and date for public hearing. 2. Ordinance 23-025, approving and authorizing the County Executive 2023-0283 to sign Public Works Board Construction Loan Contract Number PC23-96103-139 for the Alderwood Mall Parkway, SR 525 to 168th St SW Road Improvement Project Ryan Countryman, Sr. Legislative Analyst, provided a staff report and explained the ordinance would authorize the County Executive to sign the Public Works Board Construction Loan. Mr. Countryman provided an overview of the proposed improvement and said total funding for the project is $12,944,100.00, of which $9,944,100.00 has been secured and the loan is for $3,000,000.00, at an interest rate of 1.39% per annum on the outstanding balance. [Clerk Note: Mr. Countryman misstated the totals in the meeting. The total funding for the project should be $12,994,100.00 of which $9,994,100.00 has been secured. Ordinance 23-026, approving and authorizing the County Executive 2023-0286 to sign Public Works Board Construction Loan Contract Number PC23-96103-140 for the 43rd Ave SE - Phase 1 Road Improvement Project Ryan Countryman, Sr. Legislative Analyst, provided a staff report and explained this ordinance would authorize the County Executive to sign the Public Works Board Construction Loan. Mr. Countryman provided an overview of the proposed improvement and said total funding for the project is $13,391,000.00, of which $9,391,000.00 has been secured and the loan is for $4,000,000.00, at an interest rate of 1.39% per annum on the outstanding balance. Committee Chair Low remarked that he voted against the project three to four years ago, but he supports this process. ACTION: Move to Administrative Matters, General Legislative Session, April 12th to set time and date for public hearing. 4. Ordinance 23-027, granting a non-exclusive franchise authorizing 2023-0311 limited use of the public road rights-of-way in portions of unincorporated Snohomish County, Washington to Kackman Creek Homeowners’ Association Ryan Countryman, Sr. Legislative Analyst, provided a staff report and explained the motion would grant a non-exclusive franchise authorizing limited use of the public road rights-of-way to Kackman Creek Homeowners’ Association. Mr. Countryman provided an overview of the proposed agreement. ACTION: Move to Administrative Matters, General Legislative Session, April 12th to set time and date for public hearing. Motion 23-127, adopting the Snohomish County Comprehensive 2023-0310 Solid and Hazardous Waste Management Plan Ryan Countryman, Sr. Legislative Analyst, provided a staff report and explained the motion would adopt the Comprehensive Solid and Hazardous Waste Management Plan, in accordance with Snohomish County Charter 2.140. Mr. Countryman provided an overview of the proposed plan. Jon Graniger and Kelly Snyder with Public Works gave a presentation and responded to questions. Committee Member Dunn asked if the tribes were a regional partner and both Committee Member Dunn and Commitee Chair Low expressed concerns over the amount of litter on the roads. Committee Chair Low requested the Council be informed on what areas of improvement are being addressed. Mr. Countryman explained Planning and Community Development is requesting a Proposed Substitute Motion to include updating relevant portions of the Growth Management Act Comprehensive Plan, including the Capital Facilities Element in the next cycle of plan updates. The Department of Public Works has approved the proposed substitute motion. ACTION: Move the substitute motion to Consent Agenda, General Legislative Session April 12th for consideration. 6. Motion 23-123, approving an increase in the number of employees 2023-0284 authorized in the 2023 annual budget in the Facility Construction Fund 311 for the Department of Facilities and Fleet Management Ryan Countryman, Sr. Legislative Analyst, provided a staff report and explained the motion would approve an increase in the number of employees authorized in the 2023 Annual Budget in the Facilities Construction Fund 311. Mr. Countryman said the proposed motion would authorize an increase of 1.0 project full time employee in the Department of Fleet Management with an estimated start date of May 1, 2023, and an end date of December 31, 2024. ACTION: Move to Regular Agenda, General Legislative Session April 12th for consideration. At 10:31 a.m., Committee Chair Low recessed the meeting. Page 4 of 4
