CALL TO ORDER
Presiding Committee Member Mead called the meeting to order at 10:00 a.m. and provided
instructions for those wishing to provide public comment for both in-person and remote via
Zoom.
ROLL CALL
The clerk called the roll and stated that four members were present.

ACTION ITEMS
1. Motion 23-406, authorizing the County Executive to sign 2023-1103
Amendment No.1 to Professional Services Agreement CC04-21
with Lee & Associates Commercial Real Estate Services, LLC
Deb Bell, Sr. Legislative Analyst, provided a staff report and explained the
motion would approve and authorize the Executive to sign Amendment No. 1 to
the agreement and extend it to December 31, 2025. Ms. Bell noted a
scrivener’s error and requested the corrected motion move to GLS. Presiding
Committee Member Mead directed the Clerk to move the corrected motion to
GLS.
ACTION: Move corrected motion to Consent Agenda, General Legislative
Session December 13th for consideration.
2. Motion 23-409, allocation of Conservation Futures Property Tax 2023-1132
Funds
Deb Bell, Sr. Legislative Analyst, provided a staff report and explained the
motion would approve the recommended projects from the Advisory Board and
would authorize the executive to execute all necessary documents, and
authorizes the Executive or the Property Officer of Facilities Management to
complete Purchases and Sale Agreements.
Ms. Bell explained that there is a proposed substitute motion, as the original
motion did not reflect the complete grant log of 11 projects, and she requested
the substitute motion move to GLS. Presiding Committee Member Mead
directed the Clerk to move the substitute motion to GLS.
Committee Member Dunn asked if the projects voted on by the Conservation
Futures Board are all on the log and Ms. Bell confirmed that all projects are
listed.
ACTION: Move the proposed substitute motion to Consent Agenda, General
Legislative Session December 13th for consideration.

3. Motion 23-410, approving and authorizing the County Executive to 2023-0950
execute an interlocal agreement with the city of Stanwood
(Stanwood) to provide technology services
Deb Bell, Sr. Legislative Analyst, provided a staff report and explained the
motion would approve and authorize the Executive to execute an Interlocal
Agreement with the city of Stanwood from December 24, 2023, through
December 23, 2028, for a not to exceed amount of $888,718.00.
ACTION: Move to Consent Agenda, General Legislative Session December 6th
for consideration.
4. Motion 23-440, authorizing the County Executive to sign a Quit 2023-1182
Claim Deed with the Washington State Department of
Transportation
Deb Bell, Sr. Legislative Analyst, provided a staff report and explained the
motion would approve and authorize the County Executive to sign the Quit
Claim Deed for the right of way adjacent to SR 524 at the intersection of
Magnolia Road and Larch Way.
ACTION: Move to Consent Agenda, General Legislative Session December
13th for consideration.
5. Motion 23-446, approving and authorizing the County Executive to 2023-1198
execute Amendment 9 to the Software License Agreement for
Permit Tracking Software System (AMANDA)
Deb Bell, Sr. Legislative Analyst, provided a staff report and explained the
motion would approve and authorize the County Executive to execute
Amendment 9 to the agreement for $126,387.04, not including sales tax.

6. Motion 23-453, authorizing the County Executive to sign 2023-1064
Amendment No. 6 to the Software License and Services
Agreement between Snohomish County and Cartegraph, Inc.
Deb Bell, Sr. Legislative Analyst, provided a staff report and explained the
motion would approve and authorize the County Executive to sign Amendment 6
to the agreement for a total of $49,333.33.00.
ACTION: Move to Consent Agenda, General Legislative Session December
13th for consideration.
7. Motion 23-479, approving and authorizing the execution of 2023-1063
Amendment 12 to the Integrated Financial Management System
Contract between Snohomish County and Cayenta Canada
Corporation
Deb Bell, Sr. Legislative Analyst, provided a staff report and explained the
motion would approve and authorize the County Executive to execute
Amendment 12 to the contract. Ms. Bell said there is a proposed substitute
motion as there were various errors within the original motion. Presiding
Committee Member Mead directed the Clerk to move the substitute motion to
GLS.
Committee Member Dunn discussed corrections to the substitute motion.
ACTION: Move the proposed substitute motion to Consent Agenda, General
Legislative Session December 13th for consideration.
8. Motion 23-480, approving and authorizing the County Executive to 2023-1270
execute Amendment 2 to the Technology Solution Contract for an
Electronic Content Management Solution with Open Text
Deb Bell, Sr. Legislative Analyst, provided a staff report and explained the
motion would approve and authorize the County Executive to execute
Amendment 2 to the contract, for a total $354,458.86, plus sales tax.

