Village of South Blooming Grove REGUALR MEETING Monday August 9, 2021 8:00 P.M.  Call to order o Mayor Kalaj called to order the Village Board Meeting at 8:00 p.m. on August 9, 2021at the South Blooming Grove located at 811 State Route 208, within the Village of South Blooming Grove, and having a mailing address of Monroe, New York.  Roll call The following persons were present: o George Kalaj- Mayor o Abraham Weiss – Deputy Mayor o Asher Guttman – Trustee o Yitzchok Feldman – Trustee o Scott B. Ugell, Esq. – Village Attorney o Kerry Dougherty – Village Clerk o Isaac Ekstein – Legislative Aide  Absent o Zalmon Rosner – Trustee  Mayor’s Comments: o Last Friday at 4:15 p.m. a drowning of a 9 year old was reported and thankfully Kiryas Joel EMS were in the area and responded within thirty (30) seconds. They were able to stabilize the child who went from Helicopter to Westchester. Time is so crucial during these emergencies. o The Mayor has a meeting on August 18, 2021, with Orange & Rockland and Real Estate People to discuss purchasing property for a new well. More information will be provided as this progresses. o The Mayor advised that the sewer pump station continues to get backed up. People are flushing items down the toilet that should not be flushed causing problems. Don’t flush unflushable items down the toilet.  Correspondence: o none  Public Comments o Scott Morrice asked that the weeds and/or trees be cut back to expose the speed limit sign. The growth is making it hard to view the sign. o Patti Morrice what is the status of 1231 Route 208 property that was building a baseball field. The Mayor advised he had a meeting with the building inspector and there is was a Stop Work Order issued three weeks ago. 1 Village of South Blooming Grove REGUALR MEETING Monday August 9, 2021 8:00 P.M. What is the status of dirt being dumped behind 9 Dallas Drive. Mr. Ekstein advised that they are filling in for parking and leveling yard. Will there be a 9/11 Ceremony? The board advised to have a Resolution prepared. 13 Dallas Drive was torn down, is there a building permit with the Building Department and should it be displayed. o Simon Gelb In April three (3) application for special land use permit were submitted. He asked that with the updated local law, could these be forwarded to the Planning Board. A motion to forward to the Planning Board was made by Mayor Kalaj, seconded by Deputy Mayor Weiss. 4 Ayes, 1 Absent. o Sue Anne Vogelsberg thanked the board for going back to bi-weekly meetings. She asked about the following: • Status of Clovewood. • Emergency response plan and coverage on Friday to Saturday. • Stated that 185 Prospect continues to violate the village code and that she has submitted additional incident reports as well as contacted corporate Airbnb. • She is still waiting for FOIL information regarding DEC Army Corp of Engineer and DOT contact information. • What is the status of the village vehicle. What is the status of the Yukon. The Mayor advised the vehicle was received last week. • Why did the village spend $15,000 on a mower when the village contracts Bellville. The Mayor advised we did not spend $15,000, that was a cap. • She is awaiting FOIL regarding Millman work and if she is working on same grants as Al Fusco. • 76 Peddler Road appears to be running as a camp and has a sign with a web address of www/tzizaman.com. She was told that dirt is being brought in to level property for a swings set and possibly a pool. She sees a school bus dropping children off at the end of the very long driveway, unattended. She was told this is not a group home. The Department of Health should be notified if they are running a camp. o Donna Douglas inquired if the name of the family in the recent fire was obtained. The clerk advised she has information. Ms. Douglas asked if the new O & R Well had been explored before? The Mayor advised that the current well was producing 100 gpm and now only produces 35 gpm. He is hoping a new well will obtain more water in that area. She inquired if the Village is flushing the water main as some resident still have dirty water. Finally, she asked if the retention pond would be addressed as it is very overgrown.  