Agenda Approval: Mo�on to approve the agenda with amendments made by Tom. Second by
Mark. All in favor. Agenda approved.
Previous Minutes: 7/06/2023: Mo�on to approve the Minutes from July 6, 2023, as submited,
by Mark. Second by Tom. Z asked about the WENS SOP issuance as discussed on July 6. Water
Clerk thought he wanted the SOP with the June 22 mee�ng because that’s when decisions for
the SOP were made, so that’s where the SOP is filed. All in favor. Minutes are approved.
Storm
Operator’s Report: Dennis Hevener – Nothing at this �me.
Clerk’s Report: Stephanee Koscho – Nothing at this �me.
Completed Tap-Ins: None.
Pending Tap-Ins:
• NPDES System @ 319 W. Main St. (Haynes) – Applica�on submited and $500 fee paid.
o Tom moved to approve the applica�on as submited by Mr. & Mrs. Haynes.
Second by Z. All in favor. Tap-In Applica�on Approved for 319 W. Main St.
• Permit to install Sewage Treatment System @ 5906 Russia Road (Bohl).
o Water Clerk mailed the applica�on and requirements to the address on file for
this loca�on with the Lorain County Auditor. Water Department has not received
a response as of the �me of the mee�ng.
Financial Reports (Exhibit A): Mark mo�oned to approve the financial reports for
Stormwater/Exhibit A. Seconded by Tom. All in favor. Reports approved.

Old Business:
• (M) Operator Worklist
o 1001 S. Lake St. – Did they need a Grading Permit for the work of installing a
rockwall/embankment at Herrick Ditch to combat flooding of his property? A�er
a short discussion, SABPA determined that this wall did not need a Grading
Permit.
o 340 – 354 Annis Rd. – It was reported that there was a retaining wall built at
Squires Creek. Has anyone seen the work? Is it impeding the flow of the creek?
Dennis confirmed that this wall does not impede any flow and this wall was also
built to combat flooding.
New Business: Nothing at this �me.
Water
Operator’s Report: Dennis Hevener
• Corey & Dennis are spli�ng the tower readings. Dennis does weekdays for Corey, and
Corey completes 2 tests for Dennis on the weekends.
• Lead & Copper Tests – Paperwork is in process. Changes from previous years as the tests
now go to a different loca�on. Recently picked up the botles. Will review paperwork
procedures with lab before tests are due.
Clerk’s Report: Stephanee Koscho
• Processing bill from the weekend since today is Due Day.
• Trying to organize the desk and �e-up loose ends before a new person starts.
Financial Reports (Exhibit B): Tom mo�oned to approve the financial reports for Water/Exhibit
A. Seconded by Mark. All in favor. Reports approved.
Jeri Leigh asked if there will be any leniency or forgiveness for the people who did not receive
their bills before the due date. Z reiterated again that there are alterna�ve ways to get the
amount due for the water bills and that it is incumbent upon the residents to be responsible for
their own financials. There will be no automa�c forgiveness at this �me, however, this is not an
uncaring Board and we are willing to discuss assistance with late fees on a situa�onal basis.
Old Business:
• (M) Operator Worklist
o GPS & Valves – Working on it.
• Core & Main replacement hydrant follow-up – Approximately $5000 per hydrant plus
$3000-5000 for installa�on & labor.
• Generator Grant – Researching and obtaining quotes for the applica�on which is due
early August.
• Bills – See discussion prior to Water: Old Business.

7:21 PM – Z mo�ons to enter Execu�ve Session. Mark seconds. Everyone except the three
SABPA members will exit Council Chambers. No notes. No recording.
7:35 PM – Mark mo�ons to exit Execu�ve Session. Seconded by Z. All in favor. Mee�ng
atendees return to Council Chambers. Regular mee�ng con�nues.
New Business:
• 20/20 Split – Tom makes a mo�on to split Dennis’s hours at 20 hours per week for Storm
pluds 20 hours per week for Water so his salary will be coming from two different funds.
Daily hours don’t mater, just the weekly cumula�ve total. And if there’s a Water
emergency, that will always take precedence.
