May 15, 2023 South Amherst Board of Public Affairs Storm & Water Minutes PUBLIC HEARING (PUBLIC NOTICE POSTED 05/08/2023) Monday, May 15, 2023, at 5:45 PM RE: Water Rate & User Fee Increase to be effective 06/28/2023. Visitors & Attendees: None. REGULAR SABPA STORM & WATER MEETING Meeting Called to Order at 7:00 PM. Roll Call: Board Members Present: Zoltan Zoltai, Tom Pellittieri Operator of Record: Dennis Hevener (arrived at 7:06 PM) Clerk: Stephanee Koscho Liaison/Council Representative: Jeri Leigh Siss Visitors: Mayor Leshinski, Council Member Becky Siesky Agenda Amendments: None. Approve Agenda: Motion to accept the agenda by Zoltan Zoltai as it appears. Seconded by Tom Pellittieri. Motion passed unanimously. Previous Minutes: 05/01/2023: Motion to approve the minutes from May 01, 2023, as written, by Tom Pellittieri. Seconded by Zoltan Zoltai. Motion passed unanimously. Storm Operator’s Report: Dennis Hevener  Continues to maintain catch basins as needed while waiting for Vac Truck or Operator Vehicle.  We let Mr. Davis on Annis that he is good to go. Still waiting on payment, and work has not begun yet. Clerk’s Report: Stephanee Koscho  Mark Leshinski emailed asking for the status on 6280 Russia Rd. as it appeared there was some excavating work done near the storm system. Dennis investigated the situation and determined they were repairing loader tracks.  203 Erie St. (Howard) called because construction is taking longer than originally planned due to rain and working with the engineer. He wanted to confirm the time limitations for his permit and provide us with an update. BPA confirmed permits are good for one year. Stephanee will forward email chain from EPA & LC Storm Water to the Mayor as evidence of compliance.  Digger’s invoice for the Russia Road culvert project included “Repair asphalt” but they did not end up needing to repair the asphalt. Tom confirmed this report and said he would check with Digger’s for an updated invoice. The pay request has been processed and now it is on hold waiting for the updated invoice. Stephanee will follow up with Tom and Digger’s in the days to come. Completed Tap-ins: None Pending Tap-ins: Davis, 217 Annis. Payment has not been made and work has not begun. Dennis is watching in order to conduct timely inspections. Financial Reports (Exhibit A): Tom Pellittieri moved to accept the financial reports as written. Seconded by Zoltan Zoltai. Motion passed unanimously. Old Business:  (M) Operator Worklist: o Zoltain asked about catch basin cleaning – Dennis has not done any mostly due to the lack of an Operator vehicle. o Mark had asked about the difference in colors of the pipes used on the Russia culvert. Dennis confirmed there is no difference other than the color, it was just the parts that were available were also 2 different colors.  Vac Truck: Tom spoke with them Friday and still waiting on something close to this side of the state. At this point, Z is hoping to get it here before fall, however, BPA has been advised by the Fiscal Officer that we will need to reallocate funds in July to cover the cost of the Vac Truck. The Water Clerk will need an estimation of this cost by mid-June to assist in the fiscal process.  Russia Culvert: See above. New Business:  Becky Siesky (Maroy Dr. resident) explained to the Board that when the storm drains were being repaired or replaced last fall a piece of heavy equipment damaged the side of the road. She had waited to see if it would get repaired when the grass was planted but that did not happen. Tom said that the equipment did not do anything that’s any worse than the road’s current condition. Zoltan aske Dennis to visit the location, make an official report, and possibly have the “patch guys” look into fixing it while they are in town.  Dennis: Aaron from Bramhall regarding the holding tanks. Dennis told him to go ahead and send the application to the EPA for approval. Aaron also sent bid packages to four prospective excavating contractors – Diggers, Buckeye Excavating, Kyle’s Excavating, and Sandstone Excavating. Water Operator’s Report: Dennis Hevener  Installed 2 new meters; snow birds are back; water is on at the cemetery, the backflow has been hooked up and the Village is scheduled for June for the backflow guys to come into town.  Valve schedule is ready. Dennis asked to use the Gator for this because it’s easier for the generator. Jeri Leigh asked him to email the valve schedule to her to coordinate use of the Gator. Clerk’s Report: Stephanee Koscho 2|Page  Have made several updates to the Consumption Report to create a comprehensive and understandable report.  Billing rate error was found and corrected last week. See email to Board for further explanation.  305 E. Main St. – Law Director Mishak confirmed the lien has been removed. The Village Fiscal Officer forwarded a letter from Lorain County Auditor stating that although the lien has been removed, there is still $200.40 in administrative fees attached to the property due to the lien processing. Tom made a motion for the SABPA to pay this fee. Motion seconded by Zoltan. All in favor. Motion carries unanimously. o Mishak also confirmed that it will cost the Village a minimum of $1200 plus a few hundred dollars in filing fees. The hourly cost for legal fees is $180 per hour.  Mr. Kasayka’s most recent bill payment was lost in the mail for about one month. He has requested a refund of the $8.07 late fee incurred. The Water Clerk did inform him that there are alternative methods to get payment to us on time, including in-person during business hours, the 24-hour drop box, and Piggy’s Market. Tom made a motion to Not refund Mr. Kasayka’s late fee. Seconded by Zoltan. All in favor. Motion carries. Financial Reports (Exhibit B): Tom Pellittieri moved to accept the financial reports as written. Seconded by Zoltan Zoltai. All in favor. Motion passed unanimously. Old Business:  (M) Operator Worklist: o Hydrant & Valve schedule – Covered during Operator’s Report. o Hydrant flushing will start soon but Dennis will use minimal water. WENS notices will go out to residents regarding flushing locations. Stephanee will forward this information to Jeri Leigh so she can share questions and concerns on social media, and ensure Laurie has information for the Village website.  Operator Vehicle: Vehicle sharing will be discussed at the Buildings & Grounds meeting tomorrow (5/16/23). And the Crown Vic is at the liberty of PD once they get their new cruiser. Jeri Leigh will ask Buildings & Grounds Committee to communicate their decision to Stephanee (CC herself) swiftly.  Sale of the old Operator Truck: Tom made a motion to accept sealed bids for the sale of the water truck due by the first Monday in June. Bids will be opened by the Chairperson and Water Clerk the morning after bids are due. New Business: None. Zoltan Zoltai moved to adjourn the meeting. Seconded by Tom Pellittieri. All in favor.