Business o Resolution No. (080) – Resolution of the Village Board of the Village of South Blooming Grove setting a time and place for a Public Hearing to determine property violations of the Village Code’s 2 Village of South Blooming Grove REGUALR MEETING Monday August 9, 2021 8:00 P.M. Property Maintenance Provisions (Chapter 102). Motion to accept by Deputy Mayor Weiss, seconded by Mayor Kalaj. 4 Ayes, Mayor Kalaj, Deputy Mayor Weiss, Trustee Feldman and Trustee Guttman. 1 Absent - Trustee Rosner. o Resolution No. (081) - Resolution of the Village Board of the Village of South Blooming Grove declaring its intent to be Lead Agency with regard to Special Permit 235-94 G at 31 Merriewold Lane South, SBL 210-2-2. Motion to accept by Trustee Feldman, seconded by Mayor Kalaj. 4 Ayes, Mayor Kalaj, Deputy Mayor Weiss, Trustee Feldman and Trustee Guttman. 1 Absent - Trustee Rosner. o Resolution No. (082) - Resolution of the Village Board of the Village of South Blooming Grove requesting recommendations from the Village of South Blooming Planning Board regarding special permit application under 235-94G for 31 Merriewold Lane South, SBL 210-2-2. Motion to accept by Trustee Feldman, seconded by Deputy Mayor Weiss. 4 Ayes, Mayor Kalaj, Deputy Mayor Weiss, Trustee Feldman and Trustee Guttman. 1 Absent - Trustee Rosner. o Resolution No. (083) - Resolution of the Village Board of the Village of South Blooming Grove declaring its intent to be Lead Agency with regard to Special Permit for 1 Roanoke Avenue, SBL 211-3-16. Motion to accept by Trustee Feldman, seconded by Deputy Mayor Weiss. 4 Ayes, Mayor Kalaj, Deputy Mayor Weiss, Trustee Feldman and Trustee Guttman. 1 Absent - Trustee Rosner. o Resolution No. (084) - Resolution of the Village Board of the Village of South Blooming Grove requesting recommendations from the Village of South Blooming Planning Board regarding special permit application for 1 Roanoke Avenue, SBL 211-3-16. Motion to accept by Mayor Kalaj, seconded by Deputy Mayor Weiss. 4 Ayes, Mayor Kalaj, Deputy Mayor Weiss, Trustee Feldman and Trustee Guttman. 1 Absent - Trustee Rosner. o Resolution No. (085) - Resolution of the Village Board of the Village of South Blooming Grove declaring its intent to be Lead Agency with regard to Special Permit at 1233 Route 208, SBL 204-1-1. Motion to accept by Trustee Feldman, seconded by Deputy Mayor Weiss. 4 Ayes, Mayor Kalaj, Deputy Mayor Weiss, Trustee Feldman and Trustee Guttman. 1 Absent - Trustee Rosner. o Resolution No. (086) - Resolution of the Village Board of the Village of South Blooming Grove requesting recommendations from the Village of South Blooming Planning Board regarding special permit application under for 1233 Route 208, SBL 204-1-1. Motion to accept by Mayor Kalaj Feldman, seconded by Deputy Mayor Weiss. 4 Ayes, Mayor Kalaj, Deputy Mayor Weiss, Trustee Feldman and Trustee Guttman. 1 Absent - Trustee Rosner. o Resolution No. (087) - Resolution of the Village Board of the Village of South Blooming Grove declaring its intent to be Lead Agency with regard to Special Permit at 17 Sleepy Hollow Road and 31 Mountain Roads, SBL 220-1-6, 220-1-7.1, 220-1-7.2. Motion to accept by Trustee Feldman, seconded by Deputy Mayor Weiss. 4 Ayes, Mayor Kalaj, Deputy Mayor Weiss, Trustee Feldman and Trustee Guttman. 1 Absent - Trustee Rosner. o Resolution No. (088) - Resolution of the Village Board of the Village of South Blooming Grove requesting recommendations from the Village of South Blooming Planning Board regarding special permit application for 17 Sleepy Hollow Road and 31 Mountain Roads, SBL 220-1-6, 220-1-7.1, 220- 1-7.2. Motion to accept by Trustee Feldman, seconded by Deputy Mayor Weiss. 4 Ayes, Mayor Kalaj, Deputy Mayor Weiss, Trustee Feldman and Trustee Guttman. 1 Absent - Trustee Rosner. o Resolution No. (090) - Resolution of the Village Board of the Village of South Blooming Grove requesting recommendations from the Village of South Blooming Planning Board regarding special permit application for 55 Mangin Road, SBL 217-1-2. Motion to accept by Trustee Feldman, seconded by Mayor Kalaj. 4 Ayes, Mayor Kalaj, Deputy Mayor Weiss, Trustee Feldman and Trustee Guttman. 1 Absent - Trustee Rosner. o Resolution No. (091) - Resolution of the Village Board of the Village of South Blooming Grove setting a time and place (August 23, 2021) for Public Hearing regarding extending terms of Mayor and Trustees from two (2) years to four (4) years.
