Village of South Blooming Grove SPECIAL BOARD Meeting Monday August 30, 2022 12:00pm  Call to order Mayor Kalaj called to order the Village Board Meeting at 12:00 pm on August 30, 2022, via Zoom Webinar ID: 898 9445 7812 for the Village of South Blooming Grove located at 811 State Route 208, within the Village of South Blooming Grove, and having a mailing address of Monroe, New York.  Roll call The following persons were present: o George Kalaj – Mayor o Abraham Weiss – Deputy Mayor o Zalmon Rosner – Trustee o Asher Guttman- Trustee o Joel Stern – Confidential Assistant to the Mayor o Isaac Ekstein- Legislative Aide to Mayor o Al Fusco, Village Engineer o Scott Ugell Esq.- Village Attorney o Kerry Dougherty – Village Clerk Absent o Yitzchok Feldman- Trustee  Correspondence o None  Discussion o Mayor Kalaj - good afternoon we are having a special meeting regarding the WIIA Grant. o Engineer Fusco – there is a number of resolutions and he will review quickly. The first one is for the water system rehabilitation and lead agency. He planned to sent out a grant application that is due September 9, 2022, towards that end, we had done a full SEQRA Environmental Assessment Long Form in accordance with 617 of SEQRA – project is replacement of water system and appurtenances, it has been determined that it is a Type I Action. Towards that end we sent out a Notice of Intent to be lead agency on July 29, 2022 and at this point the Village Board is going declare lead agency on this project in accordance with SEQRA. The second one is going to be in step with this, it is a negative declaration. This is a negative declaration of notice of non- significance of impacts on the environment because of our application. In accordance with SEQRA 617, about a grant application for WIIA drinking water state revolving fund, Type I Action, submitted was a long form and the Village Board has identified no areas of environmental 1 Village of South Blooming Grove SPECIAL BOARD Meeting Monday August 30, 2022 12:00pm concern and the resolution is going to Resolve that based on this information, that they have determined that the project as set forth will not have any significant impact on the environment. This is on behalf of the lead agency that the Village Board has authorized me to sign documents as required. In relationship to the next item is also in regard to this project. Whereas the Village Board proposes to upgrade the water treatment system, Whereas the Mayor appoints Rosemarie Vega Treasurer as Minority Business Officer. What that is for is that the grant includes that we must have minority participation by minorities and woman and disabled veterans, things of that nature, she will be the officer to do the reporting, I will assist her in each and every way and she will the central station for this reporting. That is the WIAA part of it. We have a couple of other resolutions that we can handle as w move forward.  Business o Resolution No. (118) - Resolution of the Village Board of the Village of South Blooming Grove declaring Lead Agency for the Village of South Blooming Grove (WIIA DWSRF Grant Application) regarding Water Treatment Plant and Distribution. Motion to accept by Trustee Rosner, seconded by Trustee Guttman. 4 Ayes - Mayor Kalaj, Deputy Mayor Weiss, Trustee Rosner and Trustee Guttman; 1 Absent - Trustee Feldman. o Resolution No. (119) - Resolution of the Village Board of the Village of South Blooming Grove determining a Negative Declaration for the Water Treatment Plant and Distribution (WIIA DWSRF Grant Application). Motion to accept by Trustee Guttman, seconded by Mayor Kalaj. 4 Ayes - Mayor Kalaj, Deputy Mayor Weiss, Trustee Rosner and Trustee Guttman; 1 Absent - Trustee Feldman. o Resolution No. (120) – Resolution appointing Rosemarie Vega, Treasurer as MBO Officer for the Village of South Blooming Grove. o Issac Ekstein stated that the DEC sent the village a notice of violation that the previous administrations since whenever this was created has never done the proper proceedings in regards to doing the water withdrawal permits and stuff like that. Basically, they want to penalize us for the previous administration not doing the right thing, so we want to retain WSP – Tom Cuzak – a hydrogeologist, he has a lot of experience with these kinds of things, he works with the DEC day in and day out, and he comes with the recommendation of Mr. Fusco to represent us in front of the DEC for this matter to mitigate this violation so that we make sure that we go into compliance. The Clovewood Wells that we are getting is going to help us out a lot with that so that we can potentially put them into service quicker than we thought and then put the existing wells out of service while we get those wells into compliance. That is basically the reason why we need to get WSP to represent us in front of the DEC with this matter. o Resolution No. (121) - Resolution of the Village Board of the Village of South Blooming Grove authorizing the Mayor to sign a contract with WSP regarding the NYSDEC Notice of Violation regarding water withdrawal of existing wells. Motion to accept by Trustee Guttman, seconded by Deputy Mayor Weiss. 4 Ayes - Mayor Kalaj, Deputy Mayor Weiss, Trustee Rosner and Trustee Guttman; 1 Absent - Trustee Feldman. o Resolution No (122) - Resolution of the Village Board of the Village of South Blooming Grove rejecting bids received on August 29, 2022, for Rolling Hills Playground and re-bid. Motion to 2 Village of South Blooming Grove SPECIAL BOARD Meeting Monday August 30, 2022 12:00pm accept by Trustee Guttman, seconded by Trustee Rosner. 4 Ayes - Mayor Kalaj, Deputy Mayor Weiss, Trustee Rosner and Trustee Guttman; 1 Absent - Trustee Feldman.  Comments o Issac Ekstein advised that on the request of WSP, he wanted to make sure that WSP could still continue to work for other property owners within the village boundaries, he doesn’t want to get locked in. Attorney Ugell advised there is no problem with that, it is realistic.  Adjournment o Motion to close the meeting at 12:17pm. by Mayor Kalaj, seconded by Trustee Rosner. 4 Ayes - Mayor Kalaj, Deputy Mayor Weiss, Trustee Rosner and Trustee Guttman. 1 Absent - Trustee Feldman.
