Village of South Blooming Grove Regular Meeting Monday June 12, 2023 8:00pm  Call to order Mayor Kalaj called to order the Village Board Meeting at 8:03pm on June 12, 2023, for the Village of South Blooming Grove located at 811 State Route 208, within the Village of South Blooming Grove, and having a mailing address of Monroe, New York.  Roll call The following persons were present: o George Kalaj – Mayor o Abraham Weiss – Deputy Mayor o Yitzchok Feldman- Trustee o Asher Guttman- Trustee o Zalmon Rosner – Trustee o Isaac Ekstein – Legislative Aide to Mayor o Al Fusco- Village Engineer o Rosemarie Vega– Village Deputy Clerk o Absent o Scott Ugell, Esq. – Village Attorney o Joel Stern – Confidential Assistant to the Mayor o Kerry Dougherty – Village Clerk  Correspondence • None  Mayor’s Comments • Mayor discussed the sewer line clogs, asking the residents to not flush anything other than toilet paper. When cleaning out they found all types of items, diapers and cloth rags. • Mayor is sad to announce that Attorney Scott Ugell is retiring from all government jobs on June 30, 2023. He will be submitting his resignation to the Village  Public Comment • None  Business o Resolution No. (41) – Resolution of the Village Board of the Village of South Blooming Grove Authorizing Fusco Engineering survey Village Property. Motion to accept by Trustee Guttman, 1  Village of South Blooming Grove Regular Meeting Monday June 12, 2023 8:00pm seconded by Trustee Rosner. 5 Ayes, Mayor Kalaj, Deputy Mayor Weiss, Trustee Feldman, Trustee Rosner, Trustee Guttman. o Resolution No. (42) – Resolution of the Village Board of the Village of South Blooming Grove authorizing Fusco Engineering to prepare and go out to bid for Stonegate Park. Motion to accept by Trustee Guttman, seconded by Trustee Rosner. 5 Ayes, Mayor Kalaj, Deputy Mayor Weiss, Trustee Feldman, Trustee Rosner, Trustee Guttman. o Resolution No. (43) – Resolution of the Village Board of the Village of South Blooming Grove Authorizing Mayor to enter into an agreement with Treza Lane Development aka Positive Developers for municipal water and sewer. Motion to accept by Trustee Rosner, seconded by Trustee Guttman. 5 Ayes Mayor Kalaj, Deputy Mayor Weiss, Trustee Feldman, Trustee Rosner and Trustee Guttman. o Resolution No. (44) – Resolution of the Village Board of the Village of South Blooming Grove setting a time and place (July 10, 2023) for a public hearing to change the speed limit on village streets. Motion to accept by Trustee Feldman, seconded by Trustee Guttman. 5 Ayes Mayor Kalaj, Deputy Mayor Weiss, Trustee Feldman, Trustee Rosner and Trustee Guttman. o Resolution No. (45) – Resolution of the Village Board of the Village of South Blooming Grove authorizing the submission of the CDBG 2024 Application. Motion to accept by Trustee Rosner, seconded by Deputy Mayor Weiss, 5 Ayes Mayor Kalaj, Deputy Mayor Weiss, Trustee Feldman, Trustee Rosner and Trustee Guttman. o Resolution No. (46) – Resolution of the Village Board of the Village of South Blooming authorizing the Mayor to sign the Urban County Qualification Cooperation Agreement. Motion to accept by Trustee Rosner, seconded by Deputy Mayor Weiss, 5 Ayes Mayor Kalaj, Deputy Mayor Weiss, Trustee Feldman, Trustee Rosner and Trustee Guttman.  Abstract Motion to accept the Abstract by Mayor Kalaj, seconded by Trustee Guttman, 5 Ayes.
