Roll Call:

Agenda Amendments: Add Chlorinator SOP to old business under water. Add water/storm grant writing
budget to old business under water. Add Henry P. Thompson to new business under water.
Approve Agenda: Tom Pellittieri moved to approve the agenda with amendments. Mark Leshinski
seconded. The motion passed unanimously.
Previous Minutes:
May 2, 2022: Tom Pellittieri moved to approve the minutes from May 2, 2022. Zoltan Zoltai seconded.
Tom Pellittieri & Zoltan Zoltai voted in favor. Mark Leshinski abstained from voting. The motion passed.
May 5, 2022: Mark Leshinski moved to approve the minutes from May 5, 2022. Tom Pellittieri seconded.
The motion passed unanimously.

The board reviewed the financial reports (Exhibit A). Tom Pellittieri moved to accept the financial
reports as written. Mark Leshinski seconded. The motion passed unanimously.
Mark Leshinski inquired on the charge of $124.08 under MTD Expenditures. The clerk will inquire with
the fiscal officer and email the board with a response.

The board inquired on the scheduling of the Maroy Project. Dennis Hevener responded that there is not
a precise date at this time, however he is working closely with Digger’s to pinpoint a time and schedule.
Mark Leshinski inquired if there will be advance notice before the project is started, which Dennis
Hevener estimated to be about a week prior to the start date. The board requested a precise start date
if possible.
Mark Leshinski inquired on the West Main Jet Rod. He was informed that the work had been completed
and the board is waiting for a copy of the camera footage from Great Lakes.
New Business:
Ludwig Ditch/Possible Flooding on Elm: Mark Leshinski stated that at the last council meeting Virgil
Flynn approached council regarding flooding on Elm/Fern/Elm-Fern Ditch. At the council meeting, Mark
informed the customer that the village is aware of the issues and working with the county. Discussion
ensued regarding the proposed action and funding. The board would like to collaborate with New Russia
Township once funds are acquired by the SABPA, to hopefully clean the entire ditch at one time if
possible. Jeri Leigh Siss suggested having a Village Representative inspect and report on the flooding to
ensure proper documentation is established. It was decided that Tom Pellittieri will talk to the Customer
about the plan by the following week. The clerk will create a work order to have Dennis Hevener inspect
and document flooding next rain. Mark Leshinski will email Matt Arnold with the county to follow up
regarding Ludwig Ditch.
Water
Operator’s Report: Dennis Hevener reported that Infrasource is ahead of schedule for the gas main
project. Dennis is currently marking services (curb boxes) with blue flags and will add the marked curb
boxes to the GPS once they are all marked. The clerk will send out a WENS notice to effected areas
notifying customers that their services will be marked.
He also reported that the meter pits for 105 N Lake & 1702 N Lake are 1.5-2 weeks out. Digger’s is
working on a quote for 1702 N Lake which they will get to us as soon as possible.
Clerk’s Report: Alexandra Sabine reported that she has responded to the EPA regarding the asset
management questions, and she will report back when she hears anything further. She also stated that
she obtained a quote from Dixon Engineering regarding the maintenance of the water tower, which
totaled $3920.00. She reported that as far as she is aware, ordinances 921.16 & 921.04 have been sent
to the ordinance committee. Discussion ensued regarding the “rational basis test” which the law
director suggested in regards to 921.16. The board instructed the clerk to compile the prices associated
with meter tampering and forward to the law director for his approval.
Alexandra reminded the board of the upcoming meeting with the Law Director regarding 305 E Main
Street and stated that she will record the discussion and forward to the board so that everyone can be
on the same page. Discussion ensued regarding the possible implementation of interest on inactive
balances at a future date.

The clerk also stated that she reached out to the grant writer, who stated she would be available to
attend the next scheduled meeting. Lastly, the clerk reminded the board of her upcoming vacation days
on May 19 & 20.
The board inquired on what the charge is under “other water contractual services”. They asked the clerk
to inquire with the fiscal officer and report back.
The board reviewed the financial reports (Exhibit B). Tom Pellittieri moved to accept the financial
reports as written. Mark Leshinski seconded. The motion passed unanimously.
Old Business:
Chlorinator SOP: The board acknowledged that the SOP has been created and is in place. Alexandra
Sabine and Dennis Hevener will continue to work on creating a new SOP system with a goal of 1 SOP per
month.
Budget Amendments: Zoltan Zoltai moved, based on the fiscal officer’s recommendations, to move the
allocated funds for grant writing purposes in the 2023 water budget from “other- other” to “other
professional/technical services – 5101-539-349-0000. Tom Pellittieri seconded. The motion passed
unanimously. Zoltan Zoltai moved, based on the fiscal officer’s recommendations, to move the allocated
funds for grant writing purposes in the 2023 storm budget from “other-other” to “other
professional/technical services – 5901-551-349-0000. Tom Pellittieri seconded. The motion passed
unanimously. The board would like to express gratitude to the fiscal officer for her time and
recommendations.
New Business:
921.16 (Tampering Fee) Response from Law Director: Discussed previously
Hazard Mitigation Plan: Mayor Leshinski briefly explained the hazard mitigation plan, which is a brief
description of our plan and surrounding areas plans for flooding and other hazards. There may be funds
from the federal government for mitigation of flooding if the board would be interested in searching for
grants.
Greg Kushner Overtime: The board reviewed the request of 5 hours overtime, which was not previously
discussed, reviewed, or approved prior to the work being completed. Discussion ensued regarding the
previously agreed upon procedures and validity of the overtime.
The board denied the overtime. The clerk will email Greg Kushner with the decision and request that he
attend the next meeting or schedule a meeting if he is not available on June 6. It was established that
the board will not converse with Mr. Kushner individually; they would prefer discussions to be as a
whole unit in public forum unless there is an emergency.
Henry P. Thompson: Tom Pellittieri asked the clerk to contact Henry P Thompson and identify who the
operator was, and request a report of what was found & what condition the chlorinator was in.
Tom Pellittieri moved to adjourn. Mark Leshinski seconded. The roll was called with all in favor.
