Village of South Blooming Grove special MEETING Friday April 23, 2021 10:30 AM  Call to order o Mayor Kalaj called to order the Village Special Board Meeting at 10:04 a.m. on April 16, 2021 via Zoom Meeting #946 3305 6344 for the Village of South Blooming Grove located at 819 State Route 208, within the Village of South Blooming Grove, and having a mailing address of Monroe, New York.  Roll call The following persons were present: o Mayor’s George Kalaj – Mayor o Abraham Weiss – Deputy Mayor o Yitzchok Feldman– Trustee o Asher Guttman - Trustee o Zalmon Rosner – Trustee o Scott B. Ugell, Esq. – Village Attorney  Comments: o The Mayor introduced the new Deputy Clerk Rosemarie Vega. o The special meeting was called in order to pass a few resolutions; Replacing Dennis Lynch with Ira Emanuel, finalizing paperwork on village vehicle and setting a public hearing on property violations. o The Mayor thanked everyone for joining the special meeting. He explained it is regarding a federal grant that the village learned about yesterday. It is a four million (4,000,000) dollar grant.  Public Comments o Sonia Ayala Town of Blooming Grove Ward 4 Representative thanked the Mayor for his information regarding filtration and suggested that the village send out information regarding the set back. o Sue Anne Vogelsberg asked if the grant was strictly for a water project. Al Fusco advised that the grant just came out on Tuesday and was submitted within two (2) days. The village submitted for water storage, additional filtration and pipes This is an excellent opportunity.  Business o Resolution No. (42) – Resolution of the Village Board of the Village of South Blooming Grove authorizing the Mayor to finalize and order with Cappellino Chevrolet Inc. and execute a lease- purchase agreement with Tax-Exempt Leasing Corp. Motion to accept by Trustee Feldman, seconded by Deputy Mayor Weiss, 5 Ayes, Mayor Kalaj, Deputy Mayor Weiss, Trustee Feldman, Trustee Guttman and Trustee Rosner. 1  Village of South Blooming Grove special MEETING Friday April 23, 2021 10:30 AM o Resolution No. (43) - Resolution of the Village Board of the Village of South Blooming Grove retaining Ira M. Emanuel Esq. as special counsel to the Village. Motion to accept by Mayor Kalaj, seconded by Trustee Rosner. 5 Ayes, Mayor Kalaj, Deputy Mayor Weiss, Trustee Feldman, Trustee Guttman and Trustee Rosner. o Resolution No. (44) – Resolution of the Village Board of the Village of South Blooming Grove setting a time and place for a public hearing to determine violations of the Village Code’s Property Maintenance Provisions (Chapter 102). Motion to accept by Mayor Kalaj, seconded by Trustee Guttman. 5 Ayes, Mayor Kalaj, Deputy Mayor Weiss, Trustee Feldman, Trustee Guttman and Trustee Rosner.  Adjournment o Motion to close the meeting at 10:45 a.m. by Mayor Kalaj, seconded by Deputy Mayor Weiss. 5 Ayes, Mayor Kalaj, Deputy Mayor Weiss, Trustee Feldman, Trustee Guttman and Trustee Rosner.