Deb Bell, Sr. Legislative Analyst, provided a staff report and explained the
motion would authorize a budget transfer, for the total amount of $1,100,000.00.
ACTION: Move to Consent Agenda, General Legislative Session December 6th
for consideration.
10. Motion 23-485, approving a Budget transfer between programs 2023-1321
within the Road Fund 102
Deb Bell, Sr. Legislative Analyst, provided a staff report and explained the
motion would authorize a budget transfer, for a total amount of $2,000,000.00.
ACTION: Move to Consent Agenda, General Legislative Session December 6th
for consideration.
11. Motion 23-486, approving and authorizing the County Executive to 2023-1322
execute the Right-of-Way plan for 18th Ave W sidewalk: 151st St
SW to Jefferson Way; RC1789; UPI# 22-0011
Deb Bell, Sr. Legislative Analyst, provided a staff report and explained the
proposed motion would approve and authorize the County Executive to execute
the Right of Way Plan and authorize the Public Works Director to approve
appraisal contracts for the project, with a not to exceed amount of $141,112.00,
and authorizes the County Engineer to acquire uneconomic remnants or
additional impacted property.

12. Motion 23-487, authorizing the County Executive to sign Joint 2023-1326
Funding Agreement 24GJFA05600 with U.S. Department of the
Interior, U.S. Geological Survey for Water Resource Investigations
Deb Bell, Sr. Legislative Analyst, provided a staff report and explained the
motion would approve and authorize the Executive to sign the agreement with
the terms of January 1, 2024, thru December 31, 2024. She said this
partnership has been renewed yearly since 1986, and the County’s portion is
$79,399.00.
ACTION: Move to Consent Agenda, General Legislative Session December 6th
for consideration.
13. Motion 23-496, approving an interlocal agreement between 2023-1349
Snohomish County and the Alderwood Water & Wastewater
District concerning utility construction associated with the Swamp
Creek Bridge #503 Replacement Project
Deb Bell, Sr. Legislative Analyst, provided a staff report and explained the
motion would approve and authorize the Executive to sign the interlocal
agreement for utility relocation and costs shall be reimbursed by the district to
the County Road Fund, with an estimated relocation cost of $508,017.17.
ACTION: Move to Consent Agenda, General Legislative Session December
13th for consideration.
14. Motion 23-499, approving a name change of a Nonexclusive Right 2023-1355
of Way Franchise from Mobilitie, LLC to Boldyn Networks US LLC
Deb Bell, Sr. Legislative Analyst, provided a staff report and explained the
motion would approve the name change of the Mobilitie, LLC franchise to
Boldyn Networks USLLC.

15. Motion 23-500, approval of an interlocal agreement between 2023-1357
Snohomish County and the city of Brier to adjust the Brier City
limits as part of the Swamp Creek Bridge #503 Replacement
Project
Deb Bell, Sr. Legislative Analyst, provided a staff report and explained the
motion would approve and authorize the County Executive to sign the
agreement.
ACTION: Move to Consent Agenda, General Legislative Session December
13th for consideration.
16. Motion 23-511, authorizing the County Executive to sign 2023-1383
Amendment No. 3 to the Agreement between Snohomish County
and the Mukilteo Water and Wastewater District
Deb Bell, Sr. Legislative Analyst, provided a staff report and explained the
motion would approve and authorize of the County Executive to sign
Amendment No. 3 to the agreement and extend the term of the agreement
through June 30, 2024, for a negotiated cost of $50,000.00 for the continued six
months of service.
ACTION: Move to Consent Agenda, General Legislative Session December 6th
for consideration.
17. Motion 23-530, approving and authorizing the County Executive to 2023-1019
Execute Amendment 2 to the Software as a Service Agreement for
a Timekeeping and Attendance System with Kronos Incorporated,
a UKG Company
Deb Bell, Sr. Legislative Analyst, provided a staff report and explained the
motion would approve and authorize the County Executive to execute
Amendment 2 of the agreement with the term through September 29, 2024, and
an implementation not to exceed $140,920.00, plus sales tax.

Deb Bell, Sr. Legislative Analyst, provided a staff report and explained the
motion would authorize the Property Officer of Department of Facilities and Fleet
to sign and execute the city of Edmonds’ Liability and Landslide
Acknowledgement and Covenant of Notification and Indemnification forms.

13th for consideration.
19. Motion 23-532, approving 2023 Contract F23-53104-422 with 2023-1411
Washington State Department of Commerce for the BPA
Low-Income Energy Efficiency Program

motion would approve and authorize the contract in the amount of $266,824.00.
