Councilor Ewen-Campen provided some history on what led to this amendment and the Legislative Matters Committee discussion already held on this issue. Councilor Ewen-Campen reported that the portion of the community path behind the high school won’t be open for awhile due to the asbestos problem in that area, thus, he thinks that a protected detour is needed. He anticipates that there will be quite a bit of traffic disruption in the city as this project continues. The detours will be in place for 2-3 months, weather permitting, and will change according to the area of construction at the time. Resolution By Councilor McLaughlin (ID # 22-2116) That this City Council supports the proposals of Somerville Stands Together for a municipal Green New Deal. President McLaughlin sponsored three speakers to address the Council on this topic. Rand Wilson spoke about forming two working groups to find ways to prepare the city to have shovel ready projects for the Green New Deal locally. Greg Hill spoke about labor and environmentalist working together to prevent irreversible damage to the environment and said that the city needs to take bold action to prevent labor displacement. Leigh Meunier spoke about the shrinking window to address climate change and about having concrete benchmarks. She noted that there has been an energy shift in the state and that Mayor Ballantyne has championed several environmental issues. She also pointed out that the School Department is moving towards carbon neutrality. Ms. Meunier asked that the City Council challenge staff when the city isn’t living up to its commitments and that the Council also follow funding for projects with respect to the Green New Deal by using its oversight and politics to move this issue out of the dust bin and revive it into actionable items. Councilor Wilson commented that this is the best way to gauge the level of COVID in a community and he thinks that it’s important to have the data. Councilor Ewen-Campen commented that the city already tried this but sees value in trying again with the improved technology available. He spoke about a request for over $89 million for the Poplar Street Pump station and noted that the presentation and details of the project are attached to the meeting minutes. Councilor Ewen-Campen asked what percentage of the funds is going to prevailing wage jobs on the pump station project. Director of Economic Development Rachel Nadkarni said the parcel has been vacant since 2007. The Winter Hill Neighborhood plan was drafted in 2017 and the city utilized urban renewal for this site and adopted a plan for it 2021. Due to asbestos contamination at the site, underground parking is not an option. The project will consist of two buildings with a total of 288 rental units, with 132 of those being affordable units. Director Galligani noted that the project has a shortfall of about $13-20 million due to increased costs and interest rates, making the project unfeasible as it stands now. Manager of Housing Development Alexis Turgeon spoke about a tax increment financing program, Urban Center Housing Tax Increment Financing, (UCH-TIF), explaining how it works and what the requirements are. This project aligns well with UCH-TIF and this may be a way to get the project built. Director Nadkarni gave the timeline for the project, saying that it would be before the ZBA in 2023 and construction should begin in the winter of 2023. She noted that Walgreen’s will be relocating to its original site on Broadway. Councilor Scott asked if a provision could be added to prevent the developer from skyrocketing the rents down the line and Director Galligani said its something that can be looked at, but that doing so would add a burden on the developer.
