VILLAGE OF SOLON SPRINGS Board of Trustee Regular Board Meeting Notice & Agenda 11523 S. Business Hwy. 53 Solon Springs, WI 54873 In compliance with Section 19.84 Wisconsin Statutes, notice of meeting of the Village of Solon Springs Board of Trustee’s Meeting is hereby given: DATE: Monday, March 23, 2020 PLACE: Solon Springs Community Center-11523 S. Bus. Hwy 53 TIME: 7:00 p.m. 7:00 Call regular board meeting to order: 1. Call To Order 2. Roll Call 3. Approval of Agenda 4. Business by the Public If you would like to speak before the Village Board, please sign your name on the sign-up sheet prior to the Board meeting. Due to requirements of the Wisconsin Open Meeting Laws, only matters placed on this agenda may be approved by the Board at the meeting. Citizens may address the Board regarding items which require no action. No personal attacks on individuals will be allowed, and all comments by members of the public shall be limited to three (3) minutes in length. People signed up to speak: 5. Consent Agenda There will be no separate action on these items unless a Board Member Board utilizing a single vote. All licenses approved are contingent upon meeting Village Code requests, and the Board approves. Communications are on file in the Clerk's Office and may be viewed in their entirety during regular office hours. a. Approval of minutes for regular monthly board meeting 2/24/20 b. Treasurer’s report for February (Profit and Loss and Reconciliation Detail) i. Interest applied to unpaid 2019 Personal Property Taxes: Jimmie’s Ice Cream Shop, KD’s Family Restaurant, Village Pump and Innovations for Transportation c. Approval of payments for General fund and Wastewater dated March 23, 2020 d. Correspondence received since March 23, 2020 regular meeting to be acknowledged and placed on file: i. FEMA regarding mapping program ii. WI DNR regarding Annual Environmental Fee e. Approval of Zoning permit applications: i. Katie Williams - expand basement under sunporch/deck not to exceed existing footprint; expand bathroom 3’ to south and 7’ to east. And construction of two separately owned 34x40 garages on parcel that will be split. ii. Anthony Burger Jr. – new roof with trusses, windows, siding and interior remodel f. Licensing: i. Approval of Operators Licenses issued: Michelle Blaylock for Solon Springs Ducks Unlimited ii. Consideration and approval of published liquor license applications: none iii. Consideration and approval of Class “B”/Picnic license application: Solon Springs Ducks Unlimited iv. Consideration and approval of cigarette license: none 6. Business by the Board a. Unfinished Business – Parrish Jones – attorney for National Bank of Commerce i. Approval of the promissory note in the amount of $100,000, accruing interest at the rate 3.400%, with 7 annual payments of principal and interest of approximately $62,472.45 payable on September 1, 2020, September 1, 2021, September 1, 2022, September 1, 2023, September 1, 2024, September 1, 2025 and September 1, 2026. Said note is for the public purpose of a sewer extension project for tax increment district #2 and payments of principal and interest are combined with the existing General Obligation Note, dated on or about September 6, 2017 ii. Approval of the promissory note in the amount of $71,000.00, accruing interest at the rate of 2.830%, with ten (10) biannual installments of $7,766.74, due on January 5, 2021, July 5, 2021, January 5, 2022, July 5, 2022, January 5, 2023, July 5, 2023, January 5, 2024, July 5, 2024, January 5, 2025 and July 5, 2025. Said note is for the public purpose of purchasing/financing a 2019, 203 F550, 4x4 Crew Cab fire truck b. New Business i. April election 7. Committee Reports a. Administrative Committee b.
