Village of South Blooming Grove REGULAR MEETING Monday October 25, 2021 8:00 P.M.  Call to order o Mayor Kalaj called to order the Village Board Meeting at 10:15 p.m. on October 25, 2021, via Zoom Webinar No. 81801187957 for the South Blooming Grove located at 819 State Route 208, within the Village of South Blooming Grove, and having a mailing address of Monroe, New York.  Roll call The following persons were present: o George Kalaj- Mayor o Abraham Weiss – Deputy Mayor o Yitzchok Feldman – Trustee o Asher Guttman – Trustee o Zalmon Rosner – Trustee o Scott B. Ugell, Esq. – Village Attorney o Kerry Dougherty – Village Clerk o Isaac Ekstein – Legislative Aide to Mayor  Mayor’s Comments: o We had to truck a lot of water because we did a lot of flushing. He is hoping that the residents get clean water, and they should get a lot cleaner water than we had previously.  Correspondence: o None  Public Comment o Dawn Salka – Regarding the street lights that you are hoping to purchase and the ones you already put up on Route 208. We moved here for the rural lifestyle. When you step outside you can look up at the night sky and see the starts. Have you heard about light pollution, do you even know what it is? Poorly designed residential, commercial and industrial outdoor lights significantly contribute to light pollution. It releases more than 12 million tons of carbon dioxide. It takes more than 700 million trees to absorb the CO2 produced by these lights. Trees are coming down in record numbers in this village. Lights effect the feeding, sleeping, mating and migration cycles of all wildlife, especially the nocturnal ones, bats, racoons, deer, owls. They are going to be flooded with these lights so please residents and the village board who want these LED lights that are planned for 58 streets, intersection and cul-de-sacs throughout the village, please share this information with your neighbors and at the end of this Zoom meeting go out and look up at the sky one last time because once the lights are installed you will never see those stars again. Thank you. o Sue Anne Vogelsberg – Could you put out a robo call to remind residents to vote, this week is early voting maybe you can post something with the locations and times for early voting. Is water improvements only going to be paid for by people who are part of the water district? If you have a private well and septic you will not be charged for that? Can you increase the fees because there is really no consequence for some of the people, like Airbnb, and if the fine is $350.00 there is no reason for them to stop and follow the code. What do we need a snowblower for and who will be Village of South Blooming Grove REGULAR MEETING Monday October 25, 2021 8:00 P.M. using. Lastly, on Saturday, October 9, 2021 and October 16, 2021 she received a phone call as a private caller it was a male with an accent who proceeded to be obscene on the phone call. She did not call the police, but somebody said it could be a form of intimidation to silence her. The board advised her to contact the police. o Bonnie Rum – Every year in the town they do a tax cap resolution. She suggests that you revisit that in the future. o Donna Douglas – Is Merriewold Lake cleaning and the clearing of the retention area going to be in the budget. She was advised that it is in the budget.  Business o Resolution No. (132) - Resolution of the Village Board of the Village of South Blooming Grove authorizing Fusco Engineering to go out to bid for the Merriewold Drainage Improvements as approved by the CDBG Block Grant by Trustee Rosner, seconded by Deputy Mayor Weiss. 5 Ayes, Mayor Kalaj, Deputy Mayor Weiss, Trustee Feldman, Trustee Guttman and Trustee Rosner. o Resolution No. (133) – Misnumbered, resolution 133 was adopted at October 12, 2021 meeting. o Resolution No. (134) - Resolution of the Village Board of the Village of South Blooming Grove authorizing Fusco Engineering to prepare and submit the SAM Grant for street lights on behalf of the village. Motion to accept by Deputy Mayor Weiss, Seconded by Mayor Kalaj. 5 Ayes, Mayor Kalaj, Deputy Mayor Weiss, Trustee Feldman, Trustee Guttman and Trustee Rosner. o Resolution No. (135) - Resolution of the Village Board of the Village of South Blooming Grove declaring to be lead agency and issuing a negative declaration on the SEQRA documents regarding the SAM Grant for street lights. Motion to accept by Trustee Feldman, Seconded by Trustee Rosner. 5 Ayes, Mayor Kalaj, Deputy Mayor Weiss, Trustee Feldman, Trustee Guttman and Trustee Rosner. o Resolution No. (136) - Resolution of the Village Board of the Village of South Blooming Grove authorizing the borrowing of $100,000 or additional funds to pay bills prior to the reimbursement of the WIIA Grant Monies. Motion to accept by Mayor Kalaj, Seconded by Trustee Guttman. 5 Ayes, Mayor Kalaj, Deputy Mayor Weiss, Trustee Feldman, Trustee Guttman and Trustee Rosner. o Resolution No. (137) - Resolution of the Village Board of the Village of South Blooming Grove authorizing the preparing and submission of the WIAA NYSEFC Grant and Loan to rehabilitate the water system and replace water appurtenances in kind and declare a negative environmental impact. Motion to accept by Trustee Guttman, seconded by Mayor Kalaj. 5 Ayes, Mayor Kalaj, Deputy Mayor Weiss, Trustee Feldman, Trustee Guttman and Trustee Rosner. o Resolution No. (138) - Resolution of the Village Board of the Village of South Blooming Grove authorizing the construction of various water system improvements, stating the estimated maximum cost thereof is not to exceed $6,000,000, appropriating said amount for such purpose, and authorizing the issueance of not to exceed $6,000,000 bonds of said village to finance said appropriation. Motion to accept by Trustee Feldman, seconded by Deputy Mayor Weiss. 5 Ayes, Mayor Kalaj, Deputy Mayor Weiss, Trustee Feldman, Trustee Guttman and Trustee Rosner. o Motion was made by Village Board of the Village of South Blooming Grove scheduling a Special Meeting to discuss salaries of 2022 Budget on Wednesday, October 27, 2021 at 2:00 p.m. via webinar.
