July 18, 2022 South Amherst Board of Public Affairs Storm & Water Minutes Roll Call: Board Members Present: Zoltan Zoltai, Tom Pellittieri, Mark Leshinski Operator of Record: Dennis Hevener Clerk: Alexandra Sabine Liaison and Council Representative: Jeri Leigh Siss Visitors: Mayor Leshinski Agenda Amendments: Tom Pellittieri would like to add Red EPA Book under water old business. Mark Leshinski would like to add Russia & Annis under storm old business and 671 S Lake under storm new business. Also, he would like to add contract for class II operator under water old business. Zoltan Zoltai would like to add operator search to water new business. Also, he would like to add executive sessions under storm and water to discuss personnel matters. Approve Agenda: Tom Pellittieri moved to approve the agenda with amendments. Mark Leshinski seconded. The motion passed unanimously. Previous Minutes: 06/20/2022: Tom Pellittieri moved to approve the minutes from June 20, 2022. Zoltan Zoltai seconded. The motion passed unanimously. 07/05/2022: Mark Leshinski adjusted the minutes to add that there was a discussion of the catch basin on the Northwest Corner of Annis & Russia under storm old business. Zoltan Zoltai moved to approve the minutes with adjustments. Mark Leshinski seconded. The motion passed unanimously. Storm Operator’s Report: Dennis Hevener reported that the Tap-In at 302 Leonard has been completed. He also reported that there was a complaint that the catch basin on squires still needs fixed and the cone was stolen. Dennis inspected the area and replaced the stolen cone. He stated that he will get a price from Digger’s to repair it and report back to the board. Zoltan Zoltai moved to have Dennis obtain the quote, verify that funds are available with the fiscal officer, and schedule to repair the catch basin on squires. Tom Pellittieri seconded. The motion passed unanimously. Zoltan Zoltai inquired on a timeline to have this completed to which Dennis replied he believes sooner is better and would like to see it completed by Friday. 1|Page Dennis Hevener also reported that he cleaned the catch basins on Russia and looked at the catch basin on the Annis/Russia corner. He will be cleaning the catch basin on Annis/Russia corner as soon as possible. Mark Leshinski stated that it looks like there is water on top of it at the moment. Zoltan Zoltai stated that the zoning parcels were determined to be acceptable to sell in that area on Annis for future reference. Clerk’s Report: Alexandra Sabine added to Dennis’s statement regarding the Tap-In at 302 Leonard. She stated that all required documents and payments were received that the $50.00 refund has already been issued to the customer. Completed Tap- In’s: 302 Leonard Pending Tap-in’s: 130 E Main The board reviewed the financial reports (Exhibit A). Mark Leshinski moved to accept the financial reports as written. Tom Pellittieri seconded. The motion passed unanimously. Old Business: Russia & Annis (first parcel west of Annis, approximately 5908 Russia: Mark Leshinski discussed that there is an open culvert around the ditch to the west. He is interested in how to go about cleaning it or getting it moved and is it our responsibility to do so. Discussion ensued regarding what has been done in the past. Dennis Hevener stated that in years past the village street department would maintain. It was decided that Mark Leshinski will evaluate and take photos to present to the board. New Business: 671 S Lake: Mark Leshinski stated that the south side catch basin needs cleaned. Dennis Hevener stated that he would clean it. Zoltan Zoltai moved to enter executive session to discuss personnel matters. Tom Pellittieri seconded. The roll was called with all in favor. Zoltan Zoltai moved to exit executive session. Tom Pellittieri seconded. The roll was called with all in favor. Water Operator’s Report: Dennis Hevener reported that the meter pit at 1702 N Lake has been installed. This completed the installation of both outstanding meter pits, and both are operational. Dennis Hevener also reported that Rural Water hooked up a pressure monitoring device to monitor fluctuations in the pressure in the system. Tom Pellittieri suggested leaving it on until the tower is back up and running. Finally, Dennis reported that a new analyzer from Henry P Thompson will be $6800. There is an approximate lead time of one week. He is still working on getting quotes for the rest of the equipment. Clerk’s Report: Alexandra Sabine reported that all security deposits on inactive accounts have been applied. There were only two that needed applied. She also brought the response from the law director 2|Page regarding interest on inactive accounts to the attention of the board. Discussion ensued regarding the specifics of the response and the current ordinances. The board asked the clerk to send information to the records clerk inquiring on the specifics from the law director. They would like the law director to spell out where is it written in the current ordinances regarding inactive accounts. Finally, Alexandra informed the board of the meeting that Mayor Leshinski had with Joe Waldecker from Rural Water and asked the mayor if there was any information he would like to report. Mayor Leshinski stated that Joe reached out to him regarding the water breaks and boil alerts. He stated that he was interested in opening a dialogue with rural water and that Mr. Waldecker had a lot of insight including suggested the monitoring. Dennis added that Joe Waldecker suggested using Ohio Rural Water Authority as a resource for available grants. The board asked the clerk to find a contact for Ohio Rural Water Authority. The board reviewed the financial reports (Exhibit B). Mark Leshinski moved to accept the financial reports as written. Tom Pellittieri seconded. The motion passed unanimously. Old Business: Red EPA Book: The board discussed the discovery that some data was not being properly recorded by Greg Kushner. The negligence and possible ramifications to the village were discussed. It was decided that the clerk will compile the missing data and create a statement for internal records purposes. They would like the information witnessed and notarized. Rough Draft Contract- Mark Leshinski distributed the rough draft of the water operator II contract and asked the board and clerk to revise and amend if necessary. Jeri Leigh Siss questioned whether the position needs to be posted to satisfy village requirements to which the chairperson responded that it does need to be posted once the job description/contract is finalized. The board decided to have a work session on Tuesday July 26, 2022, at 6:00pm at Town Hall to discuss the job description/contract. The board discussed possible candidates, to which Tom Pellittieri expressed that they would like to see the equipment once it is reinstalled into the doghouse. Water Tower Timeline- The board inquired on the progress of the water tower. Dennis Hevener stated that the refurbishing should be finished tomorrow. Shortly after, the equipment should be reinstalled. (Data Command, NECO, Henry P Thompson). He is expecting the beginning of next week to see the chlorinator hooked back up. New Business: Water Operator Search- Discussed previously. Zoltan Zoltai moved to enter executive session to discuss personnel matters. Mark Leshinski seconded. The roll was called with all in favor. Jeri Leigh Siss presented a slideshow presentation to the board which she will be sharing with the County Commissioners. She contacted the commissioners on the recommendation of Joe Miller and was 3|Page able to get on their agenda to present discussing the water emergency in the village. The fiscal officer and Jeri Leigh created the presentation to share in hopes that emergency funds will be available to the Village. We are on the agenda for their Wednesday evening meeting and the fiscal officer is planning to attend. The board discussed the critical status email from the fiscal officer. They complimented her efforts and showed appreciation for all that she has done to help. Mark Leshinski moved to Adjourn the meeting. Tom Pellittieri seconded. The roll was called with all in favor.
