Grant of Location Eversource applying for a Grant of Location to install 98 feet of conduit in (ID # 22-1859) Broadway, from Manhole 1969 located at the intersection of Broadway and Main Street to a point of pickup at 390 Broadway. Phyllis Galloway, representing Eversource, explained the reason for the request. There being no further comment, the public hearing was closed. Councilor Wilson asked about the manhole covers being installed and Ms. Galloway will provide the information. Councilor Clingan inquired about a recent transformer blowing and Ms. Galloway was unaware of that incident but did say that a new transformer was going to be installed. Grant of Location Comcast applying for a Grant of Location to install 756 feet of conduit in (ID # 22-1860) Middlesex Avenue from Utility Pole 213/11 at the intersection of Middlesex Ave and McGrath Hwy connecting 3 proposed manhole to Utility Pole 213/5 at 60 Middlesex Ave. The work will also include 340 feet of conduit to be installed from the rear of 74 Middlesex Ave to a point of pickup at the proposed manhole 1. Dave Flewelling, representing Comcast, explained the reason for the request. There being no further comment, the public hearing was closed. RESULT: APPROVED 3.3. Grant of Location Comcast applying for a Grant of Location to install 70 feet of conduit in Ten (ID # 22-1861) Hills Rd, from Utility Pole 498/10 to a proposed handhole in 77 Ten Hills Rd. Dave Flewelling, representing Comcast, explained the reason for the request. There being no further comment, the public hearing was closed. Councilor Clingan asked if this was the pole that has an easement with the property owner. Mr. Flewelling said that the easement is being recorded. RESULT: APPROVED 3.4. Grant of Location Cambridge Network Solutions applying for a Grant of Location to install (ID # 22-1862) 263 feet of conduit in Somerville Ave, from Manhole 0515-3400 to a point of pickup at the intersection of Spring St and Somerville Ave. Jeff Harrington, representing Cambridge Network Solution, explained the reason for the request. Councilor Strezo stated that if there is a balance due on any previous activity, new applications will not be allowed for programs, and she would like that barrier removed. Liaison Carrillo stated that residents may register for programs in person and that she will look into the payment issue. Councilor Strezo asked that applications for the teen center be available in multiple languages. Order By Councilor Clingan and Councilor Wilson (ID # 22-1924) That the Director of Mobility install a speed hump on Evergreen Avenue between Thurston and Sycamore Streets. Councilor McLaughlin commented that the Pearl St reconstruction will begin next spring, causing side streets to be used more frequently. Order By Councilor McLaughlin and Councilor Strezo (ID # 22-1928) That the Director of Mobility update the Ward 1 City Councilor on the proposed Kensington Connector walkway connecting Assembly Row to East Somerville. Councilor McLaughlin said it’s frustrating how long it take to get things done. He has asked for this connector since 2017 and he thinks that it’s astonishing that, even though the city has been working on this, it’s not done yet. Councilor Strezo asked that the pedestrian signals be situated so that they can be seen by pedestrians. Councilor Clingan stated that this is a challenging area for pedestrians. Order By Councilor McLaughlin (ID # 22-1929) That the Urban Forestry and Landscape Planner work with relevant stakeholders to replace grass patches at the community garden on Glen Street with pollinator plants. Councilor McLaughlin said that this garden is going to be expanded. RESULT: APPROVED 4.6. Order By Councilor McLaughlin (ID # 22-1930) That the Director of Engineering ensure that the sidewalks surrounding the new housing development near 779 McGrath Highway have curb cuts for pedestrian and ADA accessibility. RESULT: APPROVED 4.7. Order By Councilor McLaughlin and Councilor Gomez Mouakad (ID # 22-1927) That the Commissioner of Public Works provide the current noise readings of the mechanical systems on the roof of the East Somerville Community School and verify that they are in compliance with Noise Control Ordinance regulations. Councilor Gomez Mouakad said this was brought to her attention by a constituent and she would like to have this addressed. Discussed with item 22-1934. Councilor Scott spoke about a recent fire on Beacon Street, saying that there was no central point of contact for the incident. He lauded the assistance provided by residents, after the fact. He thanked ISD for their help and related that he was told by several city officials that providing housing for those displaced “was complicated”. Resolution By Councilor Pineda Neufeld, Councilor Scott and Councilor Kelly (ID # 22-1934) That the Mayor designate a central point of contact for providing on-site response for mass displacement events such as fires and floods, and coordinating efforts to assist impacted residents. Councilor Pineda Neufeld spoke of the recent fire at Clarendon Hill, saying that she was made aware of it by a constituent. Councilor Scott spoke about a recent fire on Beacon Street, saying that there was no central point of contact for the incident. He lauded the assistance provided by residents, after the fact. He thanked ISD for their help and related that he was told by several city officials that providing housing for those displaces “was complicated”. Councilor Scott sponsored Shariff Jackson to speak on this matter. Mr. Jackson said that about 80% of those displaced have been returned home. He is concerned about those living in this building, saying some of them need critical support. He’s making the Council aware of the support services that are needed. Councilor Scott stated that there has been a lot of talk about helping the city’s most vulnerable residents and he would like to have this item sent to committee to move it forward. Councilor Burnley asked to amend item 22-1932 so that At Large Councilors also be notified. The amendment was Approved. President McLaughlin addressed the matter of communication from the city and thinks that there are more situation that warrant some sort of contact from the city. Resolution By Councilor Burnley Jr., City Council Organizational Meeting, Councilor (ID # 22-1931) Clingan, Councilor Davis, Councilor Ewen-Campen, Councilor Gomez Mouakad, Councilor Kelly, Councilor McLaughlin, Councilor Pineda Neufeld, Councilor Scott, Councilor Strezo and Councilor Wilson That this City Council supports the United Labor of Tufts Resident Assistants (ULTRA). Councilor Burnley sponsored a member of ULTRA to address the Council. David Widdingham said that the group is trying to be recognized as a unionized unit at Tufts. Presently, they receive no compensation, other than a room credit. They are seeking better treatment and a voice in their jobs. Councilor Kelly stated that every worker deserves a union and said she hopes that Tufts starts negotiating with ULTRA. Councilor Pineda Neufeld spoke about her time at Tufts and said she supports the effort. Councilor Burnley noted that a rally will be held on Monday and he asked for the community to support them there. Councilor Gomez Mouakad acknowledged the work that RA’s do. FINANCE COMMITTEE Page 9 of 25 City Council Meeting Minutes November 10, 2022 6.C.1. Committee Report Report of the Committee on Finance, meeting on November 3, 2022. (ID # 22-1896) Councilor Wilson presented the report and said that the committee recommended approval of the 2nd round of ARPA funds. The committee also requested that the City Council get regular updates on the allocation of these funds. Staffing of the Wage Theft Advisory Committee was also discussed. Councilor Kelly asked Director Sahni abut the deadline for expending ARPA funds. Director Bean said that the funds need to be allocated by the end of calendar year 2024, noting that this is still a legal issue. Councilor Burnley asked about the Council having oversight with respect to these ARPA funds and Councilor Wilson explained that ultimately, he wasn’t willing to “die on the hill” over that issue. Many committee members desired more oversight, but due to the timelines involved, decided not to pursue the point. Councilor Wilson urged councilors to meet with the city’s ARPA team.
