Water
New Business:
307 East Main: Zoltan Zoltai moved to enter executive session to discuss strategy/ formula review. Tom
Pellittieri seconded. The roll was called with all in favor.

After reviewing the situations and the materials in exhibit A, the board identified the starting point to charge
the customer for unmetered water usage will be 17 months ago. The board discussed identifying a common
water usage in gallons for a house similar to the size of 307 East Main Street. They also discussed averaging
the water rates, the first rate being that of 17 months ago (11.82) and the second rate being the current rate
(12.05). Using the average consumption as well as the average rate as described, the clerk will identify the
amount owed to the SABPA for water usage. Also, the customer will be billed for the user fees owed to the
SABPA. The board identified the rate to be $15.25, also using the 17-month time period to charge the
customer for the user fee. The board identified that these estimated charges must be paid in full within 90
days without interest or penalties, beginning January 13, 2023. If the customer fails to pay the charges owed
within 90 days, the standard late fee of 10% will be applied to the account. Also, at that time, the standard
delinquent process will be followed according to Village Ordinance 921.02. The board clarified that the
customer is expected to comply with the plan as stated above, as well as stay current on his regular monthly
water charges, otherwise the standard practice of penalties and/or disconnection according to the Village of
South Amherst Ordinances will apply.
The clerk stated she is not familiar with the sizes and/or occupancy of the homes in the village. She asked the
board to clarify what home she should use for the average consumption. The board suggested a home of
roughly the same size, being 376 Annis Road.
