Village of South Blooming Grove Regular Meeting Monday FEBRUARY 27, 2023 8:00pm  Call to order Deputy Mayor Weiss called to order the Village Board Meeting at 8:02 pm on February 27, 2023, for the Village of South Blooming Grove located at 811 State Route 208, within the Village of South Blooming Grove, and having a mailing address of Monroe, New York.  Roll call The following persons were present: o Abraham Weiss – Deputy Mayor o Asher Guttman- Trustee o Zalmon Rosner – Trustee o Isaac Ekstein – Legislative Aide to Mayor o Scott Ugell Esq. – Village Attorney o Al Fusco- Village Engineer o Kerry Dougherty – Village Clerk o Absent – George Kalaj – Mayor o Absent – Joel Stern – Confidential Assistant to the Mayor o Absent – Yitzchok Feldman - Trustee  Correspondence Kerry Dougherty – We have here details of the Orange County Department of Planning regarding the GML239 which is the referral. You have to refer certain matters to the Planning Board so they sent a letter and also a contract regarding that.  Public Comment • Sue Anne Vogelsberg – I contacted the police chief and got a response back from Lt. Wakeham. Having all the participants going to get screened not just the spectators or attendees, the board members and appointees as well. The chief doesn’t think that was necessary. I think he said that if we are familiar with all these representatives we should be fine. • Sue Anne Vogelsberg – Unanswered FOILS. I understand you are busy but I submitted multiple FOILS and I get them within a certain time then I appeal them and I’m still not getting them. So that’s something that needs to be addressed. • Sue Anne Vogelsberg - Stated she hasn’t received any formal notification about the garbage. The streets of the village remind me was back in the 60’s when I was a kid and they started that litterbug campaign because of all the roadside trash. It’s disgusting and people who leave their cans at the bottom of the driveway and they get knocked over, stuff is all over. They aren’t picking up the garbage. They are not picking up the garbage in front of their own house and it’s blowing around. It 1 Village of South Blooming Grove Regular Meeting Monday FEBRUARY 27, 2023 8:00pm looks very bad. So having 2 pickups a week is not making a difference and again I/we have not gotten any formal notification about it. • SueAnne Vogelsberg – Any updates on the 2 lawsuits that are going on with the village. I can’t get into detail but the village was suing the fire department and then the county was suing the village about the Mangin Road extension. I was wondering if there were any updates on that. • SueAnne Vogelsberg – Someone sent me, I’m not on Facebook, that the village updated their Facebook page and this picture looks like a picture of Merriewold Lake. She stated that Facebook is not an official way to convey village information it has got to be a village website. We talked about this and that’s where information needs to be conveyed, on the website not on a Facebook page. • Isaac Eckstein - I will follow up on what you requested. In regards to the garbage we have seen a difference. People who are leaving cans out have been cited and if there’s a need for a cleanup that has been done as well. • SueAnne Vogelsberg – 245 Prospect has new people in it and they have boxes and the garbage people aren’t going to pick them up. It needs to be stuffed in cans. • Bonnie Rum – My question is when it came to the second day garbage how did you entertain that or how did you come to the conclusion that the whole village needed it. Did you send out a survey? How did you figure it out? • ? _____ - Stated my answer would be that there’s a board of fact people they have the right to make decisions for the public for the next 4 or 2 years – Mr. Mayor, Mr. Weiss and Feldman.  Business o Resolution No. (18) – Resolution of the Village Board of the Village of South Blooming Grove Authorizing the Mayor, Planning Board Chairperson and ZBA Chairperson to enter into an agreement with the County of Orange regarding exemptions from GML 239 1, m and n referral. March 21, 2023. Motion to accept by Trustee Rosner, seconded by Trustee Guttman. 3 Ayes, Deputy Mayor Weiss, Trustee Rosner, Trustee Guttman. 2 Absent Mayor Kalaj, Trustee Feldman o Resolution No. (19) – Resolution Declaring Lead Agency for the Water System Rehabilitation Project and Declaring the Negative Declaration Regarding the SEQRA Process. Motion to accept by Trustee Guttman, seconded by Deputy Mayor Weiss. 3 Ayes, Deputy Mayor Weiss, Trustee Rosner, Trustee Guttman. 2 Absent Mayor Kalaj, Trustee Feldman. o Resolution No. (20) – Resolution Authorizing Mayor to Sign a Request for Community Project Funding and any other documents required. Motion to accept Deputy Mayor Weiss, seconded by Trustee Guttman. 3 Ayes Deputy Mayor Weiss, Trustee Rosner, Trustee Guttman. 2 Absent Mayor Kalaj, Trustee Feldman.  Discussion Al Fusco discussing the Community Project Funding – I have received a notice that Senator Schumer and also Senator Gillibrand has access to some funding up to $250,000 to $4 Million for Community Project Funding. They are looking to projects that are ready to go and you might have 2 Village of South Blooming Grove Regular Meeting Monday FEBRUARY 27, 2023 8:00pm funding for part of it but not all of it and it also could be projects that got to be done yet but in our case we have a project that we are short money it’s a $10 Million project now at this point $6.7 Million so it so we are going to try and get another $4 Million if at all possible. Isaac Eckstein -There is a property on county route 44 that’s actually adjacent to Gonzoga Park. The property owner approached us. We are trying to figure out to get back the land to the county. So the property owner approached us that he wants to potentially donate that strip. I will let you know if anything produces from that. Trustee Guttman - I want to remind all the residents that they should park in the streets and the garbage totes. A robocall went out.  Abstract Motion to accept the Abstract by Deputy Mayor Weiss, seconded by Trustee Rosner, 3 Ayes, Deputy Mayor Weiss, Trustee Rosner, Trustee Guttman. 2 Absent Mayor Kalaj, Trustee Feldman.  Adjournment o Motion to close the meeting at 8:18 pm by Deputy Mayor Weiss, seconded by Trustee Rosner. 3 Ayes, Deputy Mayor Weiss, Trustee Guttman, Trustee Rosner. 2 Absent Mayor Kalaj, Trustee Feldman.
